Adoption of procedures.
Consistency.
Public revie\v.
by resolution objectives, criteria, and procedures for the eval.u-
ation of projects and the preparation of environmental inpact
reports and negative declarations pursuant to Division 13 of the
Calif0rnia Public Resources Code.
11.04.020 fonsistenc~, The adopted objectives, criteria,
and procedures shall be consistent with the provisions of Division
13 of the California Public Resources Code and witll the guid€lines
adopted by the Secretary of the Resources Agency pursuant to
Section 21083 of the California Public Resources Code.
11.04,030 Public review. A copy of the adopted objectives,
critet·ia, and procedures shall be placed in all city lib:earies
for public revie~'l. Any person may obtain a copy from the planning
department at no charge or for a reasonable fee, as detemined by
the city manager i.n the municipal fee schedule."

therefore, no environmental impact assessment is necessary.
SECTION 3. This ordinance shall become effective upon the
commencement of the thirty-first day after the day of its passage.
