'rhe Council finds and de.clares thut Lucy Evans gave unselri-:slllyOf her time to the preservation nnd improvement of Dyxbee Park and city-owned baylands so that they might be continued to be enjoyed by ci tizcns of th:i.s community and be. preserved and maintained as a habitat for wildlife. Lucy Evans has made a significant con­ tribution to this corronunity \vhich the Council desires to memorialize in the fashion set forth below. SECTION 2.
