Sect.ion 18.47.010 of the Palo Alto Municipal CoO.e is he~eby amended to read as follows~ 11 18.47.010 s 'f' Pr ---,---~9~~-.~. poses The Pedestrian Shopping Combining District is intended to modify the regulations of the CN Neighborhood Commercial District and the CC Comrnuni ty Commercial District in locations: where it is deemed essential to foster the continuity of retail stores and display windows.• and to avoid a monotonous pedestrian 1;:;nvironrnent in ord<~~r to establish and inaintain an economically heal thy ret<:d.1 d.istxict, 11 SECTION 2T Section 18,47.040 of the Palo Alto Municipal Code is hereby amended to read as follows: (a) Pedestrian Design Features Required: On any site, or portion of a site, adjoining a designated pedestrian sidewalk or pedestrianway, new con­ struction and alterations to existing structures shall be required to provide the following design features intended to create pedestrian or shopper interest, to provide weather protection for pedestrians, and to preclude inappropriate or inharmonious building desLgn and siting: (1) Display windows, or retail display areas. (2) Pedestrian arcades, recessed entry­ ways, or covered recessed areas designed for pedestrian use with an area not less th~n the length of the adjoining frontage times 0.5 meters (l.S feet). (3) Landscaping or architectural design features intended to preclude blank walls or building faces. The specific nature and requirements of pedestrian design features s~all be determined by the Archi­ tectu~al Review Board, in accord with design guidalines prepared by that Board pursuant to Chapter 16.48. '.• ' • (b) Parking and vehi<.·ular access restricted: Vehicular access to sites adjoining desig­ nated peuestrian sidewalks or pedestrian­ ways which requires vehicular movement across such pedestrian sidewalks or pedes­ trianways, shall be prohibited, except where requirAd by law or as may be.authorized by a. use'permit 1.n accord with Chapter 18.90.n SECTION 3. The Council of the City of Palo Alto finds that the enactment of this ordinance will have nc s.i.gnif icant environmental impact and will be consistent with the Palo Alto Comprehensive Plan.
