·in any department or division of tbc City of Palo Alto or before·
·any Boar!'i. of Commission or the City Councll as of the effect.ive
date hereof and which do not fall ·within any of the exceptions
provided in subset:tion {b) hereof. · ·
Aliy person maY file a petition with the City Clerk, directed
to the City Council, :~or relief from thi;; ordinance on the ~asis
of hardship. The p~'17it.ioner shall havn the burden c;f establishing
hardship by sho•t~ing sl.l.bstanti al cxpendi ture cf time, effort, or
money prior to November 29, 1976, in preparing to flle, and
actually filing not later than Def.:erober 20, 1976, an application
for approval covered by Section 4 hereof. Such petition for
hardship shall be grant.cd by .the counciJ before any ,;'l.ction by
the Plannlng Comrnission, Archi tcct'Ural R2v i(/;w Board 1 or City
staff shall be t<:tken. Any petition filed hereunder must bo filed
