Section 18~08~040, the "Zoninif Map," of the Palo Alto Munfcipal Code is hereby amended by changing the zoning of certain property known as the Webster Block from R-2i R-3-P, and R-4 to P-C, Sil. id property is shown -on the map attached hereto, incorporated herein by reference and entitled "74-ZC-6?" SECTION 2. The diagram attached hereto entitled "Master Plan~ Webster Site -Palo Alto," dated August 1974, constitutea the development plan and is incorporated herein by referenceo Said development plan is approved pursuant to Section 18.68~070 of the Palo Alto Municipal Code, subject to the following con~ ditions: a. .r,.11 improvemerL;s and d-:..v.eloprnent shall be substantially as shown on the approved development plano b~ That there be a total of approximately seventy (70) units on the blocko c. That the development ~rovi<le family units to the maximum degree practicable. d. That no buildings be higher. than three stories~ e. Thar. the project provide housing for people of ·low to moderate incomeo f. That, to the fullest extent pract~cable, all units be rental or cooperatively ownedo SECTION 3c The development schedule for the subject property shall be as follows: a. Start of construction within three (3) years of the effe~tive date of this ordinance. Completion of all construction and development within two (2) years of start of construction. b.
