Section 16.04.010 of the Palo Alto Municipal Code is-amendea to read: II 16.04.010 Unifom buildin~ code adopted­ Short Title. Tfie Uniform Buil ing Code1 1973 Edition, se'cond printing, promulgated by the International Conference of Building Officials, 5360 South Workman Mill Road, Whittier, Cali­ forn~a, 9060li which regulates the erectionf construction, enlargement: alteration~ repair~ moving, removal, conversionp demoliti.on, occupancy, equipment., use, height, area, and maintenance of buildings and other structures is hereby adopted. including the appendix, and by this reference is m&ae a part of this code with the same force and effect as though set out herein in full. Three copies of said Uniform Building Code are on file and open to the public inspection in the office of the city clark.11 SECTION 2. Section 16.04.020 of the Palo Alto Municipal·. Code is -·amended to read: " 16.04.020 Uniform Mechanical Code adopted. The Uniform Mechanical Code, 1973 Editionp first printing~ promulgated by the International Associatlon of Plumbing and Mechanical Officials, Los Angeles, California and International Con­ ference of Building Officials, Wh·ittier. Cali­ fornia, including Appendix C thereoft which regulates and provides complete requirements for the installation and maintenance of heating~ ventilating. comfort cooling and refrigeration systems is hereby adopted and by reference made a part of this code with the same forc!e and effect as though set out herein in full. Section 16.04.040 of the Palo Alto Municipal Code is amenaeCf to read: 11 16.04.040 Section 201 amended -Division of Inspectional Services Established. Section 201 of tfie unfform building code is amended to read: . Section 201. Division of Instectional Services Established. There--rs-'hereby esta !ished in the City a Df'vision of Inspectional Services which shall be under the supervision of ·the Building Official who shall be accountable to the d~rector of public works. Wherever the term "Building Ihspector" is used in this code it shall mean the "Building Official"." - 1 - • • SECTION 4. · Section 16_ 04 .. 050 of the Palo Alto Municipal Code is amended to read; 11 16.04.050 Subsections (a) and (d) of Section 202 of the uniform building code are amended to read as follows. Sections (b), (c). (e) through (j) remain as previously adopted: (a) General. The Building Official shall be the executive and administrative head of the Division of Inspectional Services and shall exercise supervision over all its activities. In case of his absence or inability to act~ the director of public works may assign someone to act in his stead. The Division of Inspectional Services shall have the power and duty to enforce all the provisions of this CodeJ the Electrical Code. the Plumbing Code, Mechanical Code. Housing Code •. the zoning ordinance and any ordinance regulating advertising structures-or signs, and such other ordinances as may be adopted from time to time in which further duties are speci­ cally assigned to it. No oversight·or direction on the part of the Building Official shall make lawful any violation of any of the provisions of any ordin­ ance of the City of Palo Alto. (d) Right of Entry; Unlawful to Prohibit. The Building Official or his authorized representative may enter any building or premises at all reasonable times whenever necessary to secure compliance with, or prevent a violation of any provision of this Code or any ordinance which he has power to enforce or to perform any duty imposed upon the Building Official by this chapter; provided, that if such building or premises be occupied, he shall first present proper credentials and demand entry, and if unoccupied~ he shall first make a reasonable effort to locate the owner or other persons having charge or control of the building or premises and demand entry. The term nauthorized representative 11 shall include the Building Official 1 the Fire Chie£1 the Police Chief and the Health Officer and their 'authorized inspection personnel. No owner or occupant or other person ~ · having charge or control of any building or premises shall fail or refuse, afte,r proper demand has been made as herein providedj to promptly permit entry therein by the Building Official or-his authorized representative for the purpose of insr.ection and examination pursuant to this chapter. ' ·. \ SECTION 5. Section 16.04.110 of the Palo Alto Municipal Code is hereby DELETED. SECTION 6. Section 16.04,115 of the Palo Alto Municipal Code is amen"ttea ,by amending_ the !xceptiohs only~ and ·is ·,to~ read! "Exceptions: · Structures provided·with·-_automati~ heat., ,.smoke, fire exteinguishing systems. heat and smoke venting systems, or other fire prevention or pro~ection d~vices approved by the fire cl;lief may be exempted." ·--------------• •• SECTION 7. Section 16.04.125 is added to the Palo Alto Municipal Code to read: "16.04.125 Divi.sion 2 of Section 1101 of the uniform bui1dinf code Amended: •nlvislori 2 of Sectfon 1101 of the uni orm buildi.ng -code is amended to read: Division 2. Wholesale and retail stores, office buildings, drinking and dining establishments having an occupant load of less than fifty. Printing plants, municipal police and~ire stations, factories and workshops using materials not highly flammable or combustible, storage and sales rooms for combustible goods, paint stores without bulk handling." SECTION.S, Section 16.04.140 of the Palo Alto Municipal Code is hereby DELETED. SECTION 9, Section 16.04.145 ia ADDED to the Palo Alto Municipal Code to read: 11 16.04.145 Subsection (b) of Section 1302 of the uniform building code is amended to read: (b) Special P~ovisions. Group H Occupanciest more than two stories in height or having more than 3000 square faet of floor area above the first sto;;yf shall be not leas than one-hour fire·resistive construction throughout. EXCEPTION: Dwelling units within an apartment house not over two stories in height may have nonbearing walls of unprotected construction, provided the units are separated from each other and from corridot·s by construction havit'lg a firecresistance rating of not less than one hour. Section 16.04.160 of the Palo Alto Municipal Code is amendedDy renumbering. Section "1413" to re~d "1414". SECTION 12. Where the number •• 1414" appears it is renumbered to read "1415 11 and where reference is tQade to Section 11 1413 11 , it is renumbered to read "1414". SECTION 13. Section 16.04.190 of the Palo Alto Municipal Code is amended to read: "16.04.190 Section 1602(b) of the uniform building code is amended to read: EXCEPTION: Existing type V residential buildings in fire zone one may be rehabilitated. repaired or main­ tained in compliance with housing.code requirements.u SECTION·14. Sections· 16.04.200 and 16.04.210 are hereby DELETED from the Palo Alto Hunicipal Code. SECTION 15. Section 16.04.240 is ADDED to the Palo Alto Municipal Code to read: " 16.04.240 Subsection (a) Scope is amended and Sub- sect~.on (b) Compartmentation is deleted from Section 1807 of the m1iform building code. Subsection (a) is amended to read as follows: (a) Scope. These requirements apply to buildings housing Group F ~ Division 2 Occupanc.ies used primarily as offices and to Group H. Occupancies. Such buildings having floors used for human occupancy located more than fiity feet above the lowest level of Fire Department vehicle access shall conform to the r•~quirements of this Section in addition to ot:her applicable require­ ments of this Code.11 SECTION 16. Section 16.04.263 is ADDED to the Palo Alto Municipal Code to 'read: · 11 16.04.263 Subsection (d) is added to Section 3205 of the uniform building code·to read: (d) Attic ventilation for wood frame structures. Section 16.04.265 is added to the Palo Alto Municipal Code-.to read: '' 16.04.265 Section 3209 is added to the uniform building code to read: Section 3209 Re-roof Retuirements. All re-roofing shall conform to the applicab e provlsfons of this chapter, unless equivalency and exceptions are made by the building official in accordance with Sections 106 and 107. 1. Roofing materials and methods of application. Roofing materials and methods of application shall comply with Uniform Building Code Standards -for Volume I, or shall follow the manufacturers~ installation requirements when approved by the building official. 2. Permit required. A separate re-roofing permit must be obtained from the building official prior to commencement of the work. The roofing contractor shall call for an inspection prior-to the commence­ ment of the work to ascertain compliance with this ·code. 3. The following re-roofing provisions shall pre­ vail on built"UP roofing: A. A complete tear-off shall be required of built-up roofing. EXCEPTION~ Upon ·r: :aques t of the con tractor$ the building official may waive the requirement when inspection reveals that; (1) The structural design is sufficient to sustain the weight of an additional roof. (2) There is no more than one existing roof on the structure; (3) The existing roof is securely attached to the deck; (4) The roof deck is not rotted and is structurally sound; (5) Existing insulation is not water­ soaked. B~ When the above conditions have been mets the re-roofing shall he accomplished as follows~ (1) Gravel surfaced: (a) The roof shall be cleaned of all-loose gravel and debris. All blisters shall be cut and made smooth. There shall be applied in 40 pounds per square of hot bitumen a one~half inch insulation board~ over which a new roof complying with Section 3203 shall be installed; or (b) · All existing gravel shall be removed to provide a smooth surface. All blisters shall be cut and c.emented or· nailed smooth. A base sheet as defined i.n the code shall be nailed in place. The base sheet shall not be map~ed to the old roofing. (c) ~ new roof~onforming to Section 3203 shall be applied. - 5 - ' . .. • (2) Smooth or Cap-Sheet Surfaced: . All blisters and curled ed"ges '"§hall be cut and cemented or nailed smooth. A base sheet shall be nailed to the existing roof and a new roof conform­ ing to Section 3203 shall be applied. Non-nailable decks shall he treated a.s in the EXCEPTIOlL. 4. In all cases all vent flashings, metal edgings, drain outlets, metal counter-flashing and collars shall be removed and cleaned. Rusted metal shall be re­ placed. Metal shall be primed with cut-back primer prior to installation. Collars and flanges shall be flashed as per the roofing manufacturer 1 s instructions. 5. All concrete and masonry wall shall be completely cleaned and primed to receive new flashing. All vertical walls, other than concrete or masonry', shall have the surface finish material removed to a height of approximately 6" above the deck to receive new roofing and flashin~. Surface finish material shall be replaced to match original constructi·on. 6. All rotted wood walls shall be replaced with new materials. 7. Where space permits, cant strips shall be· installed at all angles. All angles shall be flashed with at least two more layers than in the new roof with an exposed finish layer or asbestos felt or mineral surface~ cap-sheet. 8. An approved fire·extinguisher, minimum of 8 B.C. capacity~ shall be located on the roof and beside the kettle when in use. 9. The following re-roofing provisions shall apply to wood shingles, wood shakes and asphalt composition shingles: . A. One overlay of composition shi.ngles (with an underlay)3 over an existing composition shingle roof. B. · One overlay of composition shingle roof qver a wood shingle roof with one layer of 15 poun~ non-per~o~~ted felt as underlarment. NOTE: an· badly weathered wood shingles one layer of 30 pound felt shall be applied as an underlayment, 10. One overlay of wood shakes over an existing com­ yosition shingle or wood shingle roof (with one layer of 18 inch, 30 pound felt interlaced between each layer of shakes). All overhangs and gable ends shall be cut back to receive a 1 x 4 placed flush with existing overhand boards. This provision applies to ~hake. _overla~ of wood shingles. 11. No overlay of wood shingles may be applied' over existing wood shingles. \ 12. No roof shall b~ applied over an existing shake roof. 13. Rusted or damaged flashing. vent caps and metal edgings shall be replaced with new materials as necessary. " - 6 - . . • SECTION 18. Section 16.04.270 of the Palo Alto Municipal Code fs amended to read: " 16.04.270 Section 330l(d) of the uniform building code is amended by adding a paragraph at the. end of that subsection to read: The occupancy load permi.tted in a building or portion thereof may be decreased when unusual configuration of floor space and/or arrangement~ location and size of equipment or furniture tend to create unsafe conditions." SECTION 19. Section 16.04.295 is ADDED to the Palo Alto Municipal Code to read: ,. 16. 04. 295 Subsection (d) of Section 3316·-6f the uniform builditfg code is ~a~ended to 'read: (d) Panic Hardware. An exit door from a Group B occupancy having an occupant load of more than fifty shall not be provided with a latch or lock unless it is panic hardware," SECTION 20. Section 16.04.280 of the Palo Alto Municipal Code is DELETED. SECTION 21. Section 16.04.300 o£ .the Palo Alto Municipal Code is amended ·to read: S.ubsectioti (d) of Section 3801 of the uniform building code is amended to ~ead: 11 (d) Standards. F~re extinguishing systems shall comply with 1972 edition of NFPA pamphlets 13 and 12,1 and appendices.11 SECTION 22, Section 16.04.310 of the Palo Alto Municipal Code is amended to read: " 16.04.310 Section 3802(b) (8) and (9) amended and (12), (13) and (14) added. Subsections (b) (8) and (9) are amended and (12)~ (13) ~nd_ (14) are added to Section 3802 of the uniform building code to read~ (b) 8. J:n all Grol.!p F and group E ~ Divis ion 4, occupancies where the floor area exceeds 10,000 square feet on any floor or 20,000 square feet on all floorst the provisions of this section shall apply regardless of area or occupancy separations; however. the area and height increase specified in ·. Sections 506 (c) .and 507 may be permitted. 9. ~rn ""5undings. housing· A, B or C occupancies· over 10,000 square feet in area or above the ground floor regardless of type of construction; the pr?Visions of this section bhall apply regar9less·of area or occupancy separations; however~ the ~rea and height increases speci­ fied in sections 506 (c) and 507 may be permitted. 12. In all rooms or above outside areas adjacent to buildings or underneath a roof averh~ used for the storage of combustible wast·e fnaterial in connection with Group A, B, C, D, E, F, G or H occupancies$ such o---~-· ~ ..... , --- • sprinklers may be connected to domestic water supply provided the piping is of approved materials and not less than one inch in diameter and sufficient coverage of the area is provided and an approved access­ ible shutoff is provided f0r each room or area. 13. In buildings housing H occupancies, if the building is more than two stories in height and 15:000 square feet in ar~a regard- .less of type of construction or of Type III, I~r V construction and more than three stories in height regardless of area. The provisions of this section shall apply regardless of area or occupancy separations. However~ the area or height increases specified in sections 506 (c) 507 may be permitted. 14. In any building or group of buildings where, in the judgment of the fire chief, such building or group oi-bu~ldtngs-due to size~ height, type of constructioni location on property. contents or occupancy classification, would exceed or severely tax the capabilities of the local fire department to perform a reasonable level of rescue and fire suppression operations. Such ~1ildings shall include but are not necessarily limited to: All buildings more than five stori~s or fifty "'reet--'',_h. height; Buildings where limited access for fire apparatus does no~ permit mobile unit operation of ladder ·companies to within fifteen feet of openings in stories as required in Section 504a as amended and Section 3802 (b) 1 as amended. Exception: I occupancies Buildings where limited access for fire apparatus does not permit mobile unit operations of pump and hose companies to reach all sides of the building without handlaying more than one hundred fifty feet of fire hose from a maxim~® of three mobile pumping units. (See Section 13.301 UFC) Buildings or any part of which is more than one hundred fifty feet from an adequate ava>ilable water supply." · SECTION 23. Section 16.04.315 of the Palo Alto Municipal Code is hereby DELETED. f!CTION 24. Section 16,04.320 of the Palo Alto Municipal Code s hereby amended to read: -, .... ~. Section 16. 04 .. 380 of the Palo Alto Municipal Code rs amgnded as to Section 6103 only which is to read: "Section 6103 Permit, Permit for erection shall be obtained from the building official who shall charge therefor a fee as set forth in Table 3-A. Erection of the alrdome shall be limited for a period not to exceed six months. The building official may renew such permit for an additional si~ month period if · he finds that no hazardous conditions exist and that the erection of the airdome will not adversely effect or be a detriment to surrounding properties." SECTION-:26. . Section 16.04.400 of the Palo Alto Municipal Code Is amended to read: "16.04.400 Section 203 of the uniform mechanical code deleted. Section 203 of the uniform mechanieal code is hereby deleted." SECTION 27., Section 16.04.410 of the Palo Alto Municipal Code IS hereby-amended by amending the first sentence of the section to read: "16.04.410 Section 304 of the uniform mechanical code amended. Section 304 of the uniform mechanica! code, is amenaed to read: " SECTION 28. Section 16.04.420 of the Palo Alto Municipal Code is amendea to read: "16.04.420 Uniform housint code adopted -Short Title~ The uniform Housing Code,973 Editionp first printing, promulgated by the International Conference of Building Officials, 5360 South Workman Mill Road~ whittier, California, 90601, which provides minimum requirements for the protection of life, limb, health 1 property, safety, and welfare of the gener~l public and the owners and occupants of residential buildings is hereby adopted and by reference made a part of this code with the same force and effect as though set out herein in full. The City Council hereby finds that the changes made to the 1973 uniform building code, mechanical code and housing code are necessary to conform the code to local practices and procedures; to-provide for current administrative enforcement practices; to continue amendments to previous editions of these codes for which no findirigs need be made; to provide for matters not covered in whole or in part in the uniform building, mechanical and housing codes and to protect the public health, safety and welfare. SECTION 32. The Council finds that the changes to the Palo Alto Mun{cipal Code ~et forth herein have no substantial environmental impact. SECTION 33. This ordinance shall become effective upon the expiration o·f thirty days from its pas sage.
