ORDINANCE NO.
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING VARIOUS SECTIONS OF TITLE 2 OF THE PALO
ALTO MUNICIPAL CODE TO PROVIDE FOR A CONSENT
CAL'ENDAR, CHANGE THE TIME OF ORAL COMMUNICATIONS,
ESTABLISH COHMITTEE l1EETING DAYS, ESTABLISH
SPECIFIED TIME FOR AGENDA ITEMS, AND PROVIDE FOR
CONTINUATION OF AGENDA ITF~S
The Council of the City of Palo Alto does ORDAIN as fol-
lows;
SECTION 1. Section 2.04.060(a) (3) of .the Palo Alto Municipal
Code is hereby amended to read:
11 (3) Oral communications, upon items not
a:e~;earing else-wnere on_ the Council 1.s .agenda.
Th1s periou shall be l~mited to f1fteen m1nutes,
and in the event all speakers ~re not heard at
this time, oral communications will be resumed
by the Council in their regular place in
the meeting.11
SECTION 2. Section 2.04.n60(a} (4) of the Palo Alto Municipal
Code is hereby amended to read:
"(4) Consent calendar. Items may be
placed upon the consent calendar by any council
appointed officer, whenever, in such officer's
judgment, such items are expected to be routinely
approved without discussion or debate.
uThe consent calendar shall be voted upon
as one item, and said vote shall not affect the
validity of the action taken upon any such in
dividual item. Any councilmember rn~y request
that an individua~ item be removed from the
consent calendar in which case said item shall
be considered at the end of the agenda item.in
which it would have otherwise appeared. No
discussion or debate shall be permitted upon·
items upon the consent calendar, however, any
councilmember may request that such member 1 s
vote be recorded as other than aye on any
individual item without removing the same from
the consent calendar.
"The consent calendar shall be in
parts, as follows:

to another city agency.

SECTION 3. Existing sections (3) and (4) of Section
2.04.060 are hereby renumbe~ed as subsections (5) and (6}
respectively and all subsections are renumbered consecutively
thereafter.
SECTION 4. Section 2.04.060 of the. Palo Alto Municipal
Code is hereby amended to add subsection (d) to read:
"(d) In addition to such other times
provided in this .code, the council immediately.
after its recess, may continue items not yet
acted upon at request of any member without
voting to take such item out .of order upon
the agenda."
SECTION 5. Section 2.04.065 is hereby added to the Palo
Alto Municipal Code, to read:
"2.04.065 Time specification.of items.
The city manager, with prior approval of tJle
mayor, is authorized .to designate upon the
agenda of the city council, items that shall
be taken up at a specific time during the
course of the meeting. Upon said hour, the
council may .suspend-.consideration of the
ttem then ,under· discussion, or may complete
consideration of such item, and then must
commence consideration of such item for which
time· is specified,, without further action to
take said item out of order upon the agenda&" -.
SECTION 6. Section 2.04.240(a} of the Palo Alto Munic:i,pal

Code is amended to read:
"(a) Regular ~e.tin~s.. Each committee
shall meet once per month on ,their designated
meeting night at 7: 30 p.m. at the City Hall.
The policy and procedures committee shall meet
on the first or third Tuesday of each month "'
and the finance and public works committee
shall meet on the second or fourth Tuesday
of each mqnth. When additional meetings are
necessary, the chairman of each conunittee may
call a meeting as nrovided in this code."
SECTION 1. The Cotmcil finds that none of the prov:tsion,s
of this ordinance will have a significant environmental impact.

SECTION 8. This ordinance shall become effective upon
the commencement of the thirty-first day after the day of its
passage.
