ORDINANCE NO. 2789 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO EXTENDING THE SUSPENSION OF THE CONVERSION OF J,PAR'l'MENT BUILDINGS '·TO CONDOMINIUMS FOR A PERIOD OF THREE MONTHS UPON CERTAIN TERMS AND CONDITIONS The Counci-l of the City of Palo Alto does ORDAIN as follows: ARTICLE I SECTION 1. On November 13, 1973, the Council enacted Ordinance No. 2751 suspending the conversion of apartment buildings to condominiums during the pendency of studies, and providing an exception procedure therefrom. SECTION 2. The suspension enacted in Ordinance No. 2751 will expire by its own terms on June 13, 1974. SECTION 3c The City of Palo Alto finds and declares as fullows: (a) The conditions found to exist in Article I of Ordinance No. 2751 continue. (b) During the term of the suspension imposed by Ordinance No. 2751, city staff and consultants conducted an ex­ tensive investigation of the conversion of apartments to condomini~~ in Palo Alto. The recorr~ndations sub­ mitted to the City Council, based on the findings of this study, are extensive and thus require public review and discussion .. (c) The renewed conversion of apartments to condominiums, which would be permitted if.Ordinance No. 2751 were not to be extended, would have.largely irreversible effects, both to the character of the Palo Alto community and·to the situation of condominium purchasers and tenants of buildings subject to conve~sion. Furthermore, the necessary public review and discussion of the recommenda­ tions submitted to the City Co~~cil, and deliberation · over the development ana adoption of any ordinances, resolutions, or policies would be hampered, impeded, and _ perhaps made moot if the suspension were not to be extended. SECTION 4. In order to prevent the detrimental effects set forth above, and in order to pz:·eserye the public peace, health , safety and welfare, it is necessary that the suspension of such conversions to condominiuw~ be extended for an additional minimum pex-iod. In all other respects, Ordinance No. 2751 shall be in full force and effect during the effective period of this ordinancs. SECTION 3. This ordinance shall become effective upon the eXpiration of thirty days fro~ its passage and shall expire without further action of the Council of the City of Palo Alto after September 20, 1974. SECTION 4. The Council of the City of Palo Alto finds that the enactment of this ordinance will have n~ significant environ­ mental impact. INTRODUCED: May 6, 1974.
