ORDINANCE NO, 2750
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING OPDINANCE 2699 TO EXTEND THE MORATORIUM
IMPOSED THEREBY FOR A PERIOD OF THREE t40NTHS UPON
THE SJ\lto'.E TERMS AND CONDITIONS
The Council of the City of Palo Alto does ORDAIN as follows:
ARTICLE I
The City Council does hereby find and declare as follows:
SECTION 1. On January 22, 1973, the Council enacted
Ordinance No. 2699 establishing a moratorium on demolition of
Type V buildings in the University Avenue area of the City of
Palo Alto designated as Fire Zone 1 on the 11 0fficial Fire Zone
Map of the City of Palo Alto."
SECTION 2. Said moratorium will expire by its own terms
on November 21, 1973.
SECTION 3. The City staff, outside consultants, and
attorneys have worked diligently on s·tudies, ordinances, research,
public meetings and similar activities with regard to preserva~
tion and rehabilitation of the existing housing stock, possible
zone changes, rehabilitation programs, and many other aspects
of the entire problem, with the ultimate goal of preserving and
enhancing housing in the area affected, while avoiding an
adverse effect on rents.
SECTION 4. The aforesaid studies, ordinances, research,
public meetings and similar activities have taken longer than
originally anticipated, due to the enormous complexity of the
problem and the attempt to achieve a delicate balance of the
competing and diverse interests involved.
SECTION 5. Demolition of Type V buildings for purposes of
creating conforming uses or higher intensity uses in the area
affected would impede said studies, ordinances, research, public
meetings and similar activities, or each of them, and tend to
affect adversely the results and outcome thereof, and any sub
sequent actions of the Council of the City of Palo Alto, as wel+
as resulting in the further depletion of the supply of housing
for persons of low to moderate income in the City of Palo Alto.

SECTION 6. In order to prevent the detrimental effects set
forth above, and in order to preserve the public peace, health,
safety and welfare, it is necessary that said moratorium be imposed
for an additional minimum period.
ARTICLE II
Based upon the foregoing findings and declarations contained
in Article I hereof, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION 1. The moratorium imposed by ~rdinance No. 2699 is
hereby imposed for a period of ninety additional days.
SECTION 2. In all other respects, Ordinance No. 2699 shall
be in full force and effect during the effective period of this
ordinance.
SECTION 3. This ordinance shall become effective upon tbe
expiration of thirty days from its passage and shall expire without
further action of the Council o£ the City of Palo Alto ninety days
thereafter.
