HomeMy WebLinkAboutORD 2739• ORIGINAL ORDINANCE NO. _2739· ORDINANCE OF THE COUNCIL OF THE CITY Of PALO ALTO AMENDING SECTIONS 2.08.180(7), 2.30.040(e), 2.30.080(a) 2.30.100(First Paragraph) AND ADDING SUBSECTION (c) TO SECTION 2.30.050 OF THE PALO ALTO MUNICIPAL CODE REFLECTING CHANGES TO CONTRACTS AND PURCHASING PROCEDURE The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. Subsection (7) of Section 2.08.180 of the Palo Alto Municipal Code is amended to re'ad: "(7) He may be authorized to approve for the city manager, purchases of supplies or services involving an expenditure not exceeding five thousand dollars,~xclusive of sales or use tax, and purchases of capital equipment involving an expenditure not · exceeding one thousand dollars, exclusive of sales or use tax.n SECTION 2. Subsection (e) of Section 2.30.040 of the Palo Alto Municipal Code is amended to read: n(e) Except as provided herein, all purchases shall be approYcd by the city manager and city controller, or their respective assistants when delegated in writing OP file with the city·clerk. The director of purchasing services is authorized to approve purchases of supplies or services for the city manager involving an expenditur~. not exceeding five thousand dollars, exclusive of sales or ·~se -cax and purcnases ot capital equipment involvino An PXPe.nditure not exceeding one thcu'3and dollar~,exclusive of sales or use tax." SECTION 3. $ubsection (c) is added to Section 2.30.050 of the Palo Alto Municipal Code to read: 11 (c) Mut.ual aid: The director of purchasing services is authorized to participate witq other public agencies in an "open stores" mutual aid policy, provided that the didbursernent of any city supplies to other agencies shall,not affect city services. Supplies rnay be dis­ bursed to any other agency on a loan basis or sold to the agency at the current replacement cost to the city 'at the time of replacement." •, SECTION 4. Subsection (a) of Section 2.30.080 of the Palo Alto Municipal code is amended to read: "(a) When Advertising Required; Where the cost of services or supplies required by the city exceeds the sum of ten thousand dollars, exclusive of sales or use tax, the director of purchasing services shall call for bids by posting a Ci.vic Center or by advertis­ ing at least once in a daily newspape~ of general circulation in the city not less than five days prior to the date set for receiving bids. " - 1 - r--------------------------• • SECTION 5. The first paragraph of Section 2.30.100 of the Palo Alto Municipal Code is amended to read: "QE_en market purchases. This ordinance shall become effective upon the expiration of thirty days from its passage.
