ORDINANCE NO. Z687
ORDINANCE. OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE SETBACK MAP OF THE CITY OF PALO ALTO TO
ESTABLISH A SETBACK OF 200 FEET FOR PROPERTIES FRONTING
ON SCENIC RECREATION ROUTES IN THE CITY OF PALO ALTO
WHEREAS, Skyline Boulevard (State Route No. 35) was designated as a scenic highway
by the State of California on June 11, 1968; and
WHEREAS, Skyline Boulevard has been the subject of a Joint Powers Agreement exectitcd
on January 7, 1972, between the Counties of San Francisco, San Mateo, Santa Cruzt and Santa
Clara, and the Cities of Daly City, Pacifica, Palo Alto, Port.ola VaUey, San Bruno, and Woodside,
by the tenns of which extraordinary efforts are being made to preserve said route for the beneficial
use of the pubJic as a scenic route; and
WHEREAS, said Committee has prepared general design guidelines which were approved by
. each governmental entity which is a signatory to said Joint Powers Agr:e~ment, including the
City of PaJo Alto on April 5, 1972; and
WHERE.AS, the open space element of the General Plan of the City of Palo Alto, adopted
on June 7. 1972, de.,~~nated Skyline Boulev.ard and portions of Page Mill Road and Arastradero
Road as scenic corridors; and
· WHEREAS, one of the goals of the scenic highway program and of the open space amend~ent
to the City's General Plan. is to preserve and protect -the scenic vista in as natural a state as
possible; and
WHEREAS, zoning of properties, along Skyline Boul~vard and along Page ·Mill Road and
Arastradero Road in the foothills area would ordinarily permit a setback of thirty feet from
said roadway for construction thereon; and
WHEREAS, a stibstantiaJ rlsk of Joss of view an~ impedance of the natural and pristine
state of said area will be caused by construction within thirty feet of ~id roadways.
NOW, THEREFORE, the Council of lite City of Palo Alto does ORDAIN as fcillo\Vs:

SECTION 1. The "Setback Map" dat~.d October 12, 1959, adopted ai,a .. portion of Section
. 10.08.020 of· the Palo Alto Municipal Code is hereby amended to est.abli~ a setback of two
·.hundred feet from·· Skyline 'Boule.vard (State Route No. JS) for all properties wit'1in' the City
of Palo -Alto, and for Page Mill" Road and Arastradero· Road for all properties Within. the City
~f Palo Alto southerly of Route :280 (Junip~to Serra· Freeway). . · ...
·· SECTION 2. The Duectot of Inspection Services is hereby authoriied and directed to make
.changes 'as set forth above on the rloresaid map on -file in :his office.
