CODE REGULATING ACTIVITIES ON THE CIVIC CENTER BLOCK AN!) DECLARING AN EMERGENCY SECTION 1. Chapter 9.60 is hereby added to the Palo Alto Municipal Code and shall read as follows: "CHAPTER 9.60 CIVIC CE_NTER BLOCK PEGULATIONS Sections: . 9 .60. 010 9.60.020 9.60.030 9.60.040 9.60.050 9.60.060 Application of chapter. Definitions. Obstructing entrances, exits and free passage. Fountain and pool. . .. Plac.inq signs or climbing upon any structure. Bicycles, skateboards, etc. 9.60.010. Application ·of Ch~ter. The regulations set forth in this· chapter shall apply to all of the property defined as the Civic Center Block. 9.60.020. Definitions. The following words and phrases, whenever used in this chapter shall be construed as defined in this section: (a) "Civic Center Block". Bicy_cles, skateboards, etc. No person shall operate any-bTcyclc, roller 'skatos,-skatt~boar.d or other locomotive device, whether propel.led by enc}ine or human effort;-provided that motor vehicles and bicycles may be operated on streets and vehicular ramps. This section shall not apply_ to any pex:son usinq a locomotive device· necessitated by his physical handicap. SECTION 2. _ The council finds with the opening of the Civic Center Block that some of the facilities of fer the potential for different uses, some of which uses conflict with other uses and some of which would expose the user or others to physical hazard. It is, therefore, necessary that those uses of such facilities that are to be lawful be established immediately to preven~ injury to persons and property. Because·-. of the facts set forth above and in order to protect the public safety, health and welfare, the Council does declare that this is an emergency ordinance that shall take effect im- mediately upon its passage. This ordinance was introduced at a regular meeting of the Council. of the City of Palo Alto on Monday the ~-6-th~~-day of April, 19.70, and was passed by a four-fifths vote of all the Councilmen present at the meeting as follows: AYES: A1•nold, Beahrs, Berwald, Clark, Dias, Gallagher, Norton, Spaeh NOES: Pearson Corr1stock, ,; .i
