OROINANCE NO. 2553
ORDINANCE OF THE COUNCtL OP THE CITY OF PALO ALTO
ADDING CHAPTER 9.60 TO THE PALO ALTO MUNICIPAI. CODE
REGULATING ACTIVITIES ON THE CIVIC CENTER BLOCK AN!)
DECLARING AN EMERGENCY
SECTION 1. Chapter 9.60 is hereby added to the Palo Alto
Municipal Code and shall read as follows:

9.60.010. Application ·of Ch~ter. The regulations set forth
in this· chapter shall apply to all of the property defined as
the Civic Center Block.
9.60.020. Definitions. The following words and phrases,
whenever used in this chapter shall be construed as defined
in this section:
(a) "Civic Center Block". The tenu· 11 Civic Center Block ..
shall include al! of the publicly-owned property tq which
the "--c" Civic Center District (Chapter 18.79 of this
code) has been applied, includinq the Civic Center and
Downtown Library .and Recreation Center arid all adjacent
streets and sidewalks.
(b) "Personts The term ••person" sha.11 mean individuals,
associations, partnerships, firms and coq~orations.

(a) ·No person shall block any entrance or exit.

9.60.060. Bicy_cles, skateboards, etc. No person shall
operate any-bTcyclc, roller 'skatos,-skatt~boar.d or other
locomotive device, whether propel.led by enc}ine or human
effort;-provided that motor vehicles and bicycles may be
operated on streets and vehicular ramps. This section shall
not apply_ to any pex:son usinq a locomotive device· necessitated
by his physical handicap.
SECTION 2. _ The council finds with the opening of the Civic
Center Block that some of the facilities of fer the potential for
different uses, some of which uses conflict with other uses and
some of which would expose the user or others to physical hazard.
It is, therefore, necessary that those uses of such facilities that
are to be lawful be established immediately to preven~ injury to
persons and property.
Because·-. of the facts set forth above and in order to protect
the public safety, health and welfare, the Council does declare
that this is an emergency ordinance that shall take effect im-
mediately upon its passage.
This ordinance was introduced at a regular meeting of the
Council. of the City of Palo Alto on Monday the ~-6-th~~-day of
April, 19.70, and was passed by a four-fifths vote of all the
Councilmen present at the meeting as follows:
