Sectlon 2.12 of Chapter 2, the Adtninis:trat:ive Code, of the Palo Alt'o Municipal Code is hereby amended to read as follows: "SEC. 2.121 .§!A;iDil'{q _COMMittE~ i SPECIAL COMMITTEES Not later than the second regular meeting of the Council in July, the !'.&ayor shall appoint three sta1nding committees from the tilembers of the Council, consisting of four {4) members each, beginning with July, 1965 and three (3) or more members each beginning July, 1967. The ~..ayor $hall appoint each councilman t':> only orte committee and shall appoint one member of each cOJXmitt:ee as chairman. The Mayor may act as e:x: officio member c1f each committee. The committees shall be designated, respectively, Committee on Public Works, Committee on Finance and·' Committee on Planning and Procedures. All council members shall be encouraged to attend. meetings of cott~mittees of which they are not members, but only committee metiibe:rs shall vote in committee. In addition to standing committees the ~yor. m~y, subject to approval :of the Cout'tci.l ,appoint such other special committEes of councilmen, private citizens or both as he deems desirable and necessary to assist and advise the City Council in its work." ~~CTION z~ Section 2.122 of Chapter 2, the Administrative Code, of the Palo Alto Municipal Code shall be amended to read as follows: "SEC. 2.122 COMMITTEE PROCEDURAL RULES (1) R~gular Meet:in~s.. Items may be withdrawn from the committee and taken up for consideration by the Council at any Council meeting with 1::he consent of a majority of the Council. Function of Committees. The purpose and intent of committee meetings {s to provide for more thorough and detailed discussion 4nd study of prospective or current Council agenda items with a full and complete airing of all sentiments and expressions of opini.on on City problems by both the Council and the public to the end that Council action will be expedite~d. Actions of the committee shall be advisory an~d recommendatory only. Minutes. 1be Office of the City Clerk shall be responsiblE: for the preparation and distribution to the Cout:Lcii of the minutes of comittee meetings. The minute~E need not be verbatim but shall reflect the sense c,f the discussion and any x·ecommen.dation made with :x·espect to each subject considered in committee .s:nd that the minutes shall be delivered to all Councilmen·before the next Cou.ncil meeting, except in E~ergency cases. Re29rt of Committ~e. The Chairman of each committee sna1!'"''6e r~:::sponii'6!e for the preparation of a written sun~ary report to the Council on each subject considered in committee. Any committee member may write a mit·i:Ority report. (8) A~ends. The Chairman of each committee shall prepare t e agenda for committee meetings, the sequence of . study being within reasonable limits of practicality, the same a~: the sequence of referral. (9) Conduct of Meetings. the Chairman of each committee may conTuct: meetings with as much informality as is consistent with Council parliamentary rul~es, which shall also be in effect in committee meetings. The views of interested private citizens may be solicited in committ,E!e meetings, . but in no case shall a com­ mittee meeting be used as a substitute fo:r public hearings rE!quired by law. Section 2.12:, of Chapter 2, the Administrative Code, of the Palo Alto Municipal Code shall be amended to read a3 follows: "SEC. -2.123 COMMITTEE ON PUBLIC WO~~ It shall t~e the duty of the Commit11:ee on Public Works to meet em the first Monday of each month at 7:30 p.m. at the City Hall and to consider and make recommendationil on matters referred to it by the Council relating to parks; libraries; recreational facilities and. public works exclusive of utilities." Se,ction 2 .l2l4 of Chapter 2, the Administrative Code, of the Palo Alto Hunicipal Code shall be amended to read as follows: "SEC. 2.124 It shall be the duty of the Committee on Finance to rn~et on thE: first Tuesday of each month at 7:30 p.m. at the City H:;:ll and to (~onsider and ms.ke recommendations on matters referred to it: by the Council relating to finance; budgElts; appropl~iations; audits; Capital Improvement Fund; General Obligstion Bond Issues; Public Utilittes and the Palo AltoMStanford Hospital Center," SECTIONS.
