Correct1or.. of E.r:rors. If the assessment roll corlta.ir.:s a.n..v er:cor .in the aescr3 pt'Ion of the land or in any othe::::-respect., the C1.ty Engineer may correct the i::.st at any t.1me before it 13 finally approved by the City Council. Any error or change sub­ sequent to such final approval, other than a decrease in any assessment, must. be accomplished on notic~ and hearing in the manner· i,er~e1n provided for modifications, unless such notice is expressly waived by all of the 011ners of the property involved in the change . in4.
