HUNICIPAL CODE CONCEroCNG CITY COUNCIL ORGANIZATION

~rh!~ Council of the City o~)f Palo Alto does ORDAIN as follows:
1SE,:TION 1. Sections 2.ll6 and 2.127 are added to Division 1,
Chapt•er 2, o.£ the Palo Alto M:.l.nicipal Code to read as follows:
ttSEC. 2.126 COUNCIl. REPRESENTATIVES ON VARIOUS :PtmLfc BODIES
. When c.ny member or members of the Council
are appointed by the Mayor to represent the City
on County, area, district or State Boards> Com
mittees or Commissions, such appointed member or
members shall be the duly .autnorized represent
atives and spokesmen. for the City Council on or
before such bodies and no other councilman shall
speak in beha.lf of the City Council or hold
himself out to represent the City Council before
such bodies ... mder penalty of public censure by a
majority vote: of tb.e enti.re Council. Nothing
herein. shall prever:.t a councilman at any Council
meeting from discussing the comments made or
positi.on takE~n by such appointee.
SEC. 2.127 UNIT F:ULE TO APPLY TO HOSPITAL ow.Nf:Rf;.., MEETINGS .
In meetings of the Qr..me:cs of the Palo Alto
Stanford Hospital Center, the unit rule shall
apply, that is, th{! vote of the majority of the
Council scall be the single vote of the City of
Palo Alto. Only the Mayor. or any other Council:ma.n,
designated by the Council by majority vote, shall
vote on be..h.alf of r:he City of Palo Alto or offer
motions on b~ehalf t>f the Citv of Palo Alto.
Nothing herein shall prevent~ a Councilman from
expressing h:Ls individual opinions regarding
motions under consLderation.u
,SECTION 2 .. This·. c.•rdinan•:e shall be.come effective upor. the
expiration of thirty days fr:xn its passage.
