AME:~ING SECl"lON 2 .103 0:~ THE PALO ALTO MUNICIPAL CODE RElATING TO THE AGES'DA OF CITY COUNCIL MEETINGS Th·e Council of the Cit:y of f alo Alto does ORDAIN as follows: SEGTION l. Section 2.103 o1 the Palo Alto Municipal Code is amended to read as foll~ows: "SEC. 2.103 All repo:rts, ord:lnance:;, resolutions) contract documEmts, or other m.~atters to be submitted to the Council at thedr regular meeting sh.d . .l be delivered to the City Clerk not later than 12:00 ·.~Jon on the preceding Wednesday. The Gity Clerk shall prepa-::~ the agenda of' all such matters acco·rding to the order of b·:lsin.ess (Section 2.104) numbering each item consecut.ively. A cotnt-lete copy of such agenda shall be deliv~red or tr.af.le 1 to each councilman and each department head so as to re:tch the recipient not later than 7:00 P.M. on the Thurs:l.ay preceding each Council meeting. The agenda shall ::>e available to the public in the office of the City Clerk at 9:00 A.M. on the Friday preceding each Cou~cil meeting and in the Council Chambers during each meeting. No matters other than those on the agenda shall be finally acted upon by the Council; provided, however, that matters deemed to be emergtncies or of an urgent nature by ar.~y councilman~ the City M<.nager or the City Attorney, with a:r:1 explanation o.f the emer;;ency or urgency stated in open Cc,uncil meeting may, with :he consent of the majorit;>; of the Cc,uncil be considered and .ict.ed upon by the Council. t SE:CTION 2.
