'.T.he Council of the Cit}" of Palo Alto does ORI>~AIN as follows:
SECTION 1. Upon the basis of an engineering and traffic
investigation, that the spe1!d applicable under State law is more
than reasonable or safe upor' Oregon Avenue from th·e East City
limits. li.ne to Alma Street and Page Mill Road from Alma Street
to El Camino Re;,al and that a speed of 35 miles per hour would
facilitate the orderly movem~~nt of traffic, it is hereby declared
