, , .. 'the de'clared purposes of this division are to provide for
,the pr,epa-ration and carrying out of plans for the civil defense
of:,persons and ,prope,rty within this City in the event of a
:-: disaster from natural causes or acts of 1Nar and to provide for
the coordination of the civil defense and disaster funct:i.ons of
this City '~ith all other public agencies and affected private
persons, corporations and organizations. Any expenditur~~s made
in connec:tion with such civil defense and disaster ectivities,
i'nchtding :m.U.tua.l aid activities shall be deemed exclusiv~dy .to
'.:be for the protection :lnd ben~~fit of the inhabitants and property
of the City of Palo Alto.
SEC. 2.1002
. , 'Ihe follor.¥ing words a;;.1d phrases, whenever used in this
division, shall be .. construed as defined in this section:
.a. ucivil Defense", shall .mean preparation for and carrying out

~~'Disaster'' 'sh~lll mean actual or threatened enemy attack,
:s:abotage, air pollution, extraordinary fire, flood, storm
e:pidemic, riot, earthquake or other similar public calamity.
~ ·'·!Sta-te of Extreme Emergency" shall mean the duly proclaimed
exis.tence of :..:onditions of extreme peril to the safety of
person,s and property within the City caused by .an enemy
attack4 or threatened attack, or other cause such as air
pollution., nucle~r cr cii.emical accident, fire, flood, storm,
epidemic, riot or earthquake, ·<11hicb conditions by reason
of _their magnitude" are or are likely to be beyond the
·:control of the services, personnel, equipment and facilities
·-' O'f the City and require the combined torces of mutual aid "

and without a proclamation thereof by the Governor whenever
the State of California is attacked by an enemy of the

attack is probable or i::mninent. 'State of Extreme Emergency"

unregi.stered pe:rson pressed into service during a state
of di,s:aster or :state of extreme emergency by a person
having: authori.ty to command the aid of citizens in the
exe<?ution of his duties. '

SEC. 2 .~1003 .f1Y!'f._~·EFENSE AND DJ:.SASTER COUNCIL; MEMBERStl!P
'n1e Palo Alto C:Lvil.Defense and Disaster Council is hereby
.created and shall consist: of the following:

; by -the City Council~ who shall be vice-chairman.

appointed by th~~ City Manager with the advice .and consent
of trie. City Counci}. who, ·under the supervision of the
Direct1:>r, shall develop civil defense and disaster plans
and organize the civil d.efense and disaster. program of
this City,·and shall have such other duties as.may be
assign~:d by the Direc·tor.

or a state of extreme i:Liergency by the Governor in the
region in .which this City is locat~~d, to command the aid
o:f as many citizens of this. commun::Lty as he thinks necessary
in the execution of his duties; such persons shall be
entitled:;-t:.::> all privileges, benefi~~s and immunities as are
provided 'by Ste1te law for register!:~d civil defense and
disaster volunteers; ·

City Council, o:i:. by ar.:ly other lawful authority, and in
conformity with Sect.ic~n 38791 of the Government Code, to
exercise complete authority over the City and to exercise
all·power vested in the City by the Constitution and general
laws.
SEC. 2:1007 CIVIL DE:FENSE AND. DISASTER ORGANIZATION
All officers and emplo•y€es of t~ds City, together with those
volun-teer forces enrolled to aid the1-:1 during a disaster, and all
groups, organizatiotts and persons ~ho may by agreement or opera
tion of law, including persons press;;~d into service under pro
visions of subsection (c) of Section 2,1006 be charged with duties
incident t_o the protection of life and property in this City c,iuring
such disaster) shall constitute and be known as the civil defense
and disaster. organization of the Cit::' of Palo Alt:o.

SEC. 2.1008
The functions ar.d duties of tht~ Palo Alto Civil Defense ar.d
Disaster C)rgar..ization shall be dist:~ibuted among such divisions,
services and special staff as the C:.ty Manager) acting as Director
of th~ Civil Defer.se and Disaster Ot·ganization, may prescribe.
'I'he City Council shall concurr~:~ntly with the adoption of
this Division:1 adopt: the civil defel:;se a!ld disaster operatic:-ns
:J~an for ):he City of .Palo Alto whicl':
a. Sets forth the form of organiz<: tion;
b. Establishes ar..d designates divjl sions and services;
c. Assigns functions, duties, pow~! rs ar.d responsibilities of
civil defense and disaster se.r\'ices personnel;
d. Desi&rnatE:s servicc;s &nd .the res;?ective chiefs of services;
and
e. Establishes operation procedures to be carried out in
the evenc of a local di.saster or emerger..cy of the proc lam-·
ati.on of a state of disaster or extrem.e emergency as herein
defi·ned.
Insofar as possible .the form of t?.ie organization, titles
.and terminology shall conform to the reco:!.'l!!l.endations of ::he civil
defense and. disaster a.ge:::1cies of both federal gover:unent and the
State of California. ·
SEC. 2.1009 CO~TI~!_l! OF GOV:! ~§EL
To provide for the continuance 1:1£ t21e legislative and
executive depa:rtree.r:.ts of the City in case of a disaster~ the
. City Council shall appoint fifteen s:ta.n.dby councilmen who will
assume their position.s in alphabetici.l order and who shall have
the qualificatj.ons, cenure, duties ar. d powers specified in
Sections 1500.3 to 1550.08 i:.;.c.h::.sive of the Military and Veterans
'Codeinsofar as such sectio:1s are not inco:.1sisterrt: with the
cha.rt'er or other ordin.a-r.ces of the City. In case a standby
office becomes vacant because o.f remcval, death, resignation or
other cause the City C·:>u:n.ci1 shall appoint another person to fill
. said office.

Wilfully to obstruct, hinder or delay any member of ~he
civil defense and dis.ast:er organization in the enfo::cement
