please see attached photos of Palo Alto Adult Soccer League players using the new
Mayfield turf fields in the pouring rain.
Because of turf fields - there were three games yesterday on each of the three turf
fields.
This allowed 225 adults to play soccer together yesterday - and will continue to play
throughout the winter. If the fields were grass - there would be no games until spring.
The reality is that these adult soccer leagues are community builders. Friendships
are formed, and many people feel welcomed to 'Silicon Valley' when they join a
team. Cancel the games and it weakens the community

Dear City Council Members, City Manager Shikada, Director Lait, and Mr. Hartley,
Happy holidays and best wishes for the New Year!
I am writing with an idea that would be an extraordinary – and essentially free – gift to
Palo Alto residents for 2026 and beyond: ban gas-powered leaf blowers citywide,
including on commercial properties.
The time has come. Palo Alto has prohibited gas leaf blowers in residential areas for
20 years. Further, it has been 2 years since California banned the sale of new gas-
powered leaf blowers and other small off-road engines, accelerating the transition to
electric equipment. We now have both the tools and the momentum to take the next
logical step.
Closing an inequitable loophole
Under current law, gas leaf blowers are prohibited in residential areas but explicitly
allowed on commercial properties, including those immediately adjacent to homes.
This creates an inequitable outcome: residents who live near commercial corridors
are denied the clean air and reduced noise protections that other Palo Alto residents
enjoy.
This problem is especially acute for people living in multi‑family housing such as
condominiums and apartments, which are often located directly next to commercial
uses. Even when these residential properties fully comply with the law and use only
electric equipment, residents can be subjected to persistent noise from nearby stores,
restaurants, hotels, and other commercial properties, with no practical way to escape
it in their own homes.
This illustrates the core issue: noise and air pollution do not respect property lines or
zoning categories. The externalities are real and unavoidable.
It is unreasonable for one property’s desire for low‑cost maintenance to override
others’ right to health and the peaceful enjoyment of nearby property. And from an
air‑quality perspective, pollution from gas leaf blowers is pollution, regardless of
whether it originates on residential or commercial land.
Learning from neighboring communities
Palo Alto would not be acting alone. Our neighbors have already adopted clear
citywide bans for gas‑powered leaf blowers that apply to commercial as well as
residential properties.
Los Altos prohibits the use of gas‑powered leaf blowers citywide under its
municipal code, regardless of property type.
Menlo Park has adopted a Zero‑Emission Landscaping Equipment ordinance
that bans gas‑powered leaf blowers and similar equipment in all zones,
including commercial and public properties.
Burlingame has likewise banned gas‑powered leaf blowers for all uses,
including by commercial landscapers.
These cities demonstrate that electric equipment is a viable replacement, that
landscaping services adapt quickly, and that residents benefit from quieter
neighborhoods and cleaner air.
Enforcement is working – let’s build on it
I want to sincerely thank Craig Hartley, Jonathan Lait, and Ed Shikada for the work
that has brought Palo Alto to this point. Enforcement data, as of early December,
shows:
Gas leaf blower complaints filed in 2025: 763
Warnings issued: 232
Citations issued: 29 (I believe these are issued to property owners, rather than
gardeners)
While 29 citations may seem modest, they are significant. They show that
enforcement is real, active, and credible – and that education paired with
accountability does change behavior. Our neighborhoods are already quieter.
Now that Palo Alto has invested in education, enforcement staff, and a fine framework
that works, extending the ban to commercial properties would leverage that existing
infrastructure at essentially no additional cost.
A simple, powerful next step
A citywide ban on gas leaf blowers would advance cleaner air, environmental
sustainability, equity across neighborhoods, and peaceful enjoyment of property for
all residents.
What an extraordinary legacy this would be for 2026 and beyond – cleaner, quieter,
healthier Palo Alto, achieved by simply closing an outdated loophole.

I am writing to share perspectives on the Fiber-to-the-Home (FTTH) project. The potential for a
community-owned network to transform Palo Alto is significant, but the current trajectory of the
project raises serious concerns. Specifically, recent UAC and finance committee meetings
suggest a strategy that risks treating this competitive, new City venture like a monopoly utility.
If the City proceeds with the proposed pricing and "pilot" strategy, the project is likely to face low
take rates. This outcome would likely be interpreted as a lack of demand for municipal fiber,
when in reality it would be a result of flawed business execution. To succeed, the City must pivot
from a "cost-recovery" mindset to a "market-disruption" mindset. I can’t stress enough how
important this is.
Below are critical issues identified in the recent UAC proceedings and proposed solutions,
supported by economic principles observed in successful launches like Chattanooga, TN,
Longmont, CO, and Fairlawn, OH.
1. The Economics of Pricing: Volume Over Margin
The Issue: Staff presented a maximum rate of $95/month for 1 Gbps. While this may cover
costs on a per-subscriber basis at low volumes, it is strategically fatal. In a competitive market
with incumbents like Comcast and AT&T offering promotional rates of $55–$80, a $95 price
point will suppress demand.
The Economic Reality:
In fixed-network economics, the vast majority of costs are fixed (building the network,
maintaining the plant), while the marginal cost of adding one more user or increasing their
speed is near zero.
● High Price / Low Volume (Current Plan): Charging $95 might yield $1,140/year per
user. If only 15% of homes sign up because the price is too high, the total revenue will
fail to cover the massive fixed bond payments.
● Aggressive Price / High Volume (Proposed): Charging $50/month yields $600/year
per user. However, if this aggressive pricing drives the "take rate" (market share) to 40%
or 50%—common in successful muni builds—the total revenue is significantly higher.
Recommendation:
● Adopt "Everyday Low Pricing" (EDLP): Follow the model of Sonic or NextLight
(Longmont, CO). A flat rate of $50/month for 1 Gbps (or even 10 Gbps, as Sonic does)
creates an irresistible value proposition.
● Simplify Tiers: Abandon complex "up-to" speeds. Offer one or two flagship tiers (e.g., 1
Gbps and 2GPS or higher) at low prices. This reduces marketing friction and operational
complexity.
● Gigabit as Standard: Do not treat Gigabit as a luxury up-sell. In 2026, it is the baseline.
2. Marketing Strategy: A "Pilot" Must Be a Launch
The Issue: The current plan involves a pilot of roughly 1,000 homes followed by a potential
pause of 3–6 months to "evaluate data". Staff indicated they would not market "full bore" during
this phase to save money.
The Economic Risk:
Pausing construction and marketing destroys momentum. In subscription businesses, Customer
Acquisition Cost (CAC) skyrockets when you stop and start. If you tell early leads they must wait
6 months for an evaluation, they will sign 2-year contracts with Comcast, locking them out of
your addressable market.
Recommendation:
● Pre-Sales are Critical: Successful cities like Fairlawn, Ohio, achieved ~50% take rates
by selling the service before trucks rolled. Use "Founding Member" discounts to lock in
early adopters.
● Continuous Build: Do not pause. The "pilot" should be viewed simply as "Phase 1" of a
continuous rollout.
● Sell on Values: Marketing must highlight what incumbents cannot: Privacy (no data
mining), Symmetrical Speeds (critical for WFH), and Local Control.
● Create a movement: The city doesn’t have the same profit motive as competitors.
Highlight that supporting Palo Alto Fiber supports City services residents love.
3. Comparative Rollout Examples: Speed to Market is Critical
Private incumbents are already expanding service in Palo Alto. If the City’s rollout is slow, the
market will be saturated before the City's network arrives.
● Chattanooga, TN (EPB): Chattanooga built its entire citywide network (passing
170,000+ premises) in roughly 2 years, rather than the planned 10 years, by leveraging
smart grid grants and aggressive construction management. This speed allowed them to
pre-empt incumbent upgrades and capture market share early.
● Longmont, CO (NextLight): Longmont completed its citywide buildout in approximately
3 years (2014–2017). They accelerated their schedule midway through because
community demand was so high, realizing that a fast rollout drives higher take rates and
faster payback.
● Fairlawn, OH (FairlawnGig): Fairlawn treated its rollout as a "movement," building out
quickly to meet demand. They successfully achieved high take rates by avoiding pauses
and continuously marketing to new neighborhoods as they came online.
Recommendation:
● Accelerate Construction: Do not pause for 3–6 months after the pilot to "evaluate." As
seen in Longmont, accelerating the build creates a flywheel of revenue and community
excitement.
● Avoid "Pilot" Stagnation: A pilot should be merely "Phase 1" of a continuous build.
Stopping construction sends a signal of uncertainty to residents who will then sign
long-term contracts with Comcast or AT&T. Drop the idea of a pilot - this is an outdated
idea and not the way to do a broadband rollout. Certainly analyze the data, but don’t
stop the rollout while doing it. .
4. Operational Agility: Startup vs. Utility
The Issue: The project faces utility-style delays, such as a one-year wait for a permit to install a
pre-built hut (the purchase order was approved by Council in June, 2024). This is symptomatic
of a large problem that the City Manager and Council need to address ASAP. Staff must be
empowered for operational agility.
We are at risk of blowing a major advantage Palo Alto has, an existing $20M+ in a fiber
enterprise fund, that could be used to accelerate and jump start a successful venture. Instead,
we are proceeding so cautiously we are at risk of draining our fiber fund with little to show for it,
throttled by the slow utility pace of the grid modernization. You can’t manage these two
businesses as one.
Recommendation:
● Streamlined Permitting: The City Manager must ensure internal departments prioritize
Fiber infrastructure. The project is competing against private entities that move fast; the
City cannot be its own bottleneck.
● Pricing Flexibility: Council should approve a floor for pricing, not just a ceiling. Staff
need the authority to react instantly to incumbent price drops without waiting for a
Council meeting.
Conclusion
The benefits of a successful launch—financial returns for the city, market discipline for
incumbents, and superior infrastructure for residents—are only achievable with high adoption.
High adoption requires aggressive, disruptive pricing.
I urge the Council to direct staff to revise the business plan with aggressive pricing (target
$50–$60/gig), immediate "full bore" marketing, and a continuous build-out schedule.

Dear Mayor Lauing and Palo Alto City Council Members,
I am writing as a 42-year-old native Bay Area resident and active member of the localsoccer community (PAASL) to urge the Council to maintain and resurface thesynthetic turf field at El Camino Park.
As an adult player, the playing surface is a significant safety factor. I much preferplaying on turf because it provides a consistent, level surface. Unlike natural grassfields in high-use public parks, which frequently suffer from dangerous divots,mounds, and bare patches. Turf eliminates the tripping hazards that lead to sprainsand ligament injuries, which are a major concern for players in my age bracket.
Furthermore, El Camino Park is a vital year-round resource. In Palo Alto, naturalgrass fields often require significant rest periods and must be closed during the rainyseason to prevent total destruction of the turf. Replacing this with grass wouldeffectively shut down our ability to stay active during the winter months and severelylimit the total hours the community can use the park.
I ask that you prioritize the health, safety, and recreational needs of the thousands ofplayers who rely on this field every week by moving forward with the synthetic turfreplacement.

EXECUTIVE SUMMARYThe City’s Fiber Enterprise Fund has been fiscally sustainable over the past 20 years. The City’s fiber network has
proven to be a valuable investment for supporting internal City department communication needs and serving a limitedbase of commercial and institutional customers who connect to the City’s dark fiber backbone.
### Over the years, there have been a few residential customers.
From a competitive perspective, the City’s licensing of dark fiber to end users is a service which is a unique offering and
is not typically offered by retail internet service providers. Dark fiber service connections require businesses to obtain
their own technical resources to maintain the electronic transmission equipment. Businesses can tailor their internal
network configurations to meet bandwidth requirements for specific applications. Third party telecommunication service
providers instead offer only “managed” network services to homes and businesses.
On December 19, 2022, City Council directed staff to proceed with the Fiber Expansion Plan to implement the FiberRebuild project and Phase 1 of the Fiber-to-the-Premises (FTTP) project without debt-financing. Included in the Council’s
motion was to a) maximize number of homes and businesses reached; b) consider promotional rates to increasesubscriptions (aka ”take rate”); c) define leading indicators and metrics to determine success; and d) recommend Council
accelerate expansion if metrics are positive, including a potential bond to streamline construction and compressconstruction time as much as feasible (Staff Report #14800 [1] ). One

of the primary goals of FTTP is to provide a competitively priced, local, high-speed internet option which may reduceprices and enhance customer experience compared with other available internet service providers.
A pilot for the FTTP project was developed in collaboration with the grid mod pilot

and continues to advance, with fiber cable installation starting in December 2025. Completion of fiber construction in the
pilot area and activation of the fiber hut at the Colorado substation is scheduled to be completed by Q1 2026.
### Does that mean that the hut will be functional and able to serve customers in the pilot area by 03-31-26?
### Once premises are passed, how fast can customers be connected? Starting when?
In January 2026, the City anticipates launching a fiber internet website for customers to sign up in the pilot area. For
potential customers outside the pilot area, they may register interest in future FTTP service when available.
### What will the people who register their interest get?
### Will the 740+ people who paid a $50 deposit to express their interest in FTTP be assumed still to be interested?
Staff will return to the UAC and Council with data points, financials, and customer metrics once available from the pilot, aspart of determining the viability of Palo Alto Fiber prior to advancing Phase 1 expansion.
### For most FTTP systems, the take rate builds slowly over several years. But we don't want to wait several years
before deciding whether to expand to all of Phase 1 and beyond.
### The take rate for the municipal FTTP network at Longmont, CO, was an exception. Its initial take rate was over 50percent. But that was because they offered 1 Gbps service at $49.95 per month FOR LIFE to residents who signed up
within 3 months of when it was available in their area. Is staff thinking about offering something like that?
BACKGROUNDIn December 2022, Council considered three options for a City-owned FTTP service and directed staff to proceed with
the phased build approach. Under this approach, FTTP will be built out in selected areas of the city using $34 million fromthe Fiber Fund and $13 million from the Electric Fund, and the project will expand gradually from there to reduce the need
for debt financing. Building the fiber backbone and FTTP (aka ”last-mile infrastructure”) to provide fiber broadbandinternet to the community required significant planning, coordination, communication and construction over 24 – 36
months.
### From Council's 12-19-22 decision to proceed until now is already more than 36 months.
Staff recommended aligning the electric grid modernization pilot project with the FTTP pilot to help minimize utility
engineering pole make-ready work, pole replacements, noise disruption, and construction activity in neighborhoods,which has been effective.
### On 12-19-22, Council directed staff to choose where to build Phase 1 based on a) lowest cost per premises passed,
b) most interest from residents, and c) least competition from the incumbents. How carefully did staff follow that directivein choosing the pilot area?
On June 16, 2025, Council approved a comprehensive broadband internet rate range and service package (Staff Report
#2411-3776 [3] ), providing flexibility to structure rates for special promotions, in the initial pilot area, and in future areasas services are available, to enhance competitiveness in offering City fiber services. The initial rate range and service
packages will be competitive with AT&T and Xfinity and will inform future phases and roll-outs. Recognizing the evolvingmarketplace, staff will learn from the pilot and incorporate new service delivery strategies.
### When will specific prices and plans be revealed, so that residents in the pilot area can decide whether or not to sign
up?

Since COVID, the City‘s annual commercial dark fiber licensing revenues have declined from $3.4 million in FY 2020 to
$2.3 million in FY 2025, primarily due to commercial customer relocations and consolidations through merger and
acquisitions.
### When UAC considers the dark fiber utility (as a separate agendized item), it can dig into this in more detail.
The number of customers on the legacy EDF-1 rates, which included annual CPI increases, has decreased, with mostremaining customers now on the fixed fiber mileage EDF-3 rate. Meanwhile, annual dark fiber licensing revenues from
City departments remain relatively stable at $1.1 million in FY 2025.
Staff is working on various activities to increase dark fiber licensing revenues.
### Are EDF-2 connection fees considered to be licensing fees?

### Years ago, when Magellan Advisors' John Honker was asked to predict the future revenues of the City's dark fiber

### This sounds, potentially, like a very good idea, as an alternative to just building an entire brand-new dark fiber
network. How much less than $25 million would this alternative cost? Why would some existing segments need to be"rebuilt"?
• Evaluate and optimize operational frameworks to streamline and modernize processes.

• Engage marketing resources to advertise fiber services, ensuring clear communication of benefits and availability.

Fiber-to-the-Premises (FTTP)
Staff recommends a simple, easy to understand initial promotional rate for internet service in the pilot area, offering twobroadband internet speeds. This strategic approach provides several key advantages. First, focusing on limited core
package options simplifies the initial deployment and provisioning processes, allowing staff to grow in-house expertisewhile relying on contracted services to concentrate on efficient installations and customer onboarding. Second, this
reduces complexity in our customer support efforts and marketing and outreach, enabling us to clearly communicate thevalue proposition of each plan and to focus on providing services. In a market where customers are often overwhelmed
by numerous offerings, simplicity, transparency, and trust in the City can be significant differentiators. With Council-approved ranges for rates and packages, staff can quickly adapt offerings to target different customer segments. For the
FTTP pilot, the City’s two residential service plans will be offered at 500 Mbps (Megabits per second) and 1 Gbps (Gigabitper second).
### What will the prices be? In fact, what will the Broadband Facts labels be? For example:

### My intuition is that the 500 Mbps and 1 Gbps products are too similar to each other.

### How much more work would it be to offer several products? Surely most of the work of offering FTTP at all is indeploying the infrastructure. Will the offered products use the same hardware? The same PON split ratio?
For most households, 500 Mbps speed sufficiently handles multiple users working or studying from home, entertainment
streaming, online gaming, and large file downloads across multiple devices connected simultaneously

### Every connection has some latency. The Broadband Facts label specifies typical latency. For some providers, thetypical latency varies by product. For example, residences on Chattanooga's municipal FTTP network can get
https://epb.com/fi-speed-internet/4 ms at 300 Mbps, 1.8 ms at 1 Gbps, and 1.3 ms at 2.5 Gbps.
Under the proposed rate plan, the City will have the flexibility to offer 2 Gbps and 5 Gbps service plans without having to
seek separate Council approval to offer these speeds. The rate plan also applies to the additional equipment and
ancillary services.
In addition to the pilot area, staff is exploring opportunities to serve new multifamily residential developments (or multi-dwelling units, “MDUs”.)
### Is staff is looking at serving some new MDUs outside the pilot area as part of the pilot? If you pass an MDU, won't
you necessarily also pass residences on the same street? So, isn't this equivalent to expanding the pilot area?
Given that housing is one of the Council’s top priorities, staff have been actively engaging with MDU developers to gaugetheir interest in offering Palo Alto Fiber internet as another internet service provider for their new housing developments.
FTTP construction costs for new developments are significantly lower than for

STAKEHOLDER ENGAGEMENTMost recently, on June 16, 2025, the City Council approved a new rate schedule for fiber broadband internet services.
The rate structure includes a maximum price and allows flexibility for setting standard and promotional rates to remaincompetitive for Phase 1 customers. The maximum prices are competitive with non-promotional standard internet rates
from AT&T and Xfinity.
On June 19, 2023, the City Council approved the FY 2024 CIP Budget for the new FTTP project and the Grid
Modernization for Electrification Project. Approval of the electrification project accelerated efforts to align electrification
and fiber construction, impacting the Fiber Expansion Plan.
On December 19, 2022, City Council directed staff to proceed with the Fiber Expansion Plan by implementing the Fiber
Rebuild project
### I suppose this is referring to building a brand-new dark fiber network for $25 million, which wouldn't be used forFTTP.
and Phase 1 of the FTTP project without debt financing. If the pilot and Phase 1 prove successful, Council would consider

immersive experience centered on the evolution of the solar system. (Managed

a wide array of media, including film, television, radio, and automated digital
schedules.
The project utilizes a diverse range of digital and traditional media
channels to reach global audiences:
Web and Digital: The primary hub is www.sunignited.com, which offers an
immersive experience and specialized areas for "Workgroup" members.
Television: Content is delivered via two daily channels—TMZ Sci-Fi and

Friends, this is just a quick note with the latest California/Nevada River Forecast Center (CNRFC) prediction for SanFrancisquito Creek from the coming storms (done 8:39 AM today, 31st -- see below). As before, the plot shows threeestimates of flows:
Black Line: formal NOAA forecastGreen Line: mean flow prediction among ~30 different atmospheric physics models run on the dataColor Bands: Probability estimates for prediction uncertainties: gray, 0 - 5% chance; blue, 5 - 25% chance; lightyellow, 25 - 40% chance; and yellow, 40 - 60% chance.
As you can see, the highest expected flow from the formal forecast should occur around 10:00 AM on the 3rd and runabout 300 CFS. Current uncertainties indicate that the maximum flow (with probability <5%) runs up to about 800 CFS.
To put this in perspective, the gauge threshold for flooding at Pope-Chaucer bridge (capacity ~5,500 CFS) is shown withthe red horizontal line labeled 12.5 ft water surface elevation, corresponding to about 5,200 CFS at the USGS gauge. Thismeans that at this time the probability of flooding from SFC is very low and it appears that we have little to worry aboutfrom this storm. As always, we emphasize that future weather is hard to predict, the more so the further into thefuture we go. These forecasts may change and we need to stay alert.

Dear Council,,
In our maiden voyage, we’ve navigated a
stormy year. We have balanced the
imperatives of advancing bipartisan legislation
to address our families’ affordability crisis with
pivoting to confront the lawlessness, chaos,
and corruption of this Administration.
Throughout, we have remained focused on
the long-term priorities that matter to all of our
residents, regardless of political viewpoint,
such as housing affordability, health care
access, and resilience to wildfires, coastal
erosion, and other climate impacts.
In a deeply divided Congress, progress
requires reaching across the aisle and
working to find common ground. I spent much
of my time engaging Republican colleagues
interested in solutions, whether on the House
Floor, in the elevator, or at the office gym. I’ll
keep doing so.
With you, we’ve advocated on Capitol Hill,
connected with neighbors in every corner of
our district, and laid a strong foundation for
our work ahead in 2026. I hope this annual
report gives you a sense of what we’re doing
—and of the dedication that our tremendous
team brings to our work.
Despite the challenges, it has been my great
honor to serve you and our community during
this first year in Congress. I hope you'll follow

On Monday 12/29/25 I and several others moved our cars in the late afternoon so
the street sweeper could pick up our leafs. I waited until the sweeper was right next
door before I moved so the sweeper couldn't miss the leaves. I drove around theblock and reparked in front of my house. I was surprised to see the sweeperavoided taking the leaves all the way down the block and most
of the neighborhood. With cars parked or NOT, he avoided the leaves. Below are
pictures of the street after the sweeper went down the street, The red car is myvehicle, which was NOT there when the sweeper passed.
Please advise if it is a new city policy for the street sweeper to not pick up leafs. If
so please advise why we pay for this service.
