A Resolution of the City Council for the City of Palo Alto
Appointing Caio Arellano as the Palo Alto Interim City Attorney.
R E C I T A L S
A. The Palo Alto City Charter specifies the duties and functions of the City Attorney
for the City of Palo Alto;
B. The Charter further specifies that the City Council shall appoint the City Attorney;
C. The Council received notification that City Attorney Molly Stump is retiring
effective January 9, 2026;
D. The Council approved the Council Appointed Officers Committee
recommendation to direct staff to initiate an executive recruitment for City
Attorney;
E. The recruitment is in progress and will not be completed prior to Stump’s first day
of leave and subsequent last day of employment with the City.
F. Caio Arellano is currently serving as Chief Assistant in the Palo Alto City
Attorney’s Office.
NOW, THEREFORE, the Council of the City of Palo Alto RESOLVES as follows:
SECTION 1. The Council hereby appoints Caio Arellano as interim City Attorney for the
City of Palo Alto;
SECTION 2. Caio Arellano shall serve as interim City Attorney at the will of the Council
as provided by the Charter, and shall further serve according to all of the terms and
provisions
of the Charter and the Municipal Code; and
SECTION 3. Caio Arellano’s appointment will be in effect from December 27, 2025,
through and until the first day of employment of the City’s next City Attorney, or future
action by Council specific to this interim assignment.
