ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES – June 19, 2025 PAC Regular Meeting Minutes: Moved by Vice Chair Waltuch Second by Commissioner Miyaji; All in Favor. STAFF COMMENTS –. Staff announced upcoming community workshops with King Resident Artist Kiana Honarmand held in partnership with Palo Alto Libraries on 9/25 at College Terrace, 10/3 at Mitchell Park Library, October 22 at the Downtown branch, and October 24 at Rinconada Library. Staff also made an announcement for a free public tour of recently restored frescoes by artist Victor Arnautoff held on 10/1 at the Palo Alto History Museum. Staff provided detailed for the current recruitment for volunteers to serve on the City’s boards and commissions, including 3 positions for HRC, 3 positions for PAC, and 3 positions for PRC with the application due on 9/24. ACTION: 1. Roth Building Frescoes – Staff provided an informational update about a grant opportunity from the County of Santa Clara Historic Heritage Grant Program. This opportunity will allow the City to complete an essential restoration of the Roth Building frescoes, including restoration of eight grisaille frescoes in the lower register and four sepia medallions. The applications are due on 1     Packet Pg. 4     October 23, 2025. Should the City be successful in securing a grant award, the conservation work would take place in 2027. Staff requested that the PAC approve staff proceeding with the grant application process for the Roth Building Frescoes Restoration (Phase II). Motion: Commissioner Gordon moved to approve proceeding with the grant application for the County of Santa Clara Historic Heritage Preservation Program grant. Second: Commissioner Smith. All in Favor. 2. De-accession of Artwork – Staff provided an overview of commissioning process, conceptual development, physical build, and maintenance history and challenges of a digital media artwork titled Conversation by Susan Narduli installed at the Palo Alto City Hall lobby. The artwork was commissioned through a percent for art allocation as part of the city hall renovation project in 2014. As a result of an open artist selection process, artist Susan Narduli was awarded $174,477 to create a site-specific, interactive media artwork. Conversation was installed and unveiled in early 2016 on a video wall supplied and installed by the city as part of the renovation project, integrated into an entrance facing wall in the lobby. The video monitors displaying the artwork were also utilized on a set weekly schedule to display city content. Conceptually, Conversation, an ever-changing visual narrative of the faces, places, and discussions taking place in Palo Alto and beyond, was designed to celebrate an open discourse in the civic space of City Hall. Color coded Twitter feeds from local (green circles), national (blue), and global news (lavender) feeds populate the screens of the video wall along with comments and images submitted by the public from the adjacent kiosk, online at www.conversationpaloalto.org, or via Twitter. The background images of Palo Alto appear and change throughout the day, and the input cells had different behaviors with each background, offering a unique experience for each visitor. The artwork was recognized in 2017 by the Americans for the Arts by the Public Art Network Year in Review as one of the most notable recent public art projects. Staff provided an overview of various challenges with displaying Conversation, and its behavior observed and addressed over time. Some technical challenges were based on issues with monitor connectivity and the monitors themselves, others on the settings switching between City mode and the Art mode. Multiple monitors required replacement and routine monitoring by staff. The artwork program also started having issues, causing the artwork to freeze, requiring staff to manually reboot the artwork onsite. The Public Art team worked closely with the artist team to resolve hardware issues. Despite collaborative efforts with Narduli Studio to implement fixes and updates, the artwork’s aging code and obsolete hardware have made it increasingly difficult to maintain functionality and preserve artistic intent. Staff and Narduli Studio acknowledged the artwork’s increasing instability and obsolete equipment. With no viable replacements for the monitors and the likelihood of needing a full video wall redesign in the near future, staff have come to a decision to initiate the deaccession evaluation process. Based on the deaccession criteria outlined in the Deaccession of Artwork Policy, staff recommended that the PAC consider the deaccession of Conversation from the City’s permanent art collection for the following reasons: The Artwork has exceeded its expected lifespan; The Artwork requires excessive maintenance or has faults in design, materials, or workmanship, and repair or remedy is impractical or unfeasible; The Artwork has deteriorated, and repair is impractical or unfeasible. 1     Packet Pg. 5     Staff also clarified to the commissioners that in case the artwork should be deaccessioned, the current video monitors will remain in place to display city content. Staff also provided a clarification on the total maintenance cost over the years (excluding staff time) being $20, 644. Motion: Commissioner Miyaji moved to initiate the deaccessioning evaluation process for Conversation, a digital media artwork by artist Susan Narduli, in accordance with the reasons and procedures, as stated in the Deaccession of Artwork Policy. Second: Commissioner Stern. All in Favor. NON-ACTION 3. Code:ART 2025 – Staff provided a status update on the production efforts of Code:ART staring on October 16 at 6 pm, and featuring interactive installations nightly between 6 – 10 pm, Oct 16 -18 across five various locations in downtown, and projection mapping artworks displayed on City Hall facade nightly between Oct 16 – 25, at 7-10 pm and live performances 6-7 pm on King Plaza. Staff showed video teasers for various installations and projection mapping artworks. Staff and commissioners shared an update on the status of business outreach efforts to recruit more Code:ART business partners offering special experiences and promotions for Code:ART goers and discussed which businesses to be reached out and followed up by which commissioners. Additionally, staff passed around a sign-up form for commissioner volunteer shifts during Code:ART. Presentation by Jamie Jarvis, Executive Director, Stanford Research Park. RECCOMMENDATION Staff recommends that the Public Art Commission review and approve the attached final review submission for public art in private development project located within the Stanford Research Park at 975 Page Mill Road. DISCUSSION The project it 975 Page Mill Road qualifies for the Private Percent for Art Requirement under Municipal Code chapter 16.61. The applicant met with Public Art staff to discuss the options for integration of public art into the project in early 2025. Based on the revised estimated construction costs of $13,600,000 the public art 1% allocation is $136,000. The Public Art Commission had their initial review of the project on June 19, 2025. The presentation was led by Jamie Jarvis, Executive Director of Stanford Research Park and Danielle Wohl, of Danielle Wohl Art Advisory. At the PAC meeting, the team indicated that they intended to select an artist to develop a dynamic or generative digital artwork to be displayed on a large video wall visible from inside and outside the public lobby of the building. Commissioners supported the idea for the identified art location due to its high visibility, limited budget, and accessibility by general public. The applicant team has identified artist Daniel Canogar to create a generative new media artwork, titled LOAM. Overview of the Development Located in Stanford Research Park at the intersection of Page Mill Road and Hansen Way, the 975 Page Mill project is an adaptive reuse of an existing two-story 50,527 sf office building. The renovated building, designed by Heather Young Architects, will have a strong modern-looking presence on Page Mill Road. The completed project will serve Stanford Research Park’s vision to embrace entrepreneurs at varying stages by offering state-of-the-art offices, amenities, and programming. The public will be welcomed to dine and socialize at a vibrant café with abundant indoor and outdoor seating. Operator Coupa Café will offer breakfast, lunch, dinner, gourmet coffee, and beer and wine Monday through Friday from 7:30 am to 6:00 pm. In addition, Stanford will invite the public to lectures, book talks, and cultural celebrations at 975 Page Mill. Ground floor meeting rooms will be available for use by local community service and non-profit organizations. Art Location Stanford, the architect, and art consultant have identified the ground floor lobby as the location for public art. The lobby is the primary building entrance for café visitors and meeting attendees and will be publicly accessible from 7:30 am to 6pm, Monday through Friday (52.5 hours per week). The indoor location enables Stanford to pursue innovative digital art that conveys the building’s unique identity and purpose. We will create a “can’t miss” art viewing opportunity with an 80” high x 143” wide display screen on the 12’8” tall x 18’8” wide wall of the lobby that faces the building entrance as shown in Exhibit A. Art Selection Process Stanford selected Daniell Wohl, Owner of Danielle Wohl Art Advisory, to facilitate the process of commissioning the public art. Under Danielle’s guidance the selection committee reviewed the work of five accomplished and innovative new media artists. After thoughtful deliberation, Daniel Canogar was selected due to his demonstrated ability to: •Investigate the interplay of information, concepts, and aesthetic experience through the medium of generative art. 2     Packet Pg. 9     • Balance intellectual rigor with visual beauty, offering pieces that are both conceptually engaging and visually compelling. • Bring a strong awareness of the business context and an appreciation for architectural and cultural dimensions. • Reference sources that are relevant to the people that will be experiencing it ensuring that the work will be both meaningful and enduring. About the Artist Daniel Canogar's practice probes the intersection of photography, technology and installation art. His work has taken him to unexpected places: marveling at ancient Peruvian textiles in Lima’s Amano Collection, collaborating with scientists in cosmology and biology, and exhibiting everywhere from a Portuguese salt mine and a panoptic prison in Montevideo to the LED screens of Times Square. Throughout his artistic career, his work has been fueled by curiosity, playfulness, and an insatiable drive to decode the intricacies of contemporary visual culture. For nearly two decades, Canogar has collaborated with architects, urban planners, construction and structural engineers, interior designers, landscape architects, contractors, city officials, and AV production companies to bring his public art commissions to life. He and his team have installed public projects internationally, including in the United States, Germany, United Kingdom, Spain, Italy, Brazil, and a cruise ship traveling the Pacific Ocean. Studio Daniel Canogar, based in Los Angeles and Madrid, is formed by 11 highly motivated and creative individuals. About the Artwork The proposed artwork explores the entrepreneurial ecosystem of Stanford Research Park including the connections among researchers, entrepreneurs, and the business community that support innovation, discovery, and growth. The artwork, titled “LOAM”, reflects the uniquely rich and fertile “soil” of Stanford Research Park that creates the ideal environment for growing a wide variety of enterprises. A custom-made algorithm creates a generative animation that alternatively evokes woven strands, technological infrastructures, and living systems, blending into surprising and unexpected combinations. The animation evolves based on input from Stanford University science and engineering research publications. For example, inputs from biological research shift the animation towards fluid and organic designs while inputs from computer science research create highly structured and detailed designs. The animation shifts through groups of three colors, each representing part of the innovation ecosystem: researchers, entrepreneurs, and investors who together turn promising research and inspired ideas into new products and ventures. The artwork’s tempo, flow, and colors have been designed to be engaging from inside and outside the building throughout the day. Daniel Canogar will personally optimize the on- site installation to ensure the piece is attractive and inspiring. Please see Exhibit D for renderings of the proposed artwork. Lighting and Identification Ten overhead lights with adjustable controls will maintain attractive lighting conditions. A 10” tall x 14” 2     Packet Pg. 10     wide plaque to the right of the art will identify the title, artist, year, and premise. Please see Exhibit E for lighting locations and plaque placement. Equipment and Maintenance A dedicated laptop with internet access will create the generative video art piece which will be displayed on a 163” diagonal (80” high x 143” wide) full HD flat screen. The computer and display are off-the-shelf products. The computer will be assembled at the artist studio for custom elements. The software is programmed by the artist studio. The computer will be installed in a dust-free, properly ventilated cabinet and connected to the display screen with an HDMI cable. The computer running the program does not need active maintenance. The artist’s studio will perform software updates remotely via TeamViewer. Budget and Timeline Based on estimated construction costs of $13,600,000 the public art budget is $136,000. The installed cost of the proposed art is estimated at $176,050. The 975 Page Mill Road project was recommended for approval by the Architectural Review Board in July 2025 and approved by the Planning Department in August 2025. The estimated completion date is spring 2027 with the public art installation in February/March 2027. Please see Exhibit F for the detailed budget and schedule. Conclusion Our project team is excited about the proposed generative animation, which aligns with the building identity and offers endless opportunity for surprise and delight to first-time visitors as well as daily occupants. We have enjoyed collaborating with the artist, Daniel Canogar, to develop art that successfully explores the themes of innovation and discovery, creation and experimentation, and collaboration and connections. The proposed art location and artwork support the city’s vision for public art. The artwork will be highly visible and accessible to a wide range of the public and create a unique sense of place at this prime Research Park location. We look forward to receiving approval from the Public Art Commission to bring this new public artwork from renowned artist Daniel Canogar to fruition in Palo Alto. RECOMMENDATION Staff recommends that the Public Art Commission accept the donation of artwork by Cubberley artist Kiana Honarmand into the City Collection. DISCUSSION This gift of artwork is being offered by a CASP artist as part of the Cubberley Artist Studio Program (CASP) agreement. According to the CASP Guidelines, all CASP artists are expected to donate one of their artworks in their first (4-year) residency term to the City’s Public Art Program. The donation is subject to the approval of the Public Art Commission and, upon acceptance, will be deemed a gift made under terms and conditions established by the City. ARTIST STATEMENT Kiana Honarmand, a Southwest Asian and North African (SWANA) artist based in Bay Area, creates work that reflects her personal experiences and comments on sociopolitical issues. Through a range of mediums including images, videos, sculptures, and installations, she explores the complexities of cultural identity and its perception in her new environment. Her practice is rooted in material exploration, using cast iron, plastic, fabric, ceramic, hair, and the interplay of light and shadow to address subjects such as women’s rights violations in Iran, the mandatory hijab, and feminist movements like the Woman, Life, Freedom protests. Text plays a central role in her work, drawing on the Persian tradition of poetic and visual critique as she transforms politically charged writings into calligraphic patterns that confront the viewer.
