ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES – April 17, 2025 PAC Regular Meeting Minutes: Moved by Commissioner Miyaji Second by Commissioner Stern; All in Favor. STAFF COMMENTS –. Staff extended an invitation to the community celebration event on King Plaza on June 26, 5-7PM to unveil King Artist in Residence Aleo Landeta’s temporary sculpture based on their past nine months engaging the LGBTQ+ community. ACTION: 1. Downtown Parking Garage – Staff provided an informational update on the Downtown Parking Garage project development, including its initial timeline, artist selection process, and previously concluded community engagement and research by the artist, Amy Landesberg, to inform her conceptual design for public art. Initially launched in 2014, the development project was put on hold by City Council in 2018. At that time, artist Amy Landesberg’s initial conceptual design had been approved by the PAC in 2017. In 2025, the Council directed staff to resume the Downtown Garage development project. The Public Art Program staff reached out to the artist to confirm her interest and availability in resuming the project. Landesberg confirmed her interest as the project artist to continue development of the artwork for the garage structure and met with the design 1 Packet Pg. 5 team. Upon reviewing updated garage design plans, the artist expressed her preference to create a new design which will be presented to the PAC for approval prior to initiating detailed design drawings and fabrication. Staff made a recommendation that the PAC allocate funds in the amount of $30,600 for conceptual design development of public art by artist Amy Landesberg for the Downtown Parking Garage to be funded through pooled Art in Public Spaces CIP funds. Motion: Commissioner Miyaji moved to allocate funding. Second: Vice Commissioner Gordon. All in Favor. 2. Code:ART 2025 – Staff provided an update on the status of community programming, including names and types of performing groups and tentative calendar of events activating King Plaza and the downtown corridor during the nights of the Code:ART festival, October 16-25. Staff recommended that the PAC approve funding in the amount of $10,000 to support performances by local groups in case Commissioners are unable to raise outside funding. Motion: Commissioner Gordon moved to approve the funds in the amount of $10,000 to support the performing arts acts at King plaza during Code:ART. Second: Commissioner Miyaji. All in Favor. NON-ACTION 3. Public Art in Private Development – Art consultant Danielle Wohl and a representative from Acclaim Companies made an initial presentation of the development project to be located at 3150 El Camino Real. The estimated public art allocation budget is $1,380,000. The consultant provided an overall architectural layout of the development, estimated construction timeline, and a list of preliminary sites for consideration for the placement of public art. Commissioners reviewed the plans and provided input regarding appropriate integration of public art, including bringing an artist / artist team onboard early in the development process so they could decide on the most appropriate locations and scale, considering how accessible, visible and impactful public art would be to general public, considering a thematic approach to artwork selection and commission. Commissioners also suggested that the development team consider consolidating art locations by commissioning fewer but more impactful pieces as opposed to dividing the budget between five artworks. The developer team will return to the Public Art Commission Fall 2025 to present their finalized public art plan for approval. 4. Public Art in Private Development – Jamie Jarvis with Stanford University presented the initial review for public art in private development associated with the 975 Page Mill Road development project. The presentation included an overview of the development: a comprehensive renovation of an existing building designed by Heather Young Architects, construction timeline and identified location for public art. The team has identified the ground floor lobby as the preferred site, due to its high visibility and public accessibility over 50 hours per week. The estimated art budget is $100,000. Stanford selected Danielle Wohl as the project art consultant. The team will select an artist to develop a dynamic (possibly generative) digital artwork to be displayed on a large video wall visible from inside and outside the building. Commissioners supported the idea for the identified art location due to its high visibility, limited budget, and accessibility by general public. They also noted some concerns about the rapid aging of digital art, driven by fast-paced technological advancements. The applicant team will return to the PAC at a later time with a finalized public art plan for approval. 1 Packet Pg. 6 5. Cubberley Community Center – Amanda Deml, CSD Assistant Director provided a summary of the development status of the Cubberley Strategic Activation Plan to guide near-term activation initiatives at the Cubberley site. The plan is closely aligned with the broader project phases – master planning, community engagement, and the anticipated Nov 2026 ballot initiative. CSD staff invited the Public Art Commissioners to provide input and ideas for various artist-led temporary activations, which could be supported through the Art Lift grants in 2026, or other special projects and initiatives. Commissioners provided some input including considering creating a multi-use public space at Cubberley similar to the 975 Page Mill Road Stanford Research Park site, activating Cubberley by setting up a coffee cart and seating, facilitating performing arts events and brining lectures and public talks to the campus, utilizing Cubberley spaces for temporary exhibitions and pop-up galleries. MEETING ADJOURNED: at 8:43 pm by Commissioner Shen after Commissioner Miyaji left the meeting. 1 Packet Pg. 7 Public Art Commission Staff Report From: Elise DeMarzo, Manager Community Services Sr Programs Meeting Date: September 18, 2025 Report #: 2509-5197 TITLE Roth Building Frescoes - Informational update and approval to proceed with the grant application process for the County of Santa Clara's Historic Heritage Preservation Program for the Roth Building Frescoes Restoration Project (Phase II). RECOMMENDATION Staff recommends that the Public Art Commission approve staff proceeding with the application process for the Historical Heritage Grant Program from the County of Santa Clara to fund the Roth Building Fresco Phase II Restoration Project. This restoration project will focus on the restoration treatment of grisaille fresco panels and sepia medallions as part of the fresco mural by artist Victor Arnautoff, titled Modern and Ancient Medicine, originally painted in 1932 at the site of the historic Roth Building. BACKGROUND A fresco mural by artist Victor Arnautoff, titled Modern and Ancient Medicine and originally painted in 1932, is located at the entrance to the Roth Building (the former Palo Alto Clinic). Both the Roth Building and fresco mural are listed on the National Register of Historic Places (NRHP) as a property of significant architectural and artistic value1. It is also listed on the California Register of Historical Resources and as a Category 2 Building (a building of major regional importance) in the City of Palo Alto Historic Inventory. The City of Palo Alto purchased the Roth Building in 2000. ANALYSIS 4, City Council adopted a resolution to accept the grant award for the fresco mural rehabilitation and authorized the City Manager to execute the grant agreement and commit the project for park use for at least twenty years. Delayed by the COVID-19 pandemic, the funding agreement for the Historic Grant Program (HGP) was executed in 2022. Protection and restoration of frescoes project (Phase I) coincided with the rehabilitation of the building and took place in 2023/24. Under Phase I of the fresco protection and restoration project, a team of fine art conservators carried out full restoration of the four large multi-color fresco panels and completed in-depth cleaning and condition analysis of the lower panels and medallions. The work was completed in Fall 2024. RECOMMENDATION Staff recommends that the Public Art Commission approve a formal deaccession request to initiate deaccession proceedings as outlined in the City’s Deaccession of Artwork Policy 1- 59/CSD (ATTACHMENT 1) in accordance with the policy’s process and conditions for the digital media artwork titled Conversation by artist Susan Narduli installed at the Palo Alto City Hall lobby. BACKGROUND: In 2014, a city hall renovation project provided a percent for art allocation for public art. A national call for artists interested in being considered for a possible commission of interactive media artwork in the lobby of City Hall was released in 2014. The intention for the commissioned site-specific artwork at the City Hall lobby was to bring the public into this civic space and engage them in a meaningful interactive way. Besides having a highly interactive element, other requirements for the artwork included durability in an indoor public setting, the ability to show City content, and minimal maintenance. A large wall in the lobby facing the visitors as they enter the space was identified as a primary potential location for the interactive digital artwork. Out of the 107 artists who submitted their qualifications in response to the RFQ, a selection panel of artists, arts professionals, city staff, and community stakeholders identified 5 artists who were provided a stipend to create conceptual proposals for the artwork. The selection panel chose LA-based artist Susan Narduli who proposed concept for an interactive media artwork Conversation for the commission. The Public Art Commission approved Susan Narduli’s proposal in Summer 2014, and the artist contract was approved by City Council in December 2014. In early 2015 Narduli initiated community engagement to further inform the artwork 3 Packet Pg. 12 concept and traveled to Palo Alto to conduct community meetings to gather input and direction on the project. In March 2015, the Public Art Commission approved the final concept for Conversation (ATTACHMENT B). The site-specific digital artwork invited participants to interact with it in person via an input kiosk, or remotely via the project website or Twitter. The final artwork was installed and unveiled in early 2016. The artist contract stipulated that the artwork’s reasonable lifespan was expected to be 10 years or more permitting the City to be able to remove the artwork 10 years after its completion, in accordance with the City’s Deaccession Policy. The contract also included a maintenance provision requiring the artist to provide maintenance and upgrades to the digital artwork on an on-call basis for an additional service fee. DISCUSSION Conversation, an ever-changing visual narrative of the faces, places, and discussions taking place in Palo Alto and beyond, was designed to celebrate an open discourse in the civic space of City Hall. Color coded Twitter feeds from local (green circles), national (blue), and global news (lavender) feeds populate the screens of the video wall along with comments and images submitted by the public from the adjacent kiosk, online at www.conversationpaloalto.org, or via Twitter. The background images of Palo Alto appear and change throughout the day, and the input cells had different behaviors with each background, offering a unique experience for each visitor. Conversation, and its behavior. Some ongoing technical challenges were based on issues with monitor connectivity and the monitors themselves, others on the settings switching between City mode and the Art mode. Multiple monitors required replacement and routine monitoring by staff. The artwork program also started having issues, causing the artwork to freeze, requiring staff (Public Art and IT) to manually reboot the artwork onsite. The Public Art team worked closely with the Narduli Studio team to resolve hardware issues causing the PC to crash or display error messages, 3 Packet Pg. 13 including replacing a more robust processor for the Art PC. While trying to address the hardware issues, the artist team also observed persistent programming issues, such as not properly updating news and twitter feeds, not displaying public comments or images submitted onsite or remotely, preventing the visitors from fully engaging with the artwork the way it was intended. To address ongoing functional challenges, the artist’s studio performed software maintenance between 2015 and 2020 to update and improve various aspects of the custom code for the artwork. Conversation by preventing it from pulling and displaying news feeds. This required additional, significant updates to the existing code to restore the artwork’s intended functionality. Conversation, the digital nature of the artwork requires continual upkeep of its support platforms and various subscription-based services, such as the website domain and a cloud- based application that manages the artwork’s underlying infrastructure. These maintenance tasks have been coordinated by staff with the continued support of the artist’s team. 3 Packet Pg. 14 Staff estimates that expenses associated with Conversation to commission, repair, and maintain the artwork between years 2015 to date is $192,121.00, including: $174,477 – Artist contract for design development, build, and installation of artwork; $3,038 - Hardware repairs and replacement $10,356 – Kiosk redesign, installation, and development support $6,280 - Software development repairs and maintenance $970 - Website domain and cloud support Conversation from the City’s permanent art collection for the following reasons: The Artwork has exceeded its expected lifespan. The Artwork requires excessive maintenance or has faults in design, materials, or workmanship, and repair or remedy is impractical or unfeasible. The Artwork has deteriorated, and repair is impractical or unfeasible. BACKGROUND: The first floor of City Hall is currently being updated to suit the needs of the community and what it expects of our civic space. The deferred maintenance and upgrades to the building as well as the amenities within have been overdue. Council is making an effort to invest in our infrastructure. While the backlog of infrastructure needs is much larger, this is an important initial step toward preserving an important capital asset. With the upgrades currently being made to the City Hall lobby, staff, Council, and the Public Art Commission have supported the integration of an interactive new media artwork by Susan Narduli into the project. Palo Alto enjoys a high level of civic participation in local government. Arts and culture engage the community in a way that represents its collective voice, as well as bringing attention to those segments of the population that may not be as well represented. By creating and installing an interactive public artwork into the lobby of our City Hall, we are asking the community to treat the space as its larger ‘home’. Inviting the citizens of Palo Alto to interact with a significant work of art will result in a strong collective voice that inspires the open, transparent and creative government we strive to be. Staff began discussions with the project team, the City Manager’s Office and Information Technology during the spring of 2013 to explore the possibility of incorporating a new media artwork into the plans for the new lobby. The Public Art Program staff and the Public Art Commission had been discussing the possibility of commissioning a new media artwork within the City, but the opportunities for protected indoor spaces, as well as impactful budgets, have been very limited. The vision for the renovated lobby space with IT features aligned nicely with the interactivity that new media artwork can offer. 3 Packet Pg. 21 Staff coordinated with the design team, City Manager’s Office and IT to leverage line items planned for the lobby space, such as computer monitors and running data and electrical supplies to the wall site to help offset the overall cost of the new media artwork. Staff put out a request for qualifications to artists interested in consideration for the commission of a new media piece in City Hall – underlining the fact that the funds had not yet been secured. 107 artists applied, staff brought the number down by half, and then a pre-panel brought the number down to 29 artists. A selection panel made up of the Project Architect Tom Lowe, Director of the City’s IT Department Jonathan Reichenthal, Public Art Commission Vice-Chair Ben Miyaji, new media Artist Camille Utterback, and San Jose Senior Public Art Project Manager Mary Rubin selected 21 of those artists to review in depth. The panel met in March and selected five artists to create site specific conceptual proposals for the City Hall site. The panel re- convened in April to review the five proposals. Of the five proposals, there were three that emerged as the favorites, scoring very closely. Staff gathered input from the panelists and asked those three artists (or teams) to please submit an addendum to their proposal addressing some of the concerns and feedback from the panel. Those three applicants were: Susan Narduli, artist team Chris Doyle and Marina Zurkow, and artist team Wesley Heiss and Marek Walczak. The panel participated in a phone conference in May to discuss the artists’ responses to the panel feedback and rank the proposals. The rankings proved inconclusive. While one of the proposals technically had the most rankings in first place, it was also the most divisive proposal with the most rankings in last place. As a project that will require the full support of the departments involved with the overall implementation, support and use of the renovated lobby space, staff reached out to the City Manager’s office, IT and the project team to gather input as to which of the proposals would best integrate into the space and goals for the renovated City Hall space. Staff determined that based on the input from key stakeholders, the panel, and staff, Susan Narduli’s proposal for Conversation will activate the renovated City Hall lobby space, invite visitors to interact with the artwork, and offer a new and exciting art experience for visitors each time they visit City Hall lobby. The piece is anticipated to be a destination artwork for visitors and residents alike. DISCUSSION: The Public Art Commission approved Susan Narduli’s proposal for Conversation in July 2014, and the final contract was approved by Council in December 2014. Narduli and her team traveled to Palo Alto to meet with staff and conduct a community meeting in February 2015 to gather input and direction on the project. The attached refinements 3 Packet Pg. 22 to the art concept and functionality are based on those meetings and input. (See Attachment). In her revised plans, Narduli Studio has clarified how items will be sourced and displayed both remotely and on site, what the interactive station looks like in the lobby, and how time delays and editing software may be used to ensure an open and evolving conversation while keeping the displays suitable for a public space. While many of the details of the functionality and displays are still being refined, staff wanted to offer the attached update for approval and comment to take back to the artist. BUDGET IMPLICATIONS AND TIMELINE: The Public Art Commission allocated $50,000 toward the artwork from CIP funds in FY14-15. The remainder of the contract funds totaling $174,477 was dedicated through the construction funds approved by Council. Those funds are already encumbered for Narduli’s contract. Approval of the attached design would not affect the PAC CIP balance. The monitors in the lobby were installed last week and the interactive station is under construction now. Susan Narduli anticipates installation of the final artwork in late June.
