TITLE
Adopt a Resolution Establishing the Council Annual Calendar of Meetings, Breaks and Council
Events for Calendar Year 2023
RECOMMENDATION
Adopt a resolution establishing the Annual Summer and Winter Breaks, Council Regular and
alternate meeting dates and Council event schedule from January to December 2023.
BACKGROUND
Staff is requesting consideration of adopting an official Council schedule for 2023 to allow the
Council to more efficiently conduct the City’s business and offer the community, the Council
and staff the opportunity to better plan for those meetings.
Under Municipal Code Section 2.04.010(b), each year, no later than the third meeting in
February, the Council shall, by Resolution, schedule its vacation for that year. During the
vacation period, the Code states that there shall be no regular meetings of the Council or its
standing committees. Under the Code, the Mayor or a majority of the Council may call a special
meeting during the scheduled vacation, if necessary. This process occurs annually.
Additionally, Municipal Code Section 2.04.010(a) sets regular City Council meetings on the first
three Mondays of each month. Recognizing that the Council has significant business to conduct,
and at times there is a need for additional meetings to finish that business, as well as occasional
meetings falling on a holiday or a day of cultural or religious significance, announcing in
advance which meeting dates may be modified will maximize public participation in the public
process and create operational efficiencies.
ANALYSIS
Attachment A outlines the proposed Council calendar for 2023. The attachment also includes a
list of holidays and heritage and awareness months. As an iterative process, staff is aware that
this list is not exhaustive and will continue to evolve over time. The goal with sharing these

holidays and heritage and awareness months in Attachment A is to increase awareness as part
of the City’s equity and inclusion efforts.
The Attachment A calendar includes Council and Committee regular and alternate meeting
dates, summer and winter vacation schedule and Council annual events for calendar year 2023.
Modifications proposed to regular meeting dates were based on the following:
1. Federal or City negotiated Holidays which may fall on a date of what would be a
regularly scheduled meeting.
2. Local election days which fall on the first Tuesday of the month in November in even
number years (past practice has included the rescheduling of Committee meetings that
fall on Palo Alto election night).
3. Shifting of a City Council meeting in order to respect a religious or cultural date of
significance per Council and process recommended by the Human Relations
Commission.
4. Establishment of alternate meeting dates, should they be necessary for conducting
Council business.
Dates of Significance
During the March 7, 2022 City Council meeting the City Council addressed a colleagues memo
recognizing key dates as part of continuing to prioritize diversity, equity, and inclusion, building
upon the equity goals adopted in November 2020. Council took action to ”formally recognize
and celebrate significant multicultural dates and months to promote equality, honor diversity
and oppose racism.” The motion was as follows:
MOTION: Council Member Burt moved, seconded by Vice Mayor Kou to formally
recognize and celebrate the following dates:
A. Juneteenth, Cesar Chavez and Dolores Huerta Day, and add Indigenous People’s
Day as dates of historic significance, and May as Asian American Pacific Islander
Native Hawaiian Heritage Month; and
B. Authorize Proclamations celebrating the above dates;
C. Refer to the Human Relations Commission (HRC) recommendations on how to
best recognize and celebrate these dates; and
D. Ask the HRC to evaluate recognition of Holocaust Remembrance Day and
Armenian Remembrance Day and evaluate if October 11th should be
redesignated as Italian Heritage Day.
MOTION PASSED: 7-0
The Human Relations Commission (HRC) agendized a discussion and developed a
recommendation for criteria to categorize different events and holidays. This information was
used as additional guidance in this calendar development discussion. The HRC will return to the

Council at a future meeting to report on their proposed operational process for recognizing
those dates of significance, or any other significant date identified going forward.
Of note, in the 2023 calendar year, there are not many instances of the identified events of
cultural or religious significance falling on a regularly scheduled meeting date.
Attachment B is another format of the calendar as a multi-page month-by-month calendar. It
mirrors the information in Attachment A but also includes some additional holidays for
awareness.
FISCAL/RESOURCE IMPACT
There are no fiscal impacts associated with this action.
STAKEHOLDER ENGAGEMENT
Staff in the City Clerk’s Office, the City Manager’s Office, and Community Services worked on
the draft of the calendar. The Human Relations Commission also held discussions to determine
how to honor dates of cultural and religious significance in the City, per Council direction. As
mentioned above, for the holidays and heritage and awareness months are a first attempt to
expand awareness and will continue to evolve over time based on continued feedback.

TITLE
Supplemental Report: Adopt a Resolution Establishing the Council Annual Calendar of meetings,
Breaks and Council Events for Calendar Year 2023
BACKGROUND
Per the Palo Alto Municipal Code, the annual Council break schedule is required to be adopted
by Resolution. The resolution was inadvertently omitted from the attachments for this item and
has been attached to this memo.
Additionally, a few dates were incorrectly listed for scheduled meetings of the Council
Committees. The updated dates are included in the attachment B and are listed in red. By
adopting these meeting dates, the Council still retains the flexibility to schedule additional
special meetings as they see fit, or with majority agreement can alter these dates as necessary.
This item is for planning purposes of the Council, staff and mostly for public involvement.

Resolution of the Council of the City of Palo Alto Establishing the
Council Calendar of Meetings, Summer and Winter Breaks, and
Schedule of Events for Calendar Year 2023
R E C I T A L S
A. Pursuant to Section 2.04.010 of the Municipal Code, the City Council must schedule
its annual summer and winter breaks for each calendar year no later than the third meeting in
February.
B. The Council also wishes to establish a calendar of meetings and schedule of events
for 2023.
NOW, THEREFORE, the Council of the City of Palo Alto RESOLVES as follows:
SECTION 1. The City Council’s summer break for calendar year 2023 is scheduled
for Thursday, June 22, 2023 through Sunday, August 6, 2023 and its winter break is scheduled for
Wednesday, December 20, 2023 through Sunday, January 7, 2024.
SECTION 2. The City Council adopts a regular calendar of meetings of the Council, the
Finance Committee, the Policy & Services Committee, and the Rail Committee (including holidays
and days of significance); a schedule of Council events; and a calendar of Heritage and Awareness
Months, as set forth in Attachment A, which is incorporated into the resolution by reference.

SECTION 3. The Council finds that the adoption of this resolution not a project under
the California Environmental Quality Act (CEQA) Guidelines 15378(b)(5) because it is an
organizational or administrative activity that will not result in direct or indirect physical changes in
the environment and thus, an environmental assessment under CEQA is not required.

Dear Mayor and Council Members:
On behalf of City Manager Ed Shikada, please find below the staff responses to questions from
Councilmembers Lythcott-Haims, Tanaka, and Veenker regarding the Monday, January 23 Council
Meeting consent agenda items 4, 7, and 11.
Item 4: Approval of a General Services Agreement Contract Number C23185605 with Linko
Technology, Inc. for the Amount of $219,447 Over a Seven-Year Term for Pretreatment Program
Software
1. How was it determined that LinkoCTS was the best fit for their needs? What factors were
considered?
Staff response: As described in the staff report, the City issued a Request for Proposals (RFP)
in 2019 to select a new software tool for meeting the regulatory requirements for the
Pretreatment Program. The RFP resulted in two responsive bidders, LinkoCTS and enfoTech &
Consulting Inc. Following interviews and software demonstrations, staff confirmed that
LinkoCTS was the better fit as it provided the following attributes:
1) Is cost effective (Linko was the lowest bidder)
2) Is relatively easy to use
3) Has a reliable support system for troubleshooting and software maintenance
4) Could be used remotely while in the field
5) Could organize 1000s of data points annually and store historical data for years
6) Could generate chain of custody forms and inspection reports
7) Could streamline reporting requirements
Item 7: Parks and Recreation Commission Recommendation to Adopt an Ordinance Amending
PAMC Section 22.04.220 to Regulate Electric Bicycles and Electric Coasting Devices in Parks and
Open Spaces
1. How will staff implement this in order to avoid confusion for users?
Staff response: To help open space and park visitors understand the new e-bike and electric
conveyances rules, staff will conduct targeted communication through the following:
• Install new signs in open space and parks areas
• Provide the information on the webpage
• Send updates on social media
• Park Rangers will explain the rules to people they contact on the trails
• We will ask our parks and open space partners (Grassroots Ecology, Environmental
Volunteers, the Friends of Foothills, etc.) to help spread the word to program
participants and park visitors
2. How should council reconcile the perspectives offered from PRC and PABAC?
Staff response: On November 1, 2022, PABAC passed a motion stating that they do not
support the draft E-bike guidelines. PABAC also formed an Ad Hoc Committee to continue to
work on the issue of e-bikes in open space and parks. On November 22, the PRC E-bike Ad
Hoc Committee met with the PABAC Ad Hoc Committee and discussed the issues. They
agreed on everything in the proposed e-bike policy, except allowing e-bikes on unpaved trails
at the Baylands Nature Preserve. Both Ad Hoc Committees agreed to continue to meet going
forward to continue discussing e-bikes. The PRC and staff recognize e-bike and other electric
conveyance usage is evolving. We will continue to monitor impacts, learn from the
experiences of neighboring agencies, continue discussions with PABAC, and incorporate
appropriate elements of the Bicycle Pedestrian Transportation Plan Update (once it is
completed).
Item 11: Adopt a Resolution Establishing the Council Annual Calendar of Meetings, Breaks, and
Council Events for Calendar Year 2023
1. On Attachment A (2023 City Council and Committee Calendar), January 30, 2023 is italicized
in the Council column, but I don't see a legend that indicates the meaning for that. Does it
indicate that it is not one of the default first three Mondays, but is a planned meeting date
because of MLK day?
Staff response: The legend is at the bottom of the table and notes that the italicized dates are
alternative meeting dates. Here is the screenshot:
The January 30th date should be listed as a Council meeting date instead of in italics as an
alternate date due to the Council asking to have a meeting on this date to consider further
discussion on the Council Procedures and Protocols (this would allow for extended
conversation on this item).
2. I note that the last Monday is also italicized for March, but it says Alt on the calendar in
Attachment B (it does not say Alt for January). Are you proposing that we meet on the last
Mondays of January and February due to holidays, but the last Mondays of March and May
are back ups? If so, can we indicate that on Attachment A? And why is the last Monday of
April omitted?
Staff response: The Council calendar typically includes meetings on the first 3 Mondays of the
month which is why March and May show the 4th Mondays as Alternative meeting dates.
January and February both have holidays that land on one of the regularly scheduled Council
meetings, therefore, staff assumed the Council would recommend using the 4th Monday as a
replacement meeting date. This difference in assumption due to holiday conflicts is why the
January and February dates were not listed as “alternative” dates but regular meetings. The
4th Mondays in March, April, and May can be listed as Alternative meeting dates.
3. February P&S meeting is at 7 pm on Valentine's Day. Can committee members agree to
move it so long as sufficient public notice is given?
Staff response: Yes, if it is of the Committee's interest, this regular P&S meeting can be
rescheduled to another date that works for the Committee members and staff. The Clerk's
Office would poll the Committee to land on a date and would post a cancellation notice for
the listed Feb. 14th meeting date.
