SUBJECT:AWARD OF CONTRACT TO SUK YONG CHOE, DBA C-WAY
CUSTODIAN SERVICE IN THE AMOUNT OF $323,400 PER YEAR
TO PROVIDE CUSTODIAL SERVICES AT THE LISTED CITY
FACILITIES
RECOMMENDATIONS
Staff recommends that Council:
Approve and authorize the Mayor to execute the attached one-year contract, with C-
Way Custodian Service, in the amount of $323,400 per year, for custodial services.
°Authorize the City Manager or his designee to exercise the option to ’renew the
contract for the second and third year provided the proposed cost of the renewal
contract does not exceed the Consumer Price Index, for all urban consumers, the
contractor is responsive to the City’s needs, and the quality of the contractor’s work
is acceptable during the first year of the contract.
Authorize the City Manager or his designee to negotiate and execute one or more
change orders to the contract with C-Way Custodian Service, the total value of which
will not exceed $32,000 per year, for related, additional but unforeseen work which
may develop during the term of the contract.
DISCUSSION
Project Description
In order to fumish custodial services at all City facilities, a combination of in-house and
contract staffing is utilized to maximize coverage, meet the needs of the clients served and
provide quality service at a competitive cost.
Contracted custodial effort is used to provide service at the following City facilities: all
libraries, park restrooms, Municipal Service Center, Golf Course, Waste Water Treatment
buildings, Animal Services Center, Baylands Interpretive Center, Junior Museum, Landfill
offices, Parking Lot Q, Arts Center, Rinconada Pool showers, Teen Center, Community a~d
Children’s Theaters, the Development Center, the Elwell Court Utility offices and City

Hall. The scope of these services includes restroom sanitation, replenishing supplies, trash
removal, floor maintenance, counters and table top cleaning, exterior entry way cleaning and
window washing.
Selection Process
A Request for Proposals was sent on September 28, 2000 to 26 contractors. The proposal
period was 26 days. Proposals were received from three firms on October 24, 2000, as listed
on the attached proposal summary (Attachment B). Contractors not responding indicated
that they did not submit proposals because their current obligations would not allow them
to meet the specifications of this contract. The proposals ranged from a low of $289,404 to
a high of $335,208. The proposals were evaluated on the completeness and content of the
proposal, cost to provide services, experience in providing similar services, satisfaction of
services provided to clients, and references. C-Way Custodian Service is the contractor that
best met these criteria. Staff checked references supplied by the contractor for previous work
performed and found no significant complaints. Staff recommends that the proposal of
$323,400 per year withC-Way Custodian Service be accepted, and that the contract be
awarded accordingly. The proposal of $323,400 is a $113,400 increase per year over the
annual cost in the previous three-year contract, reflecting changes in scope and the increased
cost of labor and materials.
RESOURCE IMPACT
Funding for the increase will be provided out of existing funds in the fiscal year 2000-01
Public Works Department operating budget.
ENVIRONMENTAL REVIEW
This is not a project under the California Environmental Quality Act.
