HomeMy WebLinkAbout2000-11-13 City Council (26)City of Palo Alto City Manager’s Report TO: FROM: HONORABLE CITY COUNCIL CITY MANAGER DEPARTMENT: PUBLIC WORKS17 DATE:NOVEMBER 13, 2000 CMR:409:00 SUBJECT:REJECTION OF REPLACEMENT PROJECT 10006) BIDS FOR THE AVENIDAS ROOF PROJECT (CAPITAL IMPROVEMENT RECOMMENDATION Staff recommends that Council: Reject all bids received for the Senior Center Roof Replacement Project (Capital Improvement Program project 10006). 2. Direct staff to revise the project scope and re-bid the work. DISCUSSION Proiect Description The work to be performed under the contract was replacement of the existing built-up roofs at the Avenidas facility at 450 Bryant Street (previously known as the Senior Center). The City of Palo Alto is responsible for all exterior maintenance of this facility. Bid Process A notice inviting formal bids for the roof replacement project was sent to 13 contractors and four builder’s exchanges on September 19, 2000. The bidding period was 28 days. A pre-bid meeting was held on September 28, 2000. Bids were received from two qualified contractors on October 17, 2000, as listed on the attached bid summary (Attachment A). Bids ranged flom a high of $100,000 to a low bid of $95,873. Contractors not responding indicated that they did not submit a bid due to their existing heavy workload. The low bid of $95,873 exceeds the engineer’s estimate of $43,361 by 120%. The engineer’s estimate is consistent with recent roof contract unit pricing of $10 per square foot. Staff recommends that none of the bids be accepted and the design be modified and re- bid in spring of 2001. Staff believes the scope and project duration can be modified to allow the contractor more flexibility in materials selection and work schedule. CMR:409:00 Page 1 of 2 RESOURCE IMPACT Funds for this project are available in the Roofing Replacement Capital Improvement Project (CIP#10006). Roof patching of suspected leak areas will be funded from this CIP to preserve the roof until the project is re-bid in the spring. POLICY IMPLICATIONS This recommendation does not represent any change to existing City policies. ENVIRONMENTAL ASSESSMENT This project is categorically exempt from California Environmental Quality Act and no fm~er environmental review is necessary.
