CONSULTANT CONTRACT WITH AURIGA
CORPORATION (C9110613) FOR A YEAR 2000 IMPACT
ASSESSMENT AND PLAN IN THE AMOUNT OF $14,794.89
RECOMMENDATION
Staff recommends that Council approve and authorize the Mayor to execute the attached
Amendment Number 1 to the consultant contract with Auriga Corporation in the amount
of $14,794.89 for a Year 2000 Impact Assessment and Plan.
BACKGROUND
Under the Year 2000 Information and Readiness Disclosure Act, P.L. 105-127, a Request
for Proposal was issued for a Year 2000 (Y2K) Impact Assessment and Plan, to address
the potential for City computer hardware and software Y2K complications, and
communication to the public on the City’s ¥2K planning efforts. The City entered a
contract with Auriga Corporation to complete the second phase of the Y2K Plan. In
Phase Two, the consultant reviewed departmental (non-centralized) computer
applications, hardware, operating systems and software; any equipment utilizing
embedded processors or process controllers; and general office equipment such a
facsimile and copy machines. To complete this phase, Auriga produced a written
inventory, assessment, and solutions/recommendations to all existing departmental
computer systems, processors, and general office equipment. In addition, Auriga
assessed the potential impact to ongoing services provided by the City’s outside vendors,
contractors, and suppliers. The assessment included an account of services, agencies,
suppliers, and vendors whose discontinued service would negatively impact the City.
DISCUSSION
During the City’s Y2K preparations it was necessary to add to the scope of Work with
Auriga. Additions to the scope of work resulted in crucial work completed in the
following areas:

¯Identification of computer systems to be tested
¯Preparation of test plans and procedures
¯Assistance in conducting tests
¯Presentationof documented test results
However, the press of events leading up to December 31, coupled with the multiplicity of
staff from different departments who were involved in Y2K preparations, led to some
confusion about the agreed-upon scope changes in Auriga’s contract. Negotiations
regarding the additions to the scope of work contributed to a delay in determining the
final amount due to Auriga. The negotiations have been resolved and it is necessary to
request additional contract authority to meet the final payment due. It is recommended
that the attached amendment increase funding by $14,794.89, for a total contract amount
of $79,464.89.
RESOURCE IMPACT
Funds for this project are available in the FY 2000-01 Operating Budget.
POLICY IMPLICATIONS
This amendmerit does not represent any change to existing City policies.
ENVIRONMENTAL ASSESSMENT
Approval of this contract amendment is not a project under the California Environmental
Quality Act.

AURIGA CORPORATION
This Amendment No.Two to Agreement No. C9110613
("Agreement") is entered into , by and between the
CITY OF PALO ALTO ("CITY"), and AURIGA CORPORATION, a California
corporation, located at 500 East Calaveras Blvd., Suite 210,
Milpitas, California 95035, Tax ID No. 77-0264541 ("CONTRACTOR").
RE C I TAL S:
WHEREAS, the Agreement was entered into between the
parties for the provision of. Y2K testing on March 3, 1999 in the
amount of $48,470.00; and
WHEREAS, the parties amended the March 3, 1999 agreement
by Change Order #I dated March 19, 1999 which increased the scope
of work to provide for one full time software engineer on site and
increased the contract amount by $16,200.00 to cover the associated
cost;
WHEREAS, the parties wish to amend the Agreement increase
the contract amount by an additional $14,794.89 to cover increased
services;
NOW, THEREFORE, in consideration of the covenants, terms,
conditions, and provisions of this Amendment, the parties agree:
SECTION I. In consideration~ of full performance of
services by CONTRACTOR, City agrees to pay CONTRACTOR an additional
$4000beyond the amounts previously payable to CONTRACTOR under the
terms of the original agreement and change order #I.
SECTION 2. Except as herein modified, all other
provisions of the Agreement, including any exhibits and subsequent
amendments thereto, shall remain in full force and effect.
