HomeMy WebLinkAbout2000-06-26 City Council (16)TO: City of Palo Alto City Manager’s Report1 5 HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: POLICE DATE:JUNE 26, 2000 CMR:295:00 SUBJECT:APPROVAL OF AMENDMENT EXTENDING AGREEMENTS WITH LOS ALTOS, LOS ALTOS HILLS, AND MOUNTAIN VIEW FOR EMERGENCY ANIMAL CONTROL AND SHELTERING SERVICES FROM JULY 1, 2000 TO SEPTEMBER 30, 2000 RECOMMENDATION Staff recommends that Council: Approve a three-month extension to the agreements with the cities of Mountain View, Los Altos and Los Altos Hills for emergency animal control and sheltering services; and DISCUSSION The City of Palo Alto has provided emergency animal control services to the cities of Mountain View, Los Altos and Los Altos Hills since August 1993. The current three- year agreements with the cities expire on June 30, 2000. Staff has been negotiating with the agencies on a new multi-year agreement. However, due to a number of changes that will be required in the new agreements, including state mandates which have changed requirements for holding periods, veterinary care and spay and neutering, additional work needs to be completed prior to the new agreements being finalized.. In order to be able to continue to provide services to the contract cities in the interim, an amendment to the current contract is required. RESOURCE IMPACT Contract costs have been increased to recover the full cost of services and to reflect changes in percent of animals handled, cost plan increase, and cost allocations in the Animal Services budget. Fiscal Year 2000-01 revenues are being increased by $29,027 as a result of an increase in the overall program charges to the cities for the first three months of the year. RECITALS WHEREAS, the Dirties entered ~into an Agreement dated June 23, 1997, for Palo Alto to provide animal control and sheltering services, and particularly those associated with dogs running at large and with rabies prevention, to Agency for a three year period commencing on July I, 1997, and terminating on June 30, 2000; and WHEREAS, the parties now wish to extend the term of that Agreement for an additional three months in order to complete negotiation for a new long term agreement; NOW, THEREFORE, in consideration of the covenants, terms, and conditions, the parties agree: following SECTION i.Term. The term of the Agreement is extended for an additional three (3) months commencing on July i, 2000, and terminating on September 30, 2000. SECTION 2..Compensation. Agency shall pay to Palo Alto for all services provided under this Amendment to the Agreement for the three months. additional term added hereby the .sum of Eleven Thousand Five Hundred Sixty Dollars ($11,560) in quarterly payments. The first quarterly payment shall be due and payable on July 31, 2000. The succeeding quarterly payments shall be payable on the last day of. SECTION 3.Terms and Conditions Unaffected. Except as expressly.amended herein or as necessarily amended by implication, all terms and conditions of the Agreement, including all rights and obligations of.the, parties, shall remain in full force and effect under this Amendment to the Agreement.
