$140,000 FOR CONSULTING . SERVICES CONTRACT
$3036240 WITH GEODESY FOR DEVELOPMENT SUPPORT
OF NEW COMPUTER APPLICATIONS LINKED TO THE
GEOGRAPHIC INFORMATION SYSTEM
RECOMMENDATION
Staff recommends that Council approve and authorize the Mayor to execute the attached
amendment in the amount of $140,000 to a consulting services contract with Geodesy
DISCUSSION
Project Description
The GIS provides accurate citywide property and infrastructure information to all City
staff and the public. City departments have identified numerous applications that could
make extensive use of the City’s GIS. Several applications have already been
successfully developed and implemented. Staff plans to pursue implementation of
additional applications to improve the City’s business processes to provide better service
to the public.
The City’s CIP Screening Committee has selected four new applications for
implementation in 2000,01: Vehicle Routing Application (CIP 10111); Permit
Information Tracking System Interface (CIP 19516); Crime Analysis Software (CIP
10109); and Global Positioning System (CIP 0119). These projects will all use existing
GIS tools. In some cases, the consultant will be required to connect the GIS database to
the most appropriate third party software tools for the job. In other cases, Geodesy will
use existing GIS applications as a platform for more advanced applications. In an effort
to construct an enterprise-wide information resource, all new and existing applications
using GIS as a primary, data source and platform will be able to exchange data
seamlessly. Also, because many of the software components are interchangeable, the
current GIS will benefit from advances designed for specific project functions.

.Geodesy has been closely involved with the development of Palo Alto’s GIS and its
related applications. Geodesy’s unique understanding of the City’s customized system
and its expertise in working with GIS, makes the award necessarily a sole source
contract.
RESOURCE IMPACT
Funds for this project are available in the Fy2000-01 Capital Improvement Program
projects #10111, #10109, #19516, and #0119.
POLICY IMPLICATIONS
This recommendation does not represent any change to existing City policies.
ENVIRONMENTAL ASSESSMENT
This is not a project under the California Environmental Quality Act.

BETWEEN CITY OF PALO ALTO AND
GEODESY
This Amendment No. 9 to Contract No. $3036240 is.
entered into , 2000, by and between the City of Palo
Alto, a municipal corporation of the State of California ("CITY")
and ~eodesyi a general partnership (Taxpayer’s Identification No.
94-3191197) ("CONTRACTOR").
RECITALS:
WHEREAS, CITY and CONTRACTOR have entered into Contract
No. $3036240 for certain application software development
services associated with the support of ¯CITY’s Geographic
Information System and its conversion ("GIS"), ¯ and it ha.s been
amended from time to time; and
WHEREAS, CITY and CONTRACTOR desire to modify their
contract to reflect a new scope of services, a modified
compensation scheme, and a term of services;
NOW, THEREFORE, in consideration of the following
terms, conditions, and covenants, the parties agree as follows:
SECTION i. Section 3.1 of the Agreement is hereby.
amended to read in accordance with the terms of new Exhibit A,
attached hereto and incorporated herein by this reference.
SECTION 2. Section 4 of .the Agreement is hereby
amended in its entirety to read. as follows:
"For the full performance of the services
described herein by CONTRACTOR, CITY shall pay
CONTRACTOR a total sum not to exceed One Hundred
Forty Thousand Dollars ($140,000), payable at the
rate of One Hundred Dollars ($I00) per hour, upon
submission by CONTRACTOR of its itemized billings
in triplicate, in accordance with the schedule of
proposed hours per task, attached hereto as
Exhibit "B"and incorporated herein by this
referenCe."

SECTION 3. Section 6 of the ~Agreement is hereby
amended in its entirety to read as follows:
"The services to be performed hereunder shall
commence on October 9, 1992, and the time for
performance shall be extended from July I, 2000
to June 30, 2001."
SECTION 4. All other provisions of the Agreement not
amended herein by this Amendment No. 9 to Agreement shall remain
in full force and effect.

Scope of Work for Fiscal Year 2000 - 2001
This scope, of work describes the tasks to be performed by Geodesy in support of the
PAGIS-project for fiscal year 2000 - 2001. The primary focus is on application
development and the integration of the GIS with other City-wide applications.
Task 1:Vehicle Routing Software Integration
The City would like to implement vehicle routing software to efficiently/speedily route
emergenc~, (police, fire) and service (garbage collection and meter reading) vehicles
through City streets.
This task provides for (a) Geodesy’s assistance in the selection of off-the-shelf rou:ting
software or the definition of requirements for custom software, (b) the customization of
purchased off-the-shelf software or the writing of custom, software, oi" (c) some
combination of (a) and (b).
Task 2:Crime Analysis Data Integration
The City is in the process of acquiring off-the-shelf software to assist the Police
Department in the investigation, prevention, and reporting of criminal activity in the City
of Palo Alto. This task provides for software development in the form of data servers or
translators to seamlessly supply GIS base. map data to the new crime analysis software.
For example, if the City chooses an ESRI product~ data can be provided either through
the creation of .ESRt shape files (via a new translator)~or in the form of. RDBMS-based
g~’aphic BLOBs (as a data column maintained parallel to the City’s current GIS BLOB
data); If the City chooses an Intergraph-based prodoct for crime analysis, a GeoMedia
data server will be created to provide data to the application directly.
This task will also provide for the creation of a link between the City’s crime database (a
SQL Server database) and th~ GIS in order to displaycrime incidents through PinMap,
an existing GIS applicatidn. "
Task 3:Permit.Tracking
In this task, Geodesy will:
¯Formalize the display of permit activity stored in the ODS Oracle database as a set
of-map feature classes so the permit activity may be viewed by GIS users..This will
not effect the data asit is viewed by the ODS Permit Tracking user.
¯Work with ODS to provide for Dynamic Data Exchange (DDE)between the ODS
permit software and the GIS for purposes of zooming the GIS map to any parcels
identified through the ODS permit application.
¯Provide consulting and programming support to re-register the Planning
Department’s Comprehensive Plan data to the COGO parcels. The Comprehensive
Plan data is currently registered to the Lynx fire run map.

Task 4:Global Positioning.System (GPS) Integration.
In this task, Geodesy will:
Develop software to import data collected eithe~ using a handhel~l GPS unit or a total
station survey unit into the GIS database so that it may be viewed and manipulated
by GIS applications.
Provide GIS base.map data .to the GPS Or a total station survey unit (if the
equipment supports it). ~
Provide for plot composition so users may Combine various GIS views on a variety of
standard title blocks .and print them.
