SUBJECT:RECOMMENDED REJECTION OF ALL BIDS RECEIVED FOR
THE ACQUISITION OF PERSONAL COMPUTERS, PERIPHERAL
DEVICES, AND RELATED SERVICES
RECOMMENDATION
Staff recommends that Council approve the rejection of all bids received for the award of
contract for the acquisition of persona[ computers, peripheral devices,, and related services.
BACKGROUND
In the 1997-98 Budget, City Council approved the creation of a Computer Replacement
Fund (CRF). The CRF provides scheduled, routine replacement of computer hardware for
the City’s General Fund departments and Public Works Enterprise Funds.The City
customarily uses Hewlett Packard computers.
DISCUSSION
At the initiation of the CRF, the City entered into a contract with Inacom (formerly known
as Computer Biz) for the acquisition and installation of replacement computers. Because
Inacom no longer supplies Hewlett Packard personal computers (PCs), the City’s current
computer standard, an Invitation to Bid was issued for 2000-01 scheduled purchase of
approximately 220 personal computers (PCs) and 40 monitors with associated
configuration, delivery, and a three-year warranty.
The original Invitation to Bid requested technology obsolete as of April 30, 2000. This
limitation and its associated service inadequacy require a new Invitation to Bid for
computer equipment and related services. Staff therefore recommends all bids be rejected
and a new Invitation to Bid be issued to meet new technology standards.
