HomeMy WebLinkAbout2000-06-26 City Council (13)City Manager’s Report TO:HONORABLE CITY COUNCIL FROM: DATE: SUBJECT: CITY MANAGER DEPARTMENT: COMMUNITYSERVICES JUNE 26, 2000 CMR: 278:00 APPROVAL OF BUDGET AMENDMENT ORDINANCE IN THE AMOUNT OF $14,000 TO INCREASE REVENUES AND EXPENDITURES WITHIN THE RECREATION, OPEN SPACE AND SCIENCES DIVISION OF THE COMMUNITY SERVICES DEPARTMENT FOR RECREATION AND SCIENCES PROGRAMS RECOMMENDATION Staff is recommending that Council approve a Budget Amendment Ordinance (BAO) to increase revenues and expenditures by $14,000 for the Recreation, Open Space, and Sciences Division of the Community Services Department, due to the receipt of donations that are designated for specific recreation and science programs. DISCUSSION The Recreation, Open Space and Sciences Division of the. Community Services Department regularly solicits donations and sponsorships to offset the cost of conducting new programs and operation of existing programs. Two unexpected donations were received, which allowed the Division to provide programs that would not otherwise be funded. The Rotary Club of Palo Alto donated an additional $4,000 toward Camp Ventura, a summer day camp program geared toward disadvantaged youth in the Ventura neighborhood. The Friends of the Palo Alto Junior Museum and Zoo donated $10,000 in order to conduct additional science outreach programs within elementary schools. These funds were accepted in accordance with the City’s Gift Policy. In order for these funds to be used as designated, the money must be appropriated as an additional revenue and expenditure. RESOURCE IMPACT The attached BAO has no impact on the Budget Stabilization Reserve and no future year General Fund ongoing costs are anticipated. Both revenues and expenditures are requested to be increased in equal amounts. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1999-00 TO ACCEPT VARIOUS DONATIONS AND TO. PROVIDE AN ADDITIONAL APPROPRIATION FOR THE COM~ZJNITY SERVICES DEPARTMENT OF $14,000 WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 28, 1999 did.adopt a budget for fiscal year 1999-00; and WHEREAS, the City has received donations from the Friends of the Palo Alto Junior Museum and Zoo ($i0,000) and the Rotary Club of Palo Alto ($4,000) for programs within the Recreation, Open Space and Sciences Divisions of the Community Services Department; and WHEREAS, the unanticipated revenue has not been included in the 1999-00 budget and City Council authorization is needed to accept and expend the grant receipts; and WHEREAS, the additional appropriation of funds requested has no impact on the Budget Stabilization Reserve and no future year General Fund ongoing costs are anticipated as a result of this ordinance; and WHEREASI City Council authorization is needed to amend the 1999-00 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo.Alto does ORDAIN as follows: SECTION i. Donation revenue in the Open Space and Sciences Functional Area of the Community Services Department is increased by Ten Thousand Dollars ($i0,000) for receipt of Funds from the Friends of the Palo Alto Junior Museum and Zoo. SECTION 2. The sum of Ten Thousand Dollars ($i0,000) is hereby appropriated to non-salary expenses in the Open Space and Sciences functional Area of the Community Services Department budget. SECTION 3. Donation revenue in the Recreational Services Functional Area of the Community Services Department is increased by Four Thousand Dollars ($4,000) for receipt of Funds from the Rotary Club of Palo Alto. SECTION 4. The sum of Four Thousand Dollars ($4,000) is hereby appropriated to non-salary expenses in the Recreational Services Functional Area of the Community Services Department. budget. SECTION 5. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 6. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary.. SECTION 7. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
