POLICE DEPARTMENT STRATEGIC PLAN
This is an informational report. No Council action is required.
DISCUSSION
Over the last six months, with the assistance of Strategic Planning Consultant Marilyn Snyder,
the Police Department has developed a strategic plan that will provide direction to the
Department for the next three years. The strategic plan provides a new mission and vision
statement for the Police Department, a new statement of core values,identification of six three-
year goals and a series of six-month objectives for each of the three-year goals.
The process included the use of an internal steering committee that took information provided
by eleven focus groups (five internal and six external). External focus groups included
representatives from community organizations dealing with youth, other governmental agencies,
City staff, and neighborhood associations. The new strategic plan articulates the Department’s
goals and priorities for the next three years. The plan will guide the Department in providing
improved service to the ¯community with enhanced infrastructure and technology, and a more
motivated, highly trained and more self-actualized workforce. The Department will post the
complete plan and six-month progress reports on its website as soon as the site is complete.

THREE YEAR GOAL: IMPROVE INTERNAL AND EXTERNAL CUSTOMER
SERVICE FOR ALL SEGMENTS OF THE
COMMUNITY
SIX MONTH STRATEGIC OBJECTIVES:
1. By April 15, 2000, Tom Merson - lead, Don Hartnett, Bob Brennan and Jon
Hernandez will develop and begin to implement a plan to increase police presence and
visibility throughout the City.
2. By July 1, 2000 and ongoing thereafter, Diane Pearson, working with the City’s
Information Technology Division, will ensure that the Adoptable Animals Component
of the Animal Services Division’s website is a part of the City’s web system and kept
current with pictures and descriptions of the animals.
3. By July 1, 2000, Torin Fischer and the Community Policing Division will contact
leadership representatives of all neighborhood associations in an effort to improve
communication, increase visibility, and identify issues of community concern.
4. By July 1, 2000 and quarterly thereafter, Police staff, Tom Merson - lead, will hold
public forums in order to address questions about the conduct and operations of the
Palo Alto Police Department (e.g. racial profiling, traffic enforcement, homelessness,
youth issues).
5. By September 1, 2000, the Support Division, Lisa Perez - lead, Patty Lum, Dagrnar
Poffenroth and Charlie Cullen will develop and begin to implement a plan to improve
customer service at the front desk of the Police Department.
THREE YEAR GOAL: ACQUIRE A SITE, OBTAIN FINANCING AND
BREAK
GROUND ON A NEW POLICE BUILDING
SIX MONTH STRATEGIC OBJECTIVES:
1. By May 1, 2000, Pat Dwyer and Lynne Johnson will meet with and brief every new
Council member on the need for a new Police building.
2. Between April 1, 2000 and March 2001, Pat Dwyer and Lynne Johnson will meet with
City staff to plan and facilitate funding for the new Police Building.
3. By June 15, 2000, Scott Wong (from the Palo Alto Police Officers Association) and
Mark Venable will develop and begin to implement a plan to assist with internal and
community support for the Police Building Project.
4. At or before the June 26, 2000 City Council meeting, Lynne Johnson and Michael Ross
will present a City Manager Report (CMR) to the City Council, including a
recommendation of a final site for the new Police Building, and seeking approval to
negotiate the purchase.
5. By July 31, 2000, Lynne Johnson will submit a CMR to seek approval to hire a
consultant for an EIR (Environmental Impact Report), which will be completed by
January 1, 2001.
6. By Election Day 2001, Pat Dwyer and Lyrme Johnson and Department staff, working
with the Palo Alto Police Officers Association, will develop and implement a public
education campaign regarding the pending bond issue.
THREE YEAR GOAL: DEVELOP AND IMPLEMENT A SHORT- AND
LONG.RANGE PLAN TO UPGRADE TECHNOLOGY AND
TECHNOLOGY SUPPORT
SIX MONTH STRATEGIC OBJECTIVES:
1. By May 15, 2000, the Technology Team: Dagrnar Poffenroth - lead, Jeff Mock, Patty
Lum, Lisa Perez, Bob Bonilla, Con Maloney, Charlie Cullen, Sandra Brown will conduct
a needs assessment of each Division’s current technology system and needs.
2. By May 15, 2000, the Technology Team (Dagmar - lead) will assess the current
technology training needs and develop a plan to address the needs.
3. By July 1, 2000, Tom Laye, working with Thatcher and Associates, will complete a
thorough evaluation and needs assessment of the City’s radio infrastructure.
4. By September 15, 2000, the Technology Team (Dagmar - lead) will develop a Short-
Range Technology Plan to address the Department’s technology system and needs.
THREE YEAR GOAL: IMPROVE WORKING RELATIONSHIPS,
RECOGNITION, TRAINING AND CAREER
DEVELOPMENT OPPORTUNITIES FOR ALL PERSONNEL
SIX MONTH STRATEGIC. OBJECTIVES:
1. By May 1; 2000 and monthly thereafter, the ad hoc Employee Relations Team
(Theresa Guardino - lead, Laurie Wykoff, Torin Fischer, Diane Pearson and Gabe Mora,
plus at least one. person from each Division identified by the Division head, plus one
union representative from both POA and SEIU) will meet to address issues of common
concern (e.g. employee recognition), build awareness of services provided and .
strengthen the working relationships between the Divisions.
2. By June 15, 2000, Laurie Wykoff - lead, Alana Forrest and Doris Cohen will develop
and conduct a survey to assess career development and training needs for every
employee.
3. By June 15, 2000, Personnel and Training Division (Brad Zook - lead) will develop
and conduct an employee survey to assess problems with supervision and management,
including specific examples.
4. By August 15, 2000, Laurie Wykoff - lead, Alana Forrest and Doris Cohen will
analyze the employee survey and identify priorities for meeting career development and
training needs in the Department.

5. By September 15, 2000, Personnel and Training Division (Brad Zook - lead) will
develop a plan to address problems and strengthen supervision and management
within the Department and present it to Pat Dwyer.
THREE YEAR GOAL: IMPROVE THE PHYSICAL WORK ENVIRONMENT
FOR ALL DIVISIONS
SIX MONTH STRATEGIC OBJECTIVES:
1. By June 1, 2000, Judy Glaes, Doug Keith and Bob Beacom, working with Joe
Schrekenghaust, will identify air quality problems and causes of exhaust throughout the
Department, check temperature controls and make recommendations for improving air
quality to Karen Smith.
2. By June 1, 2000, all the First Line Supervisors (Don Hartnett : lead) will hold a two-
day spring cleaning marathon for their Divisions (e.g. throw out broken equipment,
discard outdated materials, reorganize Police reference materials) and, in conjunction
with City staff; clean the work areas from top to bottom..
3. By July 1, 2000, the Facilities Team (Bob Beacom - lead, Don Hartnett, James
Zboralske, Doug Keith, Judy Glaes and Liz Thomas) will conduct a two-day cleaning
marathon to clean all common work areas (e.g. throw out broken equipment, discard
outdated materials, reorganize Police reference materials) of the Department.
4. By July 15, 2000, James Zboralske and Liz Thomas will survey all Divisions to identify
their storage and other space needs.
5. By August 15, 2000, James Zboralske and Liz Thomas will make recommendations to
the Management Team regarding possible solutions to storage and space problems
within the Department within the context of what the City will pay for..
6. By September 15, 2000, James Zboralske and Bob Beacom will ensure that each
Division has conducted an inventory of their office equipment and will submit a
recommendation to the Management Team indicating items needing to be replaced or
fixed in the Department.
THREE YEAR GOAL: ACHIEVE AND MAINTAIN A FULL, DIVERSE,
HIGHLY QUALIFIED AND MOTIVATED STAFF
SIX MONTH STRATEGIC OBJECTIVES:
1. By June 1, 2000, the Personnel and Training Division (Brad Zook - lead), working
with a cross section of staff, will evaluate our current recruitment strategies for sworn
and non-sworn employees.
2. By September 1; 2000, the Personnel and Training Division (Brad Zook - lead)~
working with the City’s Human Resources Dept., will develop an effective recruiting
plan for sworn and non-sworn employees to ensure hiring diverse, highly qualified,
motivated staff.
3. By September 1, 2000, the Personnel and Training Division and the Division Heads
(Brad Zook - lead) will conduct a staffing needs analysis of the entire Department in
preparation for development of a staffing plan.
4. By September 1, 2000, the Personnel and Training Division (Brad Zook - lead),
working with various Division representatives, will develop a comprehensive
continuing professional training program for all sworn and non-sworn employees.
