HomeMy WebLinkAbout2000-05-08 City Council (11)City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: COMMUNITY SERVICES DATE: SUBJECT: MAY 8, 2000 CMR: 246:00 JOINT CITY COUNCIL/YOUTH COUNCIL STUDY SESSION This is an informational report and no Council action is required. BACKGROUND A joint City Council/Youth Council meeting was conducted on March 8, 2000. The Palo Alto Youth Council requested the meeting in order to establish closer relations with the City Council. The Youth Council wants to be involved in a substantive manner regarding youth issues in Palo Alto. Specific topics discussed included subjects of importance to individual Council Members,.development of a youth master plan, construction of a new teen center, and how the Youth Council can advocate effectively on behalf of Palo Alto youth. A future joint study session, suggested by Mayor Liz Kniss, was agreed upon. DISCUSSION The Youth Council has requested discussion of the development and implementation of a Youth Master Plan. The Youth Council believes that such a plan can have positive and fir reaching impacts on youth programs and services, and that elements of the plan can be reflective of the City’s Comprehensive Plan. Samples of Youth Master Plans from other cities will be shared at the meeting. The basic components in developing a Youth Master Plan include: ¯Establishing a vision for youth in Palo Alto ¯Conducting a needs assessment ¯Development of an action plan with timelines and costs. A consultant is typically retained as a facilitator to guide participants through the process in the most efficient, productive manner. In addition to Palo Alto youth, it is envisioned that other youth-serving agencies, parents, City staff, and policy makers will participate in the process. CMR: 246:00 Page 1 of 2 The cost of a consultant will depend upon the scope of work and has not been determined at this time. Once the plan is developed, funding will need to be identified for implementation of the action plan components to ensure results, and not just a process, are accomplished. RESOURCE IMPACT Costs for development of a Youth Master Plan are unknown at this time. costs will depend upon actions identified in the plan. Implementation POLICY IMPLICATIONS This recommendation is consistent with City policy.
