HomeMy WebLinkAbout2000-03-27 City Council (17)City of Palo Alto C!tY Man ager’ s Repo rt TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: PUBLIC WORKS 6 DATE:MARCH 27, 2000 CMR: 169:00 SUBJECT:RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR ONE OR MORE SIXTH CYCLE 2000/2003 USED OIL RECYCLING BLOCK GRANTS FROM THE STATE OF CALIFORNIA RECOMMENDATION Staff recommends that Council authorize the City Manager or her designee to approve a resolution authorizing submittal of an application to the California Integrated Waste Management Board in support of the Sixth Cycle 2000/2003 Used Oil Block Grant application. BACKGROUND The Califomia Oil Recycling Enhancemen~ Act authorizes the collection of four cents from oil manufacturers for every quart of lubricating motor oil sold, transferred or imported into California. The Act mandates the California Integrated Waste Management Board to annually provide block grants to local governments for establishing local used oil collection programs that encourage recycling or appropriate disposal of used oil. Block grants are not competitive; therefore, local governments need only to describe how they meet the program’s eligibility requirements and how they intend to spend the funds. Each eligible applicant will be awarded up to $0.32 for each resident ($19,743) w.ith an additional $0.025 per resident ($1,530) to establish oil filter collection and recycling. Matching funds are not required. DISCUSSION The grant funds will be used to support and enhance existing oil recycling, waste disposal programs, and public education programs for oil and oil filter recycling at the Recycling Center, curbside oil and oil filter collection and recycling programs, and public education for all recycling and Household Hazardous Waste programs. RESOURCE IMPACT Funds for recycling and public education programs are included in the FY 1999-00 Refuse Fund Operating Budget. RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AUTHORIZING THE CITY OF PALO ALTO TO APPLY FOR ONE OR MORE SIXTH CYCLE 2000/2003 USED OIL RECYCLING BLOCK GRANTS FROM THE STATE OF CALIFORNIA WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act, which provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application, by cities and counties under the program; and WHEREAS, as an applicant, the City of Palo Alto will enter into an agreement with the State for the implementation of a used oil collection program; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION I. The Council of the City of Palo Alto hereby authorizes the City of Palo Alto to submit applications to the California Integrated Waste Management Board for all available 2000/2003 Used Oil Recycling Block Grants. SECTION 2. The City Manager, or her designee, the Director of Public Works, is hereby authorized and empowered to execute in the name of the City of Palo Al[o all necessary applications, contracts, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application. // // // // // // 0000322 cl 0032317 SECTION 3.
