Interviews of Candidates for the Architectural Review Board and Parks
and Recreation Commission
On Monday, November 2, 2020, City Council selected to interview the following
applicants for the Architectural Review Board (ARB) and the Parks and Recreation
Commission (PARC). The City Council will be scheduled to vote to appoint candidates on
Monday, November 30, 2020.
Architectural Review Board
The two ARB applicants to be interviewed are as follows:
1. Grace Lee (Incumbent)
2. Osma Thompson (Incumbent)
There are two expiring positions (Lee, Thompson) with terms ending December 15,
2023 on the Architectural Review Board.
Parks and Recreation Commission
The five PARC applicants to be interviewed are as follows:
1. Amanda Brown
2. Geoffrey Nicholls
3. Andie Reed
4. Curtis Smolar
5. Brent Yamashita
There is one position (McCauly resignation) with an unexpired term ending December
15, 2022 on the Parks and Recreation Commission.

Background
Architectural Review Board (Municipal Code Section 2.21)
2.21.010 Membership
There is created an Architectural Review Board consisting of five persons appointed by
the City Council, and at least three of whom shall be architects, landscape architects,
building designers or other design professionals. The Architectural Review Board shall
have the powers and duties specified in this chapter, and shall comply with the
procedures specified in this chapter.
2.21.040 Duties
The duty of the Architectural Review Board is to perform all duties required of it by Title
16 (Building Regulations), Title 18 (Zoning), and any other applicable sections of this
code. In addition, the Director of Planning and Development Services and the City
Council may request the opinion of the Architectural Review Board on other
architectural matters.
Parks and Recreation Commission (Municipal Code Section 2.25)
2.25.010 Membership
There is created a Parks and Recreation Commission composed of seven members who
shall be appointed by and shall serve at the pleasure of the City Council, but who shall
not be council members, officers or employees of the city of Palo Alto. Each member of
the commission shall have a demonstrated interest in parks, open space and recreation
matters. All members of the Commission shall at all times be residents of Palo Alto.
2.25.050 Duties
(a) The purpose of the Parks and Recreation Commission shall be to advise the City
Council on matters relating to the activities of the open space, parks and golf division
and the recreation division of the community services department, excluding daily
administrative operations.
(b) The Commission shall have the following duties:
(1) Advise the City Council on planning and policy matters pertaining to:
(A) The goals of and the services provided by the open space, parks and
golf division and the recreation division of the community services
department.
(B) The future delivery of services by the open space, parks and golf
division and the recreation division of the community services department.
(C) The city manager’s recommendations pertaining to the disposition of
major gifts of money, personal property and real property to the city to be
used for open space, parks, golf and recreation activities.

(D) The construction and renovation of capital facilities of the open
space, parks and golf division and the recreation division of the
community services department.
(E) Joint action projects with other public or private parks, open space
and recreation entities.
(2) Review state legislative proposals that may affect the operation of the open
space, parks and golf division and recreation division of the community services
department.
(3) Review the city manager’s proposed budget for capital improvements and
operations relating to the open space, parks and golf division and recreation
division of the community services department, and thereafter forward any
comments to one or more of the applicable committees of the city council.
(4) Provide advice upon such other matters as the city council may from time to
time assign.
(5) Receive community input concerning parks, open space and recreation
activities.
(6) Review and comment on fund-raising efforts on behalf of the open space,
parks and golf division and recreation division of the community services
department.
The Parks and Recreation Commission shall not have the power or authority to cause
the expenditure of city funds or to bind the city to any written or implied contract.

In the mid 1990s I was a primary member of the Bay Area Action
(BAA) project to build a public-private partnership between BAA
and City of Palo Alto to be stewards of the Arastradero Preserve.
Four of us wrote the proposals for the RFEs with the city,
including the initial proposal which was rejected (as offering way
more than was specified in the first RFE), and followed up with
the proposal that was accepted in 1997, that included building the
"modest gateway facility" near the road which is in use today. My
involvement was to bring financial thinking and planning to the
process.

I was a founding member of Bay Area Action in 1990 with Peter
Drekmeier and Owen Byrd and others. I served on its board until
the time that it merged with PCCF and became Acterra. I was
treasurer from 1991 until 2000. I led fundraising, finance, and
retail operations (minor). I developed systems to manage all
fiscal matters. I also volunteered and worked on the Midtown
community garden.
I have worked with Acterra for twenty years, as a Board Member,
Treasurer and member of the executive committee, and as a
volunteer on the finance committee.
My two children went through PAUSD and were avidly involved in
sports. Because of this, from 2006 through 2011 I volunteered with
Palo Alto Little League, as a manager/coach, board member, and
treasurer. Also, both kids played soccer, and I got involved,
first as a volunteer soccer referee with AYSO and have continued
with AYSO, youth club, high school, college, and adult leagues to
this day. From 2006 through 2009 I volunteered on the Ohlone Farm.
I've seen the mixed demands on the land with my time with youth
sports, being a dog owner, and with my enjoyment of hiking and
biking in our nearby open space. This needs to be balanced with the
need to keep the environmental diversity and the ecosystem healthy.
I’m a great fan of the neighborhood parks. The city has done a great
job balancing the needs of everyone, including sports fields, dog
parks, kid structures, tennis, special needs, bathrooms, picnicking,
and even music. I’d like to see this continue to the best degree
possible given the upcoming budget cuts.
The open space areas, Arastradero, Foothills, and Bay Lands, need
special attention to balance the environmental health with the human
impact. One of the best ways to address this is through education.
Visitor centers, docents, speakers, and outreach to schools and
volunteer groups all help reduce the human impact as well as educate
us on best practices.
I have no particular feelings one way or the other about our golf
links.

There have been a number of issues lately that have caught my
attention. In no particular order, I’m interested in how we handle
dogs in parks and how parks and open space can assist with the
city’s Sustainability Climate Action Plan and tree canopies.
I've been aware that for years there have been conversations about
parks available for off-leash dogs. Many residents let their dogs
loose anyways, so I’m glad to hear there’s a pilot program for
off-leash dogs in Ramos Park and would like to be more involved in
it.
I believe that climate change is the number one issue of this
century. Failure to act at every level will have dire
consequences: world, national, state, and local. Fortunately, Palo
Alto leads the way in this area and I’d like to see that continue.
I'm not bringing any specific agenda to the commission. I'm a
thoughtful person and like to look at all sides of an issue before
making decisions. This commission is created by the city council to
advise it on matters that it deems necessary and to take public
input. I think it is better to have people with experience and
thoughtfulness rather than with specific agendas.

Retired (since 2018) CPA; BA, MS: worked in large and regional
public accounting firms, mostly in San Francisco; had my own firm
for last 24 years. Sat on the American Women Society of CPAs
board.
Previously worked for the CA Arts Council and owned a
restaurant/bar in Sacramento.
Worked to build a dog park when I lived in Grass Valley in 2011.
Current involvement in my neighborhood group has drawn me to City
Council, boards and commission meetings, and learning how resident
volunteers participate and can serve the community has been
inspiring.

My husband and I moved here in 2015 (he grew up in Palo Alto) and I have enjoyed
running at Paly and Baylands and the Dish, hiking with a neighborhood group in
the hills, and swimming at Rinconada.
While living in Grass Valley in 2011, I ran a non-profit organization "Dogs Run
Free of Nevada County"; wrote the business plan, accessed funding, worked with
City of GV to find space, designed and worked to build an off-leash dog park,
including setting up volunteers to appear daily and established seasonal work
days.
Organized dance club; hiring space and tango teachers and running lessons and
dances in Grass Valley.
This past year, as a member of Public Access Working Group for Mid-Pen Regional
Open Space District, worked with other stakeholders from La Honda, the coast and
flatlands to reach consensus on where the public can access the mid-portion of
La Honda Creek Preserve. Consultants had previously come up with a plan, but
hadn't engaged the residents and caused major issues. Mid Pen pulled back;
appointed PAWG members dug through historical documents, listened to residents,
and trekked through the preserve to gather data regarding safety, conservation,
and public use priorities.
Peripherally involved with seeing permanent pickleball courts to fruition in
Palo Alto.
Because I am retired and able to spend time volunteering, and I
understand how important it is to have dedicated volunteers in
civic activities, and I have some leadership and technical skills,
and significant interest in the open spaces and parks in this
beautiful city, it is natural for me to gravitate towards outdoors
issues. I understand these things don't happen without community
involvement, and it has been my experience that there is plenty of
interest and skill in the community that can be tapped.
I respect City officials' professional expertise, and also
understand we are charged with implementing the City Council’s
vision. I am willing to put in the time to dig in to understand
all sides of the issues, actively visit sites and go to meetings.
In Grass Valley, there wasn't a Parks dept or a Parks and Rec
commission; therefore, residents had to get creative to get a dog
park built. I appreciate how important it is to have a partnership
with City Council, the City staff, Parks and Recreation Commission
and residents to achieve goals.

I was impressed with the Parks and Rec Commissioners work with
City staff and local volunteers to see pickleball courts go
through the process to becoming permanent. The controversy was
between public courts being lightly used by tennis players versus
becoming heavily used by pickleball players, who had to purchase
their own nets and storage facilities and set them up every day.
The Commission's goal was to allow the most users the rights to
the facilities without unduly limiting any one group, and it took
the combined work of City officials and residents to get it done;
Parks and Rec commissioners and City staff worked with both sides
to get some permanent courts, plus agreements to timing and court
availability for tennis and pickleball to live together on common
courts.
I am interested in how the Foothills Park situation will get
resolved. It’s a delicate balance between allowing anyone the
rights to use the park, and the need to keep this beautiful park
environmentally sound and not overused, while protecting wildlife
and habitat and representing the City of Palo Alto's divided
allegiances. I am impressed with the work the Parks and Rec
Commission has done to put forth a plan to see Palo Alto through a
year pilot period to ascertain the issues and the potential
mitigations by monitoring attendance and determining what
parameters need to be applied. It appears staff levels are short
right now, and they are doing their best to count and observe to
keep track. I have noticed, in hiking around CA in the last 6
months, that the pandemic has had some detrimental impacts in parks
and open spaces; this year may not be a "normal" year for testing,
yet we need to gather data to determine baselines for existing
wildlife and conditions to provide sound readings for the
comparison. The historical numbers provided by staff were very
helpful to understanding where and how far we can go to retain
highest value.
Rinconada Pool gives me some concerns; since COVID, it is difficult
and costly to use the public pool; what oversight exists since this
asset was turned over to a private organization to operate?

As a member of the Palo Alto community who has a son involved in
baseball, I was on the Board of the Palo Alto Little League (PALL) for
4-5 years. While on PALL I dealt with:
1. Planning and policy matters relating to the goals of and the services
provided by PALL;
2. Planning and policy matters relating to the construction and renovaton
of capital facilities for PALL;
3. Reviewing Little League rules and City Codes that may affect the
operation of PALL (including the Cell tower issue); and
4. Working with the community regarding recreation issues.
I am specifically interested in maintaing the amazing parks we have in
Palo Alto for use of children and dogs. It has been my great pleasure to
be a fan and father to a son who has floursished as a result of the
incredible resources in Palo Alto. I believe my experience in
interpreting the law and working with the community as a PALL board

As a resident who has a dog as a member of my family, I have been very
interesed in the issue of off-leash areas and allowing service animals
access to the parks and open spaces. The last issue that I reviewed
regarding this was the Master Plan and the August 2019 Amendmene of the
Park and Open Space Regulations meeting.
I am very interested in maintaining open spaces and providing off-leash
resources for the community.

Outside of serving on the ARB since 2016,and having the role of
Vice Chair for the last term, I've also engaged in moderating
town-halls for an affordable co-op community in San Francisco for
the last two months. Additionally, I've also provided my
architectural services pro-bono to my faith-based organization for
a renovation project on our community center. On top of these
things, I've also provided mentor-ship to budding architects
abroad in the form of reviewing and providing feedback on their
portfolios for their applications to schools in the States through
a time-and-knowledge volunteer program as part of my faith-based

Being a professional architect, I want to keep the pressure on
future projects to develop high-quality, good looking design for
the city of Palo Alto. Also being one of the youngest members on
the board thus far has shown that my perspective is indeed
sometimes quite different from my other fellow board members--I
tend to focus on the details of the facades, putting a huge
emphasis on the material and color choices, as well as the
sustainability measures integrated as part of the design. It is
important to me that the future character of Palo Alto's
architecture-scape is aesthetically pleasing, and integrated with
nature, and not reduced to stock cookie-cutter architecture that
is mostly driven by construction costs.

The Objective Standards study sessions have been of great
interest to me - these standards are what all architects will
look at when they come to design a project in Palo Alto, and
finding a way to encourage good design as well as covering the
necessary requirements to ensure compatibility is a tightrope
walk that is fascinating to develop.
I think on my last application, I wanted to see the ARB push for
more sustainability discussions with our applicants. It's true
that CalGreen is taking care of a lot of the sustainability
measures, and so many do not feel the need to discuss it, but I'd
like to continue pushing for more innovative ways to reduce carbon
emissions that are on top of what CalGreen mandates (how about a
building made entirely of recycled material, that also looks
good?); there is more work to be done on this front. I'd also
like to see applicants involve more conceptual diagrams, design
partis, or larger concepts as part of their application since it
promotes better design. Lastly, I'd like to see the ARB conducted
in a way that focuses on the architecture a little more than the
politics. While these are inherently entwined on some projects,
there have been a number of times where we've approved projects
that we wouldn't have otherwise because of political reasons, and
that is a problem because it does not serve our mandate.

because it has an excellent relationship with the environment that
surrounds it. It connects the living spaces with different parts
of nature that make for a very rich experience. Another one is
the Audain Art Museum in Whistler, BC:

really great because it has a fine detailing element with the wood
slats, as well as a contrast with the exterior. The wood is
designed such that it filters light in a very beautiful way, and
the whole building is suspended off the ground in a gesture that
is very sensitive to the natural elements around it.

In 2005, I first joined the Palo Alto Architectural Review Board. I returned to serve on the ARB in
2019 to complete the last year of a vacancy.
Since graduate school, I have served as a design mentor and teacher for graduate, undergraduate,
and pre-collegiate students.
In recent years, I coordinate workshops and conferences for local non-profit organizations, Project
Invent design engineering and SKYLabo cross cultural student exchanges.
I have enjoyed supporting freshmen and sophomores as a Newcomer Guide/Pre-Major Advisor at
Stanford University.
I also volunteer as a member of Green School, Buildings and Grounds task forces, Round Table
community discussions, and family mentorship committees at my daughters' school.
I have lived in this area for nearly three decades. I first arrived as an undergraduate student, and
now my husband, daughters and I reside in Palo Alto. We enjoy the tree-lined neighborhoods,
commercial districts, parks, and libraries.
I appreciate the collaborative efforts of City staff in concert with the Architectural Review Board,
Historic Resources Board, Planning and Transportation Commission, and City Council during the
entitlement process.
As a community member and former/current ARB member, I know that the ARB findings are
important to uphold to preserve the high quality environment, history, and plan for the future of

in the Ventura neighborhood . It was encouraging to learn that the affordable multi family housing
project for individuals with disabilities was approved unanimously by the Board. Another 50+ unit
that was also located on the El Camino Real corridor comes to mind. I was interested to learn
more about the proposed apartments at the corner of Page Mill Road at 2755 El Camino Real,
near the California Ave Business District. Both of these development projects are located on
challenging sites, especially given the program use and development standards per zoning.
I believe that the ARB review process works best when Board members make an extra effort to
review application materials completely, listen carefully to the public's question and comments, as
well as to fellow ARB members, and try their best to reach consensus in deliberation.
The onboarding process led by planning staff is a critical first step for a new Board member. I
suggest that the City staff and Board Chair be sure to share best practices: the need for careful
review of all application submittal pieces, taking ample time before the meeting to prepare direct
questions for staff and applicant, consider how best to communicate clearly and succinctly in
comments.
I hope that the ARB members continue to collaborate to maintain high quality aesthetic standards,
preserve the character of the environment in Palo Alto, and plan for a sustainablility.

*I was part of the Basic Citizen Police Academy (Class 29), put
on by the Palo Alto Police Department.
*I was part of the 2017 Leadership Palo Alto class, put on by the
Chamber of Commerce.
*I volunteered as a Chamber Ambassador with the Palo Alto Chamber
of Commerce from 2017-19.
*I was part of the PAUSD Renaming Schools Advisory Committee
(RSAC) in 2016 to help determine whether or not to rename any of
the schools in the district. I served as chair of the North
Cluster group of schools.
*I volunteer as a mentor for the PAUSD Advanced Authentic
Research (AAR) program and have served as a mentor for the past
two years and given a presentation to students on the value of
local government as part of this engagement.
In my professional career I have worked with a variety of Parks
and Recreation departments throughout California so have great
familiarity with challenges faced and potential solutions. In
particular, I have supported the development of strategic plans
for parks and recreation depatments for the cities of Pleasanton,
Beverly Hills, and Tracy. I was born and raised in Palo Alto and
have personal experiences at many parks in Palo Alto - learning
to swim at Rinconada, learning to ride my bike at Eleanor Pardee
Park, and admiring the donkeys at Bal Park. I hope to bring my
professional experience, along with my personal knowledge of Palo
Alto, to support the department's mission of providing a diverse
range of programs and activities for the community and
establishing a culture of health and well-being for families and
individuals of all ages.

A recent issue that has come before the Commission that resulted
in a larger conversation about Board/Commission dynamics and
relations to the City Council is the Foothills Park Admission
Policy. I believe the pilot program was well structured and
acknowledged major points of consideration and potential impacts.
While I agree with the notion of being more inclusive of
neighboring communities, the work of the commissions must align
with the priorities and direction of City Council. The push for
work plans is one that represents a best practice in local
government for advisory bodies and something I support. Having
served as a facilitator for board/commissioner training and
conducted research on well-structured handbooks, I welcome
greater transparency in terms of what the City Council expects in
terms of deliverables and advice from the PRC.
I hope to provide valuable input regarding the long-term capital
improvements made in the coming years. I was a beneficiary of
strong, forward-looking judgement that made the parks in Palo Alto
a destination for many and I look forward to the opportunity to
play a small role in doing the same for future generations to
enjoy. I will accomplish this by ensuring that accurate community
outreach, data collection, and program evaluation informs future
decisions. I will also ensure that the investments made are
consistent with the city's desire balance fiscal stability with
the needs and interests of Palo Altans.
