SUBJECT:APPROVAL OF BUDGET AMENDMENT ORDINANCE (BAO) IN THE
AMOUNT OF $43,000 AND AMENDMENT TO CONTRACT NO.
C0117140 WITH ALL CITY MANAGEMENT SERVICES, INC., FOR
ADULT CROSSING GUARD SERVICES
RECOMMENDATION
Staff recommends that Council approve the attached Budget Amendment Ordinance (BAO)
in the amount of $43,000 and the amendment to Contract No. C0117140 with All City
Management Services, Inc. for a total contract amount of $176,000, for adult crossing guard
services.
DISCUSSION
Project Description
In August 1999, the City entered into an agreement with All City Management Services, Inc.
in the amount of $133,000 to provide adult crossing guards at 14 locations. In October 1999,
several meetings were held concerning the safety of children in the area surrounding Jane
Lathrop Stanford, Fairmeadow and Hoover Schools. Alma Street, Middlefield, East Meadow
and East Charleston Roads are major cross streets providing access to these schools. One
suggestion presented at one of the meetings was to provide adult crossing guards at four
additional locations. The locations included the following intersections: Waverley Street and
East Meadow Drive; Middlefield Road and East Meadow Drive; Middlefield Road and
Mayview Street; and Middlefield and East Charleston Roads. After consultation with City
and School District staff, a decision was made by the City Manager at that time to
immediately add the four guards, without the usual evaluation of the pedestrian and vehicle
traffic. The additional guards assist in reducing the number of potential conflicts between
cars and pedestrians/bicyclists and create a safer environment for children to Wialk/ride to

school. Many parents in this area drive their children to school because they do not feel it
is safe for them to cross these intersections. With the addition of these four guards, more
parents will allow their children to walk or ride a bicycle to and from school, thus reducing
vehicle traffic.
The contract with All City Management Services Inc. needs to be increased to cover the four
additional locations. The amendment will augment the existing agreement to cover the cost
of the four positions for a ten-month period of time, including the remainder of the regular
school year and summer school. Staff will evaluate the locations during the spring to
determine if they meet the City’s criteria for crossing guards.
RESOURCE IMPACT
The attached BAO requests an additional appropriation from the Budget Stabilization
Reserve (BSR) of $43,000. These additional funds will cover the remainder of the regular
school year, and summer school. Based upon previous year’s expenditures and the probability
that all of the new crossing guard locations will be staffed this summer, the total amount of
this year’s contract will not exceed $176,000. Ongoing funding will be requested as part of
the Police Department’s 2000-01 Proposed Budget. Pending the evaluation by staff of the
additional locations, the amount of the ongoing expense may change.
Attachment B summarizes the BAO’s approved to date in 1999-00 that impact the General
Fund Budget Stabilization Reserve. This attachment also estimates future year ongoing costs
associated with BAO’s approved to date to provide a projection for the future resource needs
from the General Fund for those programs approved after the adoption of the 1999-00
Budget.

ORDINANCE NO.
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO TO
AMEND THE BUDGET FOR THE FISCAL YEAR 1999-00 TO PROVIDE
AN ADDITIONAL APPROPRIATION OF $43,000 FOR ADDITIONAL
ADULT CROSSING GUARD SERVICES
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June 28,
1999 did adopt a budget for fiscal year 1999-00; and
WHEREAS, the need was identified in October 1999 for crossing
guards in the area surrounding Jane Lathrop Stanford, Fairmeadow and
Hoover Schools; and
WHEREAS, to address this need the City added four crossing
guards to locations in this area; and
WHEREAS, the cost of adding the four additional crossing guard
stations is $43,000, which will be added to the existing contract
with All City Management Services, Inc. for crossing guard services,
bringing the total contract amount to $176,000; and
WHEREAS, the additional appropriation of $43,000 will come
from the General Fund Budget Stabilization Reserve (BSR). Future
year ongoing costs will be included as part of the 2000-01 Police
Department Proposed Budget.
WHEREAS, City Council authorization is needed to amend the
1999-00 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION i. The sum of Forty Three Thousand Dollars ($43,000)
is appropriated to the Traffic Services Functional Area in the
Police Department.
SECTION 2. This transaction will reduce the General Fund
Budget Stabilization Reserve from $20,532,908 to $20,489,908.
SECTION 5. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 6. The Council of the City of Palo Alto hereby finds
that this is not a project under the California Environmental
Quality Act and, therefore, no environmenta! impact assessment is
necessary.
SECTION 7. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.

SERVICES
THIS AMENDMENT NO. ONE TO AGREEMENT BETWEEN THE CITY OF
PALO ALTO AND ALL CITY MANAGEMENT SERVICES, INC.FOR SCHOOL
CROSSING GUARD SERVICES is made and entered into this dayof
March, 2000, by and between the CITY OF PALO ALTO,a municipal
corporation of California, hereinafter referred to as"CITY," and
ALL CITY MANAGEMENT SERVICES, INC., a Californiacorporation,
hereinafter referred to as "CONTRACTOR".
RECITALS:
I. On August 2, 1999, CITY entered into an agreement for
school crossing guard services with CONTRACTOR.
2. CITY now desires to increase the maximum compensation
authorized under that agreement to reflect an enlargement of the
number of school crossing guard~ required by CITY to be provided by
CONTRACTOR.
NOW, THEREFORE, section 3.2 of the agreement identified
hereinabove is amended to read as follows:
"3.2 Total compensation provided by CITY
to CONTRACTOR shall not exceed the amount of
One Hundred Seventy Six Thousand Dollars
($176,000’.00) during the initial term of this
Agreement and shall not exceed that same
amount in any additional year extension of
this Agreement provided for herein without
amendment of this Agreement. In the event
that total compensation reaches this limit
during the term of this Agreement, CONTRACTOR
shall cease performance under this Agreement
unless and until compensation is augmented by
amendment of this Agreement."

Except as expressly amended herein, all other terms and
conditions of the agreement shall remain in full force and
effectiveness.
