HomeMy WebLinkAbout2000-03-20 City Council (17)City of Palo Alto C ty Manager’s Repor TO: FROM: DATE: HONORABLE CITY COUNCIL CITY MANAGER MARCH 20, 2000 DEPARTMENT: CMR:174:00 POLICE 7 SUBJECT:APPROVAL OF RESOLUTION AUTHORIZING CITY OF PALO ALTO’S JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT FUNDS TO SANTA CLARA COUNTY RECOMMENDATION Staff recommends that the Council approve the attached resolution that waives the City of Palo Alto’s fight to Juvenile Accountability Incentive Block Grant (JAIBG) funds and authorizes the funds to be awarded to the Santa Clara County Juvenile Probation Department. BACKGROUND Recently, the State Office of Criminal Justice Planning (OCJP) distributed requests for proposals for the JAIBG that it administers. Under the grant guidelines, either individual agencies or regional coalitions may submit applications. Specific funding allocations are made to agencies based upon a weighted formula of law enforcement expenditures and the average annual number of Uniform Crime Report Part I violent crimes for the last three calendar years. The funds of individual agencies that do not directly apply for individual grants revert to the State unless the local agencies formally request that the funds be diverted to larger agencies or a regional-coalition. Qualifying agencies must waive their rights to direct grant awards and request that the funds to awarded to, and expended for, the benefit of larger agencies or regional coalitions. DISCUSSION Police Department staff reviewed the programs that were eligible for funding and determined that Palo Alto could meet only one of the 12 program requirements. As a result, a decision was made not to directly apply for the grant funds. However, the Santa Clara County Juvenile CMR:174:00 Page 1 of 3 Probation Department (SCCJPD) has requested that those cities in the County who do not plan on applying for t,heir grant allocation authorize the funds be awarded to the SCCJPD. Several eligible cities in the County, including Gilroy, Campbell, San Jose, Milpitas, Mountain View and Morgan Hill, are waiving their fight to their allocated grant funds and will request the funds be awarded to SCCJPD. Representatives from SCCJPD have indicated that the grant funds would be used for juvenile crime mapping and truancy abatement programs that would be implemented Countywide. The truancy abatement program will provide the ability for SCCJDP and the District Attomey’s Office to track those juveniles who have been identified as truants and their parents. Currently, it is not uncommon for parents to move or transfer their children to another district in order to avoid being held accountable for their children’s truancy. Grant funds will allow the development of a database that consists of all school district information in the County. The Santa Clara District Attorney’s Office has embarked on a project that eventually would provide the mapping of all crimes committed in the County. There will be three maps: all crimes, crimes committed by juveniles, and crimes committed by adults. The information will be used to track Countywide trends, assist in decision making on allocation of resources, and aid in regional community policing efforts. The grant funds will cover the preliminary work needed for the development of the juvenile mapping program. RESOURCE IMPACT Palo Alto’s allocation of.JAIB grant funds in the amount of $19,687 would be released for expenditure by SCCJPD. POLICY IMPLICATIONS This request is consistent with existing City policies and Policy G-7 and G-9 of the Comprehensive Plan. RESOLUTION DECLINING THE CITY OF PALO ALTO’S SUBGRANT ENTITLEMENT UNDER THE JUVENILE ACCOUNTABILITY INCENTIVE PROGRAMAND AUTHORIZING REDISTRIBUTION OF’THAT ENTITLEMENT TO SANTA CLARA COUNTY FOR MUTUALLY BENEFICIAL JUVENILE CRIME ENFORCEMENT PROGRAMS WHEREAS, the City of Pal0 Alto is entitled to apply for subgrant funds made available through the Juvenile Accountability Incentive Block Grant (JAIBG) Program administered by the Office of Criminal Justice Planning (hereafter referred to as OCJP); and, WHEREAS, ~he City of Palo Alto cannot subgrant entitlements because it does not qualification standards under the program; and, utilize those meet all the WHEREAS, any subgrant entitlements revert to the State of California if they are not utilized within the fiscal year and are not declined in favor of larger governmental agencies or regional agencies; and, WHEREAS, the Council of the City of Palo Alto desires to decline its entitlement and authorize its redistribution to the County of Santa Clara for inclusion in its application for funding of mutually beneficial juvenile crime enforcement programs supervised by the Juvenile Probation Department;~ NOW, THEREFORE, BE IT RESOLVED: SECTION io The City of Palo Alto hereby declines its right to its entire direct subgrant award under the Juvenile Accountability Incentive Block Grant Program for fiscal year 1999- 2000 and authorizes the funds to be redistributed in support of the application of santa Clara County for juvenile crime enforcement programs for the mutual benefit of both units of local government. // // // 000314 cl 0044003 SECTION 2.
