REPORT IN BRIEF
Staff will provide an update at the meeting on the outreach process to the community on
the needs for major renovations and expansions to current infrastructure, called
"CityWorks 2." Representatives from our polling firm will also present results of the
recent community survey. The City’s advisor in this "pre-campaigr," period will be
available to answer Council questions as well.
DISCUSSION
Attached is the report on the voter survey conducted by Evans McDonough, as well as
the detail of responses to the actual questions. Staff would propose the following for the
Council’s discussion:

TIMELINE
Assuming that the City continues to work toward putting a bond measure on the
November 2002 ballot, the tentative schedule for the outreach efforts is shown below:

After the first of the year, staff proposes to take the video of the dialogues and the results
of the first survey "on the road." Staff is requesting that Council Members take an active
role in these presentations. Attachment 2 includes a list of these civic organizations.
Subsequent to the Council meeting, staff is asking Council Members and Council
Members Elect to identify for the City Manager which groups they would like to address.
Staffhas just received the results of the survey conducted by Libraries Now and the
Friends of the Library. Consequently, the results are attached as Attachment 3.

Survey Results
METHODOLOGY AND OBJECTIVES
The following memorandum highlights the results of the recently completed telephone survey of 600
randomly selected likely voters in Palo Alto. The interviewing was conducted November 9-14, 2001.
Respondents were interviewed by trained, professional interviewers. The margin of error in a survey
of this type is + 4.0.
Theobjectives of this survey were to:
1) assess voter awareness of City infrastructure needs;
2) understand voter attitudes and opinions with regard to repairing and renovating City facilities;
3) gauge the comparative importance of proposed projects; and,
4) gain an initial understanding of tolerance for voter-approved funding options such as a bond
measure.
A second survey, expected to be conducted in April, 2002, will more specifically test various voter-
approved funding options. That survey would likely include questions to determine appropriate ballot
language, tax levels and timing of such measures. It will also be designed to assist the City in
preparing public information and education regarding the these possible measures.
KEY FINDINGS
Respondents are happy with the direction of the City and the overall
quality of City services.
Most people (70%) believe that Palo Alto is "headed in the right direction," with only 14%
believing that the City is "off on the wrong track." While these numbers are heartening in this
poor economic environment, they may be inflated somewhat due to increased patriotism in the
aftermath of September 11th.
Overall, voters are very satisfied with the quality of City services, with 85% rating them as
"excellent" or "good." The quality of police and err~ergency services is rated equally as strong,
with 86% "excellent/good."
On specific programs and services, Palo Alto receives strong ratings. 67% rate the availability of
activities for children as excellent/good, 64% rate the availability of arts programs, and 61% rate
the overall quality of the libraries in this manner.
Most voters are unaware of the need for improvements to many City
facilities.
When asked to rate the condition of a number of City buildings and facilities, most respondents
believe either that they are in excellent/good condition or they do not know. Awareness of
structural problems is evident at the libraries only, where 47% of respondents report the
condition as "only fair/poor." 42% are regular users of the main library, def’med as having
visited within the past week or month, vs. 23% who are regular users of the Art Center.

III.City voters are aware of and are concerned about the condition of the
storm drains.
The most important proposed project to voters is to "improve the City storm drain system to
meet local and state environmental standards for water runoff and protection of the surrounding
environment," which is rated by 57% as very important. When asked to rate the importance of
repairs and renovations to specific City facilities, storm drains is rated as very important by 45%.

The condition of storm drains is ranked only above "traffic and congestion" as the worst of the
City services. 52% rate the condition of storm drains as "only fair/poor."
Fixing City facilities is not unimportant to the community, but few rate
it as "very important."
The low awareness of the need for improvements to City infmsmacture clearly contributes to
respondents’ belief that repairing such facilities is not very important. None of the buildings proposed
for renovations is rated as "very important" (6-7 on a 7 point scale of importance) by a majority of
respondents. The most highly rated, the emergency/911 dispatch center and storm drain system, are
rated as very important by 46% and 45% respectively.

Wo Issues of safety and children’s programs have more appeal than
arguments relating to the need for state-of-the art facilities.
Voters in Palo Alto appear more willing to support projects that are of a practical nature, i.e., those
that aim to make necessary structural improvements such as repairing roofs, retrofitting, improving
ventilation systems, etc. They are less willing to support projects that are designed to create state-of-
the-art facilities. In fact, 36% disagree that the Palo Alto community needs state-of-the-art

Proposed projects that seem to appeal most to voters are those that emphasize safety and needed
stluctuml renovations. For example, 54% of voters believe that upgrading the roof, plumbing,
electrical capacity, and lighting of the Children’s Library is very important (6-7 on a 7 point scale of
importance). Similarly, 54% believe that making safety upgrades to the Police Building and
emergency operations center is very important. Additionally, 89% agree with the statement, "It is
important for Palo Alto to provide city sponsored, hands-on educational activities and programs for
children."
The majority of voters are willing to raise taxes to pay for renovations
to Palo Alto City facilities, but almost one-third is opposed to tax
increases on principle.
Without any information on the proposed projects, a majority of voters in Palo Alto (55%) are
willing to raise taxes to pay for renovations to City facilities. When given information on the
projects, this percentage rises slightly to 61%.
However, there is a core group of about one-third of voters who oppose tax increases, regardless
of the projects at issue. These voters are more likely to disagree with the statement, "I trust the
City of Palo Alto to make good decisions with regard to how it spends my tax dollars," and are
more likely to agree with the statement, "I am opposed to raising taxes to pay for improvements
to City infrastructure."

RECOMMENDATIONS
Since voters lack awareness of City infrastructure needs, a public information campaign
outlining the necessary improvements is suggested.
Public information efforts should focus on the basic infrastructure needs of the facilities,
highlighting safety and structural issues.
Recognizing that approval of a tax measure by two-thirds of the electorate will be
difficult, the City and the supporters of the arts and libraries should work to minimize the
funds needed from taxpayers.
With a likely high turnout in November 2002, the City should view that election as a
good target for an arts and libraries bond measure.
Renovations to emergency services facilities are important to voters, but a bond may be
difficult to pass on the same ballot with another City measure. The City will need to
address the issue of funding these improvements before placing any other measures, such
as the arts/libraries bond, on the ballot.
Recognizing the public’s concern about storm drains, the City should return to property
owners/voters with a fee increase or some other funding solution to rehabilitate Palo
Alto’s storm drain system.
