PALO ALTO PUBLIC LIBRARY FOR CHILDREN’S, MAIN AND MITCHELL PARK LIBRARIES BUILDING PLANNING PROCESS AND FOR ADDITIONS TO THE LIBRARY COLLECTION This is an informational report and no Council action is required. BACKGROUND For years, the Friends of the Palo Alto Library (Friends) has contributed significant direct financial support to library programs, furniture, equipment and collection needs (see Attachment A). Last year, the City Council accepted a grant in the amount of $59,000 for support of library collections. DISCUSSION The Friends has budgeted $192,508 to support Library Services in 2001/02. Of this amount, the Friends’ Bo~zd has voted $1~6.0,.0" . "~ to be given directly to the City. $100.000 is designated for architectural¯,~onceptua~ designs for Children’s, Main and Mitchell Park libraries. These funds offset $100,000 of the City Capital Improvement Project budget of $400,000 to enable completion of substantial library building planning work this fiscal year. The Friends’ Board has also recommended that $36,020 of donor gifts to the Library Lovers Fund be granted to the City and added to the Library Services budget. One substantial gift is $11,020 for purchase of books on tape from Lee and Helen Cronbach. Staff will handle ordering and payment for these purchases. In addition to the above direct gifts to the City, the Friends will administer special gifts, which total $56,488, in " further support of library programs. These contributions will be used for: ¯Special children’s programs held throughout the year at Children’s, College Terrace, Mitchell Park and Terman Park libraries ¯Paperback books as a gift of reading to participants in the Summer Reading Program ¯Multicultural performances for all ages on the lawns and patios of all libraries in the spring ¯Continued support for the successful pilot homework help program for middle school students at the Mitchell Park branch CMR: 419:01 Page 1 of 3 Development of two new pilot programs: literature based senior care kits for family and caregivers’ use with older adults; and, a books-by-mail program Purchases of two major multi-volumed reference resources at Main Library. RESOURCE IMPACT The Friends’ gifts will supplement the Library Services operating budget and no future year General Fund ongoing costs are anticipated. The workload to select, order, catalog and process the new collections for circulation will be handled by library staff and will not adversely affect achievement of impact measures. In the past, staff has prepared a separate Budget Amendment Ordinance to accept this type of gift and authorize expenditures. This year, staff will incorporate the $136,020 gift and expenditure in the mid-year budget adjustment report. $100,000 will be appropriated to Capital Improvement Project 10204, Library Master Plan, and the remaining $36,020 will be appropriated to the Library’s operating budget. The Friends will present a check for $61,020 to the Council on November 13, 2001 and provide the remaining $75,000 in gift funds via three $25,000 checks, payable to the City, approximately quarterly and prior to the close of fiscal year 2001/02. This will allow the Friends to use current income receipts instead of drawing upon its invested accounts. POLICY IMPLICATIONS This gift is consistent with the City’s gift policy. All contributions of $25 or more insure the purchase of one new item with a gift plate inside. Previous names of the fund are Library Centennial Fund and Collections Fund.
