PUBLIC COMMENT Members of the public may speak to agendized items; up to three minutes per speaker, to be determined by the presiding officer. If you wish to address the Council on any issue that is on this agenda, please complete a speaker
request card located on the table at the entrance to the Council Chambers, and deliver it to the City Clerk prior to discussion of the item. You are not required to give your name on the speaker card in order to speak to the Council, but it is very helpful. TIME ESTIMATES Time estimates are provided as part of the Council's effort to manage its time at Council meetings. Listed times are estimates only and are subject to change at any time, including while the meeting is in progress. The Council
reserves the right to use more or less time on any item, to change the order of items and/or to continue items to another meeting. Particular items may be heard before or after the time estimated on the agenda. This may occur in order to best manage the time at a meeting or to adapt to the participation of the public. To ensure participation in a particular item, we suggest arriving at the beginning of the meeting and remaining until the item

Applicants and/or appellants may have up to ten minutes at the outset of the public discussion to make their remarks and up to three minutes for concluding remarks after other members of the public have spoken.

Adoption of a Resolution of the City Council Expressing Appreciation
for Outstanding Public Service to Karen Holman as Mayor

Resolution
Whereas, Karen Holman served as Mayor of the City of Palo Alto from January 5, 2015 through January 4,
2016; and
Whereas, Karen Holman provided effective regional and city-wide leadership on issues facing the City of Palo
Alto, focusing on the City’s land use and environmental policies through regional groups as well as improving outreach to
businesses and neighborhoods; and
Whereas, Karen Holman coordinated work with City Staff and represented the City on countless occasions
throughout the year; and
Whereas, Karen Holman was instrumental in initiating and successfully implementing the City Council’s 2015
Priority of Healthy City, Healthy Community, including convening and chairing a Citizens Advisory Committee to draft a
Healthy City, Healthy Community Resolution; and
Whereas, Karen Holman, during her term as Mayor, was a strong advocate for small business and retail
preservation throughout the City, working hard to retain and promote a vital retail sector throughout the City; Karen
conceived of and initiated the “Meet the Street” event strengthening a sense of community between local downtown
merchants and the public for an evening of food, fashion and music; and
Whereas, Karen Holman was a strong and continuing advocate for historic preservation and the Palo Alto
History Museum; and
Whereas, Karen Holman initiated a moving tribute to Palo Alto Veterans in observance of Veterans Day, and
Karen improved the May Fête Parade, an important Palo Alto tradition, by moving the parade route to provide for more
intergenerational inclusion; and
Whereas, Karen Holman led the Our Palo Alto: The Summit events and worked to initiate the Comprehensive
Plan Update Citizens Advisory Committee; and
Whereas, Karen Holman promoted Palo Alto Perry, Goodwill Ambassador based on the original Palo Alto Perry
(Pericles), the Barron Park donkey and model for Donkey in Shrek, to the Palo Alto Community forging a new Palo Alto
icon to celebrate the whimsical and softer side of Palo Alto; and
Whereas, Karen Holman encouraged citizen input to City governance in a variety of formats throughout the
year, spent time with community leaders and citizens to understand their positions and include such views in Council
deliberations.
Now, Therefore Be It Resolved that the Council of the City of Palo Alto hereby gratefully records
its sincere thanks and appreciation to Karen Holman for meritorious service rendered and contributions made during her
term as Mayor.
