WITH ROSS/DRULIS ARCHITECTS AND PLANNERS IN THE
AMOUNT OF $380,000 FOR CONCEPTUAL DESIGN OF CIVIC
CENTER EXPANSION ALTERNATIVES FOR THE PUBLIC
SAFETY BUILDING, CIP PROJECT 19820
RECOMMENDATIONS
Staff recommends that the City Council:
1.Approve the attached scope of services for the contract with Ross/Drulis
Architects and Planners (RDA) for additional tasks;
Approve and authorize the Mayor to execute the contract amendment in the
amount of $380,000 for the Public Safety Building Project, Conceptual Design
Phase, CIP Project 19820.
o Authorize the City Manager or his designee to negotiate and execute one or mort
change orders to the contract with Ross/Drulis Architects and Planners for related,
additional but unforeseen work which may develop during the project, the total
value of which shall not exceed $20,000.
BACKGROUND
From June 1998 to July 2001, RDA completed Phase 1, Project Development, for a
Public Safety Building Project. This phase included extensive public outreach, selection
of a short list of four potential sites, preliminary environmental assessments, economic
analysis of the four sites, a split facility study, building diagrams and development of an
architectural program. Following Council’s direction to reduce the cost and size of the
project, a split facility study was performed and the consultant evaluated the removal of
Fire Administration from the architectural program. This resulted in the June 2000
Project Definition Document that includes cost estimates, a split facility study,
conceptual diagrams and a summary matrix of the four potential sites (El Camino/Page
Mill, Park Boulevard/Page Mill, California Avenue and Civic Center). The Project
Definition Document recommends that the operationally preferred alternative is the
combined Police Department, dispatch and Emergency Operations Facility.

In July 2000, Council approved staff’s request for RDA to continue the evaluation and
analyses to reduce the size and cost of the project. RDA performed a preliminary review
of a stand-alone public safety building on the Palo Alto Downtown Library site on Forest
Avenue. The Downtown Library site has been eliminated from further consideration due
to its small size and negative neighborhood impacts.
Since the Civic Center site is centrally located, has greater community support and is a
City-owned property, Council decided to concentrate on the Public Safety building
expansion and modernization at the Civic Center site. The building size at the Civic
Center site was reduced from approximately 52,790 square feet to 49,000 square feet
excluding parking and property/evidence warehouse storage area for bikes and bulk
property/evidence items. In July 2001, Council directed staff to proceed with Phase 2,
Conceptual Design, of the expansion!modernization of the Public Safety building at the
Civic Center site.
DISCUSSION
The work to be performed under the contract amendment will provide conceptual design
services for the Public Safety building and include a 9-1-1 Emergency Dispatch Center
and Emergency Operations Center for the Civic Center site. Four scenarios will be
evaluated for the Civic Center site. As noted in CMR:291:01, this phase will address
issues such as additional staffing costs associated with off-site property/evidence storage
space, space shortfalls, and parking and temporary relocation resulting from the
expansion and modernization, of the current site (Attachment A). Scenarios will be
reduced to two options and will be presented to the Architectural Review Board and City
Council early next year. After a preferred option is selected, the conceptual design will
be developed and presented to the Planning Commission and City Council in Spring
2002.
The project includes public art and incorporation of green building elements. RDA will
work with staff and coordinate with the Public Arts Commission in developing art
concepts. The green building elements provide opportunities for sustainable design
promoting:
¯low energy consumption, daylighting and reduction in associated life-cycle costs
¯use of replenishable and/or undepletable sources, including wind, sun, wood from
sustainable forests, etc.
¯reduced embodied energy hidden in the manufacture and transportation of building
materials
¯recycling, both through the use of recycled materials, and through using materials that
themselves can be recycled in the future
¯flexibility and adaptability to increase the useful life of the building
¯healthy and uplifting working environments for employees and visitors

The project will also include sustainable building strategies using the Leadership in
Energy and Environmental Design (LEED) Rating System, a green building rating
system, as a tool to develop the green building priority matrix to aid in research and
material selection.
Pending Council direction, RDA would complete the following specific tasks for this
project:

RESOURCE IMPACT
Funds in the amount of $400,000 are included in the FY 2001-2002 Capital Improvement
Project budget to cover the costs associated with this phase of the project. This amount
includes a 5 percent contingency factor.
POLICY IMPLICATIONS
This request is consistent with prior Council direction.
ENVIRONMENTAL REVIEW
This project is subject to the requirements of the California Environmental Quality Act
(CEQA). An "Initial Study" will be completed during this conceptual design phase.

FOR CONSULTING SERVICES
This Amendment No. 3 (the "Amendment") to Contract
No. C9102718 (the "Contract") is entered into
by and between the City of Palo Alto, a chartered city and a
municipal corporation of the State of California ("CITY"), and
Ross/Drulis Architects & Planners, a California corporation,
located at 190 West Napa Street, Sonoma,California,95476("CONSULTANT").
RECITALS:
WHEREAS, on June 8, 1998, the parties entered into the
Contract for the provision of professiona! consultant services
for the Public Safety Building, Phase I, Project Development as
described therein;
WHEREAS, on May 24, 1999, the parties entered into
that certaih amendment entitled "Amendment No. 1 to Contract No.
C9102718 between the City of Palo Alto and Ross/Drulis
Architects & Planners for Consulting Services" ("Amendment No.
1") to amend the Contract to provide for professiona! consultant
services for the Public Safety Building, Phase i, by adding a
Project Deve!opment Split Facility Study, a Fisca! Impact
Analysis, and additional Public Outreach and Community Process
Meeting services as described therein;
WHEREAS, on July 17, 2000, the parties entered into
that certain amendment entitled "Amendment No. 2 to Contract No.
C9102718 between the City of Palo Alto and Ross/Drulis
Architects & Planners for Consulting Services" ("Amendment No.
2") to further amend the Contract to provide for professional
consultant services for the Public Safety Building, Phase I, by
adding a Project Deve!opment Architectura! Program Reduction
Study, a Downtown Library Site Analysis, conceptua! design
services,and additional Public Outreach and Community Process
Meeting services as described therein;
WHEREAS, the CITY desires CONSULTANT to prepare
Conceptua! Design plans and cost estimation for the renovation
and expansion of the existing Police Department Building at the
Civic Center site, complete the environmenta! documentation
required by the California Environmenta! Quality Act, provide
green building and public art programming, provide architectura!

programming and coordination services to develop four
preliminary plan schemes and one conceptual design, and
undertake additional public process meeting services as further
described in Exhibit "~’ to this Amendment; and
WHEREAS, the parties wish to amend the Contract to
provide for the additional services;
NOW, THEREFORE, in consideration of the covenants,
terms, conditions, and provisiohs of this Amendment, the parties
agree:
SECTION I.The first sentence of Section 5.1.1 of
the Contract is hereby amended to read as follows:
"In consideration of the full performance of the
Basic Services, including any authorized
reimbursable expenses, City will pay CONSULTANT a
fee not to exceed Seven Hundred Seventy Seven
Thousand Nine Hundred Ninety-Eight Dollars
($777,998)."
SECTION 2.Exhibit "~’of the Contract is amended
by adding the services listed in Exhibit "~’ of the Amendment to
the services listed in Exhibit ~’~’ of the Contract.
SECTION 3.Exhibit ’~B" entitled ’~Fee Schedule" of
the Amendment shall replace Exhibit "B", entitled ~City of Palo
