4. What is it about the Utilities Advisory Commission that interests you? What qualities, experience and expertise
would you bring to the Utilities Advisory Commission?
I have had a long career in industry, government, and academia in which one of my primary activities has
been the evaluation of new technology in order to assess its potential to improve, in a cost effective way,
the quality of personal and public life. That has involved interaction with operations managers, vendors and
the public. A few examples of the relevant areas (both system and component as partially described in the
attached resume) in which I have had specific experience and responsibility:
-solar cells
-electric vehicles
-fiber optics
-circuit breaker technology
-modeling studies of complicated systems

5. How would you see your role as board member when recommending policy and working with the Council?
I would provide specific expertise is some areas (both as a result of past work and
on-going study) and also playa major role in the systematic analysis of the financial,
environmental and other implications of various options.
6. What are the current issues facing the Utilities Advisory Commission?
A reading of the available on-line documents leads to some preliminary thoughts, but a much deeper study would be necessary before I
would feel sure of the following:
The Long-term Electric Acquisition Plan is an impressive document and there seems to have been very substantial progress made in its
implementation. A number of the remaining tasks require careful monitoring, e.g. progress on electric efficiency and greenhouse gas
control. In addition, tracking of technology advances may lead to additional tasks.
Revisiting the Gas Utility Long-term Plan would also seem to be in order. Particular attention might be paid to major changes in the
sources and price of available gas supplies and recently emerging safety concerns.
The fiber optics communications world (both technical and business) is also changing rapidly. An ongoing reexamination of alternate
approaches to providing high speed links to the city's population is necessary.
Finally, cost/benefit analyses of measures to encourage energy efficiency are also necessary in light of market and technology changes.
7. If appointed, what specific goals would you like to see the Utilities Advisory Commission achieve?
See my answer immediately above. A much deeper immersion in what's underway
would be required to be specific. However, my guiding principle would be to attempt
to have the Palo Alto Utilities act in a manner which is cost effective with the
understanding that the external costs to the environment must be considered as well
as some attention to the city's potential ability to affect the broader national program
by example.

6254.21. (a) No state or local agency shall post the home address or telephone number of any elected or appointed official
on the Internet without first obtaining the written permission of that individual.
(b) No person shall knowingly post the home address or telephone number of any elected or appointed official, or of the
official's residing spouse or child, on the Internet knowing that person is an elected or appointed official and intending to
cause imminent great bodily harm that is likely to occur or threatening to cause imminent great bodily harm to that
individual. A violation of this subdivision
is a misdemeanor. A violation of this subdivision that leads to the bodily injury of the official, or his or her residing spouse or
child, is a misdemeanor or a felony.
(c) (1) (A) No person, business, or association shall publicly post or publicly display on the Internet the home address or
telephone number of any elected or appointed official if that official has made a written demand of that person, business, or
association to not disclose his or her home address or telephone
number.
(8) A written demand made under this paragraph by a state constitutional officer, a mayor, or a Member of the Legislature,
a city counCil, or a board of supervisors shall include a statement describing a threat or fear for the safety of that official or of
any person residing at the official's home address.
(C) A written demand made under this paragraph by anelected official shall be effective for four years, regardless of
whether or not the official's term has expired prior to the end of the four-year period.
(D) (i) A person, business, or association that receives the written demand of an elected or appOinted official pursuant to
this paragraph shall remove the official's home address or telephone number from public display on the Internet, including
information provided to cellular telephone applications, within 48 hours of delivery of the written demand, and shall continue
to ensure that this information is not reposted on the same Internet Web site, subsidiary site, or any other Internet Web site
maintained by the recipient of the written demand.
(ii) After receiving the elected or appOinted official's written demand, the person, business, or association shall not transfer
the appOinted or elected official's home address or telephone number to any other person, business, or association through
any other medium.
(iii) Clause (ii) shall not be deemed to prohibit a telephone corporation, as defined in Section 234 of the Public Utilities
Code, or its affiliate, from transferring the elected or appointed offiCial's home address or telephone number to any person,
business, or association, if the transfer is authorized by federal or state law, regulation, order, or tariff, or necessary in the
event of an emergency, or to collect a debt owed by the elected or appOinted official to the telephone corporation or its
affiliate.
(E) For purposes of this paragraph, "publicly post" or "publicly display" means to intentionally communicate or otherwise
make available to the general public.
(2) An offiCial whose home address or telephone number is made public as a result of a violation of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation
has
occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A
fine not exceeding one thousand dollars ($1,000) may be imposed for a violation of the court's order for an injunction or
declarative relief obtained pursuant to this paragraph.
(3) An elected or appOinted official may deSignate in writing the official's employer, a related governmental entity, or any
voluntary professional association of similar officials to act, on behalf of that official, as that official's agent with regard to
making a written demand pursuant to this section. A written demand made by an agent pursuant to this paragraph shall
include a statement describing a threat or fear for the safety of that offiCial or of any person residing at the official's home
address.
(d) (1) No person, buSiness, or association shall solicit, sell, or trade on the Internet the home address or telephone
number of an elected or appOinted official with the intent to cause imminent great bodily harm to the official or to any person
residing at the official's home address.
(2) NotWithstanding any other law, an official whose home address or telephone number is solicited, sold, or traded in
violation of paragraph (1) may bring an action in any court of competent jurisdiction. If a jury or court finds that a violation
has occurred, it shall award damages to that official in an amount up to a maximum of three times the actual damages but in
no case less than four
thousand dollars ($4,000).
(e) An interactive computer service or access software prOVider, as defined in Section 230(f) of Title 47 of the United States
Code, shall not be liable under this section unless the service or provider intends to abet or cause imminent great bodily harm
that is likely to occur or threatens to cause imminent great bodily harm to an
elected or appOinted official.
(f) For purposes of this section, "elected or appOinted official" includes, but is not limited to, all of the following:
(1) State constitutional officers, 2) Members of the Legislature, (3) Judges and court commissioners, (4) District attorneys,
(5) PubliC defenders, (6) Members of a city counCil, (7) Members of a board of supervisors, (8) Appointees of the Governor,
(9) AppOintees of the Legislature, (10) Mayors, (11) City attorneys, (12) Police chiefs and sheriffs, (13) A public safety
official, as defined in Section 6254.24, (14) State administrative law judges, (15) Federal judges and federal defenders, (16)
Members of the United States Congress and appOintees of the President.
(g) Nothing in this section is intended to preclude punishment instead under Sections 69, 76, or 422 of the Penal Code, or
any other provision of law.

NOTICE IS HEREBY GIVEN that the City Council is seeking applications for the
Utilities Advisory Commission from persons interested in serving in one of two
terms ending on July 30, 2016.
Eligibility Requirements: The Utilities Advisory Commission is composed of
seven members who serve without pay. The Utilities Advisory Commission shall
not be Council Members, officers, or employees of the City. Each of the
Commission members shall be a utility customer or the authorized
representative of a utility customer. Six members of the Commission shall at all
times be residents of the City. Regular meetings are at 7:00 p.m. on the first
Wednesday of each month.
Duties: The Utilities Advisory Commission shall provide advice on acquisition
and development of electric, gas and water resources; joint action projects with
other public or private entities which involve electric, gas or water resources;
environmental implications of electric, gas or water utility projects, conservation
and demand management.

Deadline for receipt of applications in the City Clerk's Office is 5:30 pm on May

3. Describe your involvement in community activities, volunteer and civic organizations.
I am passionate about contributing to our community. Our family moved back to Palo
Alto in 2005 after moving to southern California to start a camp for chronically ill
children with Paul Newman called the Painted Turtle. Since then I've been involved in
activities that enrich the life of my wife, son (Chris, now age 8) as well as our neighbors
and fellow Palo Altans -also because they bring me joy, too. My interests revolve
around my family and friends, community, country (served as an officer in the US
Marine Corps 1992-2001) and faith. Locally, my focus is on education and the
environment. Here are some of the activities:
• Palo Alto little league -assistant coach
• YMCA basketball coach (2009-2010)
• Palo Alto Unified School District bond proposal, Measure A -member of the
"Strong Schools for a Strong Community" campaign group
• Palo Alto Council of PTAs -several volunteer roles: Executive Vice President
2007-2008 school year; Directory 2008-2009,2009-2010 and 2010-2011
• Escondido PTA -Traffic Safety (2007-2008)
• Canopy - a volunteer, planting leader, board member, Treasurer
• Mid-Peninsula Interfaith Convocation on Climate Action -attendee (2007)
• Acterra's Be The Change environmental leadership program -graduate of
BTC2 (2007-2008)
• Sierra Club Lorna Prieta chapter -member
• EPA Charter School fruit tree planting -coordinator
• College Terrace Residents Association nominating committee, 2008

4. What is it about the Utilities AdviSOry Commission that interests you? What qualities, experience
and expertise would you bring to the Utilities Advisory Commission?
The Utilities Advisory Commission interests me in that it could allow me to bring
professional expertise to bear in contributing to our community. My preference is to
work with others towards consensus solutions and implement them. ProfeSSionally, my
position as a developer of solar power plants for First Solar (currently the world's largest
manufacturer of solar PV panels) requires me to sell solar generated electricity to
investor owned and municipal utilities and to closely follow state and Federal
regulations regarding energy and climate. To develop solar power plants, we often
permit land use through Counties and Federal entities (primarily the Bureau of Land
Management) under the California Environmental Quality Act (CEQA) or its Federal
equivalent (NEPA). In addition, my lead responsibility for all aspects of project
development for large scale solar plants includes submitting interconnection requests
and negotiating interconnecton studies. I've also successfully bid projects in response to
investor owned utility's requests for proposals. As part of that, I have refined and
utilized pricing models to determine best power price for bids and modeled project and

group financials. Several plants that I've worked on are under construction -one in
Canada will have a capacity of 80 MW(ac) by the end ofthis year. Another, we propose
in San Luis Obispo COunty has a planned capacity of 550 MW(ac) -the CPUC has
approved our contract to sell power to PG&E for this project.
In addition, I could bring budgeting expertise and familiarity with staffing and budgets
from my work as a solar developer, land developer, non-profit manager and volunteer
board member. As Treasurer and board member of Canopy, I've been responsible for
reviewing and approving budgets and hiring and staff compensation matters. For First
Solar, the land budget alone for one project I am responsible for is well over
$50,000,000. I was responsible for the $28 million budget for The Painted Turtle camp,
which was a Richard Meier & Partners-designed, award-winning campus with 25
buildings on 173 acres in north Los Angeles Co .. For that project, I secured all permits
and entitlements, including EIR (under CEQA), CUP, as well as other environmental
permits. The facility had its own water source and emergency water storage that we
created and was part of my responsibility as was connecting the facility to municipal
waste and the local electrical grid.
I worked for Keech Development on its project in Redwood Shores and familiar with
Issues around reclaimed water.
My first fleet Marine command as a young second Lieutenant was as the platoon
commander for a "Utilities platoon" -we had the capability to create potable water
(with a number of ROWPU units) and electricity (diesel generators and local
transmission equipment). Usually we deployed these capabilities in support of large
combined arms exercises. For example, I served as camp commandant responsible for
design, construction and operations of l,200-person base camp facility on 40 acres,
including all utilities and infrastructure.
Finally, we are Palo Alto residents and CPAU customers (accounts 30017651 and
30028138) and sensitive to rate-payer concerns and very thankful for our City of Palo
Alto Utilities and its Palo Alto Green program. Offsetting our costs, our home is powered
by a 2.8 kW solar PV (Sharp modules) system.
Given my experiences relating to utilities and being responsible for developing electrical
generation and budgeting, I'd like to serve on the Utilities AdviSOry Commission to work
with staff and City Council members and community members to make sure our services
are the best they can be at the right price while sustaining our operations and
enhanCing the environment.

-Bring 27 years of experience in electric, gas and water utilities to bear in advising
Council
-In the above context, have experience in policy, ratesetting (FERC), planning,
contracts negotiation, R&D, computer systems, telecommunications (limited).
-R&D oversight includes advanced energy efficiency and renewables deployment.
-The past year has brought a range of policy, planning, rate, energy efficiency and
specific project recommendations to the UAC, which I have engaged in fully and
voted on in accordance with my judgment.

appliances and furnaces.
-Strive to curb rising trends in water costs, without compromising service reliability or
water quality.
-To the extent cost effective, deploy systems that allow customers to track electric,
gas and water usage and thus modify behavior and/or equipment to achieve
effciencies.

6254.21. (a) No state or local agency shall post the home address or telephone number of any elected or appointed official
on the Internet without first obtaining the written permission of that individual.
(b) No person shall knowingly post the home address or telephone number of any elected or apPOinted official, or of the
official's residing spouse or child, on the Internet knowing that person is an elected or appointed official and intending to
cause imminent great bodily harm that is likely to occur or threatening to cause imminent great bodily harm to that
individual. A violation of this subdivision
is a misdemeanor. A violation of this subdivision that leads to the bodily injury of the official, or his or her residing spouse or
Child, is a misdemeanor or a felony.
(c) (1) (A) No person, business, or association shall publicly post or publicly display on the Internet the home address or

tile appointed or elected official's home address or telephone number to any other person, business, or association through
any other medium.
(iii) Clause (ii) shall not be deemed to prohibit a telephone corporation, as defined in Section 234 of the Public Utilities
Code, or its affiliate, from transferring the elected or apPOinted official's home address or telephone number to any person,
business, or association, if the transfer is authorized by federal or state law, regulation, order, or tariff, or necessary in the
event of an emergency, or to collect a debt owed by the elected or appOinted official to the telephone corporation or its
affiliate.
(E) For purposes of this paragraph, "publicly post" or "publicly display" means to intentionally communicate or otherwise
make available to the general public.
(2) An official whose home address or telephone number is made public as a result of a violation of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation
has
occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A
fine not exceeding one thousand dollars ($1,000) may be imposed for a violation of the court's order for an injunction or
declarative relief obtained pursuant to this paragraph.
(3) An elected or appointed official may designate in writing the official's employer, a related governmental entity, or any
voluntary professional association of similar officials to act, on behalf of that offiCial, as that official's agent with regard to
making a written demand pursuant to this section. A written demand made by an agent pursuant to this paragraph shall
include a statement describing a threat or fear for the safety of that official or of any person residing at the official's home
address.
(d) (1) No person, business, or association shall solicit, sell, or trade on the Internet the home address or telephone
number of an elected or apPOinted official with the intent to cause imminent great bodily harm to the official or to any person
residing at the official's home address.
(2) NotWithstanding any other law, an official whose home address or telephone number is solicited, sold, or traded in
violation of paragraph (1) may bring an action in any court of competent jurisdiction. If a jury or court finds that a violation
has occurred, it shall award damages to that official in an amount up to a maximum of three times the actual damages but in
no case less than four
thousand dollars ($4,000).
(e) An interactive computer service or access software prOVider, as defined in Section 230(f) of Title 47 of the United States
Cope, shall not be liable under this section unless the service or provider intends to abet or cause imminent great bodily harm
that is likely to occur or threatens to cause imminent great bodily harm to an
elected or appOinted official.
(f) For purposes of this section, "elected or appointed official" includes, but is not limited to, all of the following:
(1) State constitutional officers, 2) Members of the Legislature, (3) Judges and court commissioners, (4) District attorneys,
(5) Public defenders, (6) Members of a city council, (7) Members of a board of supervisors, (8) AppOintees of the Governor,
(9) ApPOintees of the Legislature, (10) Mayors, (11) City attorneys, (12) Police chiefs and sheriffs, (13) A public safety

4. What is it about the Utilities Advisory Commission that interests you? What qualities, experience and expertise
would you bring to the Utilities Advisory Commission?
I am at a point where I want to expand my involvement in improving our community
and feel that the issues facing us in the areas of energy and water supply hold
considerable challenges and opportunities for our City. I have particular interest in
helping our Utility make good decisions .
As a former government staffer in areas directly related to utility services as well as a
business manager and local consumer of Utility services, I can identify and add value
in many aspects including technical, policy, service quality, enviornmental and public
health as well as business operations.

5. How would you see your role as board member when recommending policy and working with the Council?
I understand that as a board we serve to provide informed recommendations to the
Utility and Council. I would see my role as one that is able to balance the many
competing interests that certainly exist in utility-related issues as it relates to the
regulatory environment, public health and well being, fiscal responsibility, resource
conservation and the provision of reliable utility services among others. I bring a
combination of technical and business background with experience in navigating the
public system.
6. What are the current issues facing the Utilities Advisory Commission?
-Continuous improvement in fiscal and operational efficiency as well as the quality of utility services
-Maintaining safe, reliable electric, gas and water resources for Palo Alto
-Public safety (e.g. gas lines, water quality, power infrastructure) and disaster preparedness
-Community education, engagement, Incentive programs such as rebates and Palo Alto Green
-New technologies/service areas such as smart meters and fiber to the home
-infrastructure improvement priorities including undergrounding of power lines
-Securing resource supplies for electric power, gas and water, balancing service cost with broader
City goals such as greenhouse gas reduction.
7. If appointed, what specific goals would you like to see the Utilities Advisory Commission achieve?
I don't have a specific agenda that is my reason for applying to the UAC. Rather, I would like the opportunity to dig more deeply
into many of the issues facing the City iand support sound decisions based on data, balance of interests and broader City goals.
A few topics of particular interest to me would include:
-Balanced approaches to environmental goals
-Disaster planning for utility services
-Fiber to the home and power line undergrounding
-Our water quality and related community education

6254.21.. (a) No state or local agency shall post the home address or telephone number of any elected or appointed official
on the Internet without first obtaining the written permisSion of that individual.
(b) No person shall knowingly post the home address or telephone number of any elected or appointed official, or of the
official's residing spouse or child, on the Internet knowing that person is an elected or appointed official and intending to
cause imminent great bodily harm that is likely to occur or threatening to cause imminent great bodily harm to that
individual. A violation of this subdivision
is a misdemeanor. A violation of this subdivision that leads to the bodily injury of the official, or his or her residing spouse or
child, is a misdemeanor or a felony.
(c) (1) (A) No person, business, or association shall publicly post or publicly display on the Internet the home address or
telephone number of any elected or appointed offiCial if that official has made a written demand of that person, bUSiness, or
association to not disclose his or her home address or telephone
number.
(8) A written demand made under this paragraph by a state constitutional officer, a mayor, or a Member of the Legislature,
a city council, or a board of supervisors shall include a statement describing a threat or fear for the safety of that official or of
any person residing at the official's home address.
(e) A written demand made under this paragraph by an elected official shall be effective for four years, regardless of
whether or not the official's term has expired prior to the end of the four-year period.
(D) (I) A person, bUSiness, or association that receives the written demand of an elected or appOinted official pursuant to
this paragraph shall remove the official's home address or telephone number from public display on the Internet, including
information provided to cellular telephone applications, within 48 hours of delivery of the written demand, and shall continue
to ensure that this information is not reposted on the same Internet Web site, subsidiary site, or any other Internet Web site
maintained by the recipient of the written demand.
(Ii) After receiving the elected or appOinted official's written demand, the person, business, or association shall not transfer
the appointed or elected official's home address or telephone number to any other person, bUSiness, or association through
any other medium.
(iii) Clause (iI) shall not be deemed to prohibit a telephone corporation, as defined in Section 234 of the Public Utilities
Code, or its affiliate, from transferring the elected Or appointed official's home address or telephone number to any person,
business, or association, if the transfer is authorized by federal or state law, regulation, order, or tariff, or necessary in the
event of an emergency, or to collect a debt owed by the elected or appointed official to the telephone corporation or its
affiliate.
(E) For purposes of this paragraph, "publicly post" or "publicly display" means to intentionally communicate or otherwise
make available to the general public.
(2) An official whose home address or telephone number is made public as a result of a violation of paragraph (1) may
bring an action seeking injunctive or declarative relief in any court of competent jurisdiction. If a court finds that a violation
has
occurred, it may grant injunctive or declarative relief and shall award the official court costs and reasonable attorney's fees. A
fine not exceeding one thousand dollars ($1,000) may be imposed for a violation of the court's order for an injunction or
declarative relief obtained pursuant to this paragraph.
(3) An elected or appOinted official may deSignate in writing the offiCial's employer, a related governmental entity, or any
voluntary professional association of similar officials to act, on behalf of that official, as that official's agent with regard to
making a written demand pursuant to this section. A written demand made by an agent pursuant to this paragraph shall
include a statement describing a threat or fear for the safety of that official or of any person residing at the official's home
address.
(d) (1) No person, bUSiness, or association shall solicit, sell, or trade on the Internet the home address or telephone
number of an elected or appOinted official with the intent to cause imminent great bodily harm to the offiCial or to any person
residing at the official's home address.
(2) Notwithstanding any other law, an official whose home address or telephone number is solicited, sold, or traded in
violatio.n of paragraph (1) may bring an action in any court of competent jurisdiction. If a jury or court finds that a violation
has occurred, it shall award damages to that official in an amount up to a maximum of three times the actual damages but in
no case less than four
thousand dollars ($4,000).
(e) An interactive computer service or access software provider, as defined in Section 230{f) of Title 47 of the United States
Code, shall not be liable under this section unless the service or provider intends to abet or cause imminent great bodily harm
that is likely to occur or threatens to cause imminent great bodily harm to an
elected or appOinted official.
(f) For purposes of this section, "elected or appointed official" includes, but is not limited to, all of the following:
(1) State constitutional officers, 2) Members of the Legislature, (3) Judges and court commiSSioners, (4) District attorneys,
(5) Public defenders, (6) Members of a city council, (7) Members of a board of supervisors, (8) Appointees of the Governor,
(9) ApPOintees of the Legislature, (10) Mayors, (11) City attorneys, (12) Police chiefs and sheriffs, (13) A public safety
official, as defined in Section 6254.24, (14) State administrative law judges, (15) Federal judges and federal defenders, (16)
Members of the United States Congress and appOintees of the President.
(g) Nothing in this section is intended to preclude punishment instead under Sections 69, 76, or 422 of the Penal Code, or
any other provision of law.
