HomeMy WebLinkAbout2001-09-24 City Council (7)TO: City of Palo Alto City Manager’s Report HONORABLE CITY COUNCIL 7 FROM:CITY MANAGER DEPARTMENT: COMMUNITY SERVICES DATE:SEPTEMBER 24, 2001 CMR: 367:01 SUBJECT:ADOPTION OF RESOLUTIONS AUTHORIZING THE CITY MANAGER TO FILE APPLICATIONS FOR SIX SEPARATE GRANTS FROM THE STATE OF CALIFORNIA FOR RENOVATION OF THE JUNIOR MUSEUM &ZOO; CONSTRUCTION OF EDUCATIONAL EXHIBITS AT THE LUCY EVANS BAYLANDS NATURE CENTER; CONSTRUCTION OF A GATEWAY FACILITY AT THE ARASTRADERO PRESERVE; DESIGN AND CONSTRUCTION OF A PARK AND RECREATIONAL FACILITIES IN THE SOUTH OF FOREST AVENUE (SOFA) AREA; RESTORATION OF HABITAT AND TRAILS AT THE ARASTRADERO PRESERVE;AND CONSTRUCTION OF TRA~S AT THE ARASTRADERO PRESERVE RECOMMENDATION Staff recommends that Council approve the attached resolutions to authorize the submittal of six separate grant applications under the Safe Neighborhoods, Clean Water, Clean Air and Coastal Protection Bond Act of 2000. BACKGROUND In March 2000, California voters approved Proposition 12, the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act. This Act is intended to revive state stewardship of natural resources by investing in neighborhood and state parks, clean water protection, coastal beaches and scenic areas. This program is administered by the California Department of Parks and Recreation. Funding from the Bond Act has been allocated into eight separate programs in order to ensure that the demands of various constituents and environmental needs were met. The programs to which the City is seeking competitive grant funds include: Non-Motorized Trails. CMR:367:01 Page 1 of 6 Development, restoration, improvement, rehabilitation and enhancement of trails, trailside and trailhead facilities, and trail related interpretive facilities. Per Capita.’ Funds are provided to cities, counties, eligible districts and regional park districts based on the population found within the boundaries of these jurisdictions. The jurisdiction may decide how these funds are used. Per capita funds, amounting to $558,000, can be spent on any appropriate park or recreational project of the City’s choice. Staff has dedicated these funds to the design and development of a two-acre South of Forest Avenue park, considering this project to have the most pressing need. Since the majority of Capital ImprOvement Project Infrastructure Program fimds have been dedicated to the repair and improvement of existing City facilities, new projects such as this park will rely on funding from grants and private resources. Riparian and Riverine Grant Program. Improvement or acquisition and restoration of riparian habitat, riverine aquatic habitat, and other lands in close proximity to rivers and streams for river and stream trail projects. Urban Educational and Cultural Centers, Museums, and facilities for Wildlife or Environmental Education Grant Program 05RCC). Construction, renovation or enhancement of facilities that teach or promote environmental education. Emphasis is given to serving under-served communities with unmet needs. This grant program requires the nomination of a member of the legislature. Assemblyman Joseph Simitian nominated three grants for the City of Palo Alto under this program. DISCUSSION $100,000 from the Urban Educational and Cultural Centers, Museums, and facilities for Wildlife or Environmental Education Grant Program. The Zoo adjacent to the Junior Museum was built in 1969. Many of the animal exhibits are worn and outdated. Most of the displays and exhibits are not fully accessible to visitors with disabilities. Grant funds would be used to rebuild animal enclosures for the bobcats, birds and raccoons that are more natural and accommodating for the animals, more accessible for visitors and more educationally valuable. $75,000 from the Urban Educational and Cultural Centers, Museums, and facilities for Wildlife or Environmental Education Grant Program. Many of the current exhibits at the Lucy Evans Baylands Nature Interpretive Center were CMR:367:01 Page 2 of 6 designed and fabricated in the 70’s. The exhibits are staid, non-interactive, and labeled strictly with English captions. This project would create stimulating new interactive exhibits and displays that are designed for a diverse audience. All display captions and labels will be in both English and Spanish and will be designed to be completely ADA accessible. $300,000 from the Urban Educational and Cultural Centers, Museums, and facilities for Wildlife or Environmental Education Grant Program. On June 25, 2001, Council approved the conceptual design for a gateway educational facility for the Arastradero Preserve. A modest 1,200 square-foot facility will include a small work space for park rangers and stewards, a public meeting room and classroom, restrooms and storage space for tools used by volunteers and Preserve stewards. Final drawings for the building will be completed in December 2001. If funds are approved by the grant selection committee in April, $300,000 would be allocated by the legislature in the FY 2002-2003 State budget for this project. $80,000 from the Riparian and Riverine Grant Program. More than two miles of trails within the Arastradero Preserve are seriously close to environmentally sensitive creeks and streams. Some of these multi-use trails were intentionally built along creek edges, while many others have been haphazardly created by cyclists and equestrians. The recently adopted Arastradero Preserve Trail Master Plan has determined that soil erosion caused by trail users in close proximity to creeks and streams is extremely detrimental to fish and other stream wildlife. Grant funds would be used to close and restore to a natural habitat those trails along creeks that are inappropriately sited. Staff will work to reroute trails along better, more appropriate routes before closing and restoring creek trails. $225,000 from the Non-Motorized Trails Grant Program. Besides the trails along creeks that must be rerouted or closed for environmental reasons, there are also six miles of trails within the Arastradero Preserve that have been identified by the Arastradero Preserve Trail Master Plan as being substandard. These trails are deficient in terms of proper trail width or cross slope, ADA access or trail tread condition. Grant funds would be used to bring the year- round access trails into compliance with the standards of the adopted trail plan. Work would be performed by a qualified trail contractor after field surveys were completed by biologists to ensure that protected plants and animals would not be disturbed by the work. CMR:367:01 Page 3 of 6 RESOURCE IMPACT All of these grant projects would be administered by Community Services staff. In many cases, preliminary design work has been completed and staff has clear projections for costs and resource impacts. In the case of the SOFA park, the Per Capita grant program will provide funding for necessary design and planning. Use of the proposed grant .funds will improve existing facilities at the Junior Museum Zoo, and therefore will not increase operational costs. Grant funds will pay for certain phases of the targeted project including construction and construction management. The Friends of the Junior Museum and Zoo have pledged funds to cover the planning and design phase of this project. Staff does not anticipate any impacts on operational or capital resources for the Zoo improvements. Grant funds for improvements to exhibits and displays at the Lucy Evans Baylands Nature Interpretive Center will not increase maintenance or operational costs. The exhibits and displays are intended to be on display for six to ten years. Exhibit components will replace existing outdated displays. The construction of a new Gateway facility at the Arastradero Preserve will increase maintenance and operational costs by approximately $16,000 per year. Staff will investigate the feasibility of charging fees for educational workshops and classes conducted in the new building to help offset some of the anticipated operational and maintenance costs. The construction of the new SOFA park in FY 2003-2004, estimated to cost $1,500,000 for construction, will increase annual park operational and maintenance costs by $20,000 to $30,000 per year, including water, turf care and janitorial services. Council has directed staff to develop this area as a park. The source of capital funds for the balance of the construction costs ($942,000) has not yet been identified. Staff will pursue additional grant funding opportunities to make up the difference. Future operational funds will need to be incorporated into the General Fund budget in the future. Grants funds to develop trails or to restore areas where trails need to be closed along creeks in the Arastradero Preserve will be devoted to construction costs. These grant funds will augment appropriated CIP Infrastructure program funds and will allow the City to complete necessary trail realignments and improvements expeditiously. This project will minimally increase operational expenses for the ongoing maintenance of trails within the Preserve. The grant application requires the City to certify there are sufficient funds to operate and maintain the projects. Work covered by the grant applications was not included in the work program for Community Services project management staff. Approval of the grants CMR:367:01 Page 4 of 6 may require other scheduled park or community facility projects to be postponed. Staff has determined that these projects will initially have a slight impact on operating and maintenance costs. Once the SOFA Park and Arastradero Preserve Gateway facility are constructed, as much as an additional $46,000 in General Funds will need to be allocated to maintaining these public facilities. POLICY IMPLICATIONS The recommended actions in this report further the objectives of Comprehensive Plan Community Policy 24: reinvest in aging facilities to improve their usefulness and appearance; Land Use Policy 15: preserve and enhance the public gathering spaces within walking distance of residential neighborhoods, ensure that each residential neighborhood has such spaces; Natural Environment Policy 2: support sub-regional efforts to link existing open space areas together; Natural Environment Program 4: seek additional sources of funding, including state and federal programs, to finance open space acquisition and development; and Community Program 23: study and recommend methods of private and public financing for improved park maintenance, rehabilitation, and construction. ENVIRONMENTAL REVIEW The application for a grant is not considered an action subject to the California Environmental Quality Act; therefore, no environmental assessment is needed at this time. Environmental review will be conducted prior to any actual construction. RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AUTHORIZING SUBMISSION TO THE STATE OF CALIFORNIA A GRANT APPLICATION FOR CONSTRUCTION AND IMPROVEMENTS OF TRAILS ~AT THE ARASTRADERO PRESERVE WHEREAS, the voters of the State of California approved Proposition 12, the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act that provides funding for eight different grant programs. One of these programs is the Non-Motorized Trails Program which provides grant funding for the development, restoration, improvement, rehabilitation and enhancement of trails, trailside and trailhead facilities and- trail related interpretive facilities; and WHEREAS, many of the trails within the Arastradero Preserve are too steep, too narrow or inaccessible by multiple users and are in need of widening and/or rerouting. WHEREAS, the Recreation has been administration of the procedures; and California Department of Parks and delegated the responsibility for grant project, setting up necessary WHEREAS, the procedures established by the California Department of Parks and Recreation require the Grantee to certify by resolution the approval of application(s) before submission of said application(s) to the State; and WHEREAS, City staff understands certification in the application form; and the assurances and WHEREAS, th~ City Council has been advised by the City Manager that the Ci’ty of Palo Alto has or wil! have sufficient funds to operate and maintain the project; and WHEREAS, City staff has reviewed and understands the General Provisions contained in the Project Contract shown in the Procedural Guide; and WHEREAS, the City of Palo Alto wil! enter into a contract with the State of California for subject project(s); and 010918 sdl 0052841 NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION I. The Council of the City of Pa!o Alto authorizes the City Manager or his designee, the Superintendent of Open -Space & Sciences, to submit a grant application for $225,000 on behalf of the City.of Palo Alto with the State of California Resources Agency for grant funds from the Non- Motorized Trails Program Under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coasta! Protection Bond Act for construction and improvement of trails at the Arastradero Preserve. SECTION 2. The Council hereby authorizes the City Manager or his designee, the Superintendent of Open Space & Sciences, as the person responsible for the administration of the grant application. SECTION 3. The Council finds that the adoption of this resolution, which authorizes the submittal of. a grant application, does not constitute a project under the California Environmental Quality Act.
