Describe your involvement in community activities, volunteer and civic organizations: I currently serve as a planning commissioner in Palo Alto. I am also active in ULI (Urban Land Institute), particularly within the Young Leaders Group. ULI~s mission is to provide leadership in the responsible use of land and in creating and sustaining thriving communities. This is achieved by providing pragmatic land use expertise and education to the public and private sector. I currently serve as a member of the San Francisco Board of Directors of the JCRC (Jewish Community Relations Council) and serve on the Legislative Affairs Committee. I am also an active member of San Francisco's Young Leadership Development Program of AI PAC (American Israel Public Affairs Committee). I am an active participant in community improvement organizations such as Rebuilding Together SF and Oakland, which mobilize teams of volunteers to revitalize low income neighborhoods by repairing homes and renovating schools. 4. What is it about the PTC that interests you? What qualities, experience and expertise would you bring to the PTC? As an undergraduate I developed a keen interest in the impacts land use planning decisions have. I pursued this interest in graduate school and ultimately in my career. Decisions related to development, growth, zoning and transportation are all oftremendous importance and serving as a commissioner is a significant responsibility that I believe I am well equipped for. As an attomey with land use expertise, I am familiar with the legal framework of land use planning. I have experience understanding codes .and ordinances and distinguishing between instances where the letter of the law leaves no room for interpretation on a matter and where the language is written in such a way as to permit discretion. I also appreciate that certain decisions require not just a review and analysis of how the outcome will affect an individual but the broader community as well. In managing litigation, I have experience in mediating between conflicting parties to reach a mutually benefiCial resolution when possible. At the same time, I understand that it is not always possible and I am comfortable making decisions that resolve matters one way or the other. As a real estate professional with an MBA, I understand the implications these decisions have on Mure development and how important our business community is to the vibrancy of the greater community. I have familiarity addressing subdivision issues, variance requests, and the many other challenges involved in development I also appreciate the value of promoting continuity in planning decisions to encourage and maintain the character and quality of our existing neighborhoods. At the same time, I believe that ingenuity in planning and embracing new ideas is not inconsistent with that effort. Finally, I have a particular interest in encouraging environmentally friendly planning and development that furthers the effort of minimizing our impact on the environment. ) 5. How would you see your role as board member when recommending policy and working with the Council? If it were necessary to change current roles, how would you approach making such changes? I believe that the commisSion's primary role is to facilitate the important review and dialogue that must take place when.considering issues related to land use, development and transportation. The process of providing the public a venue to discuss the matters befure the City guarantees that the recommendation the commission provides the Council is. both informed and representative. Working with the Planning and Community Environment Department to implement the Comprehensive Plan and provide Council with anaceurate assessment of how the issues before us address the current and future needs of Palo Alto is ultimately our goal. I believe that if it were necessary to change the current role, great care would have to be taken to ensure that the public's opportunity to express their views alid perspectives on the matters befure the City remained iI'tact. It is precisely this public engagement that instills confidence in the Palo Alto process even though, as commissioners, we .often must make difficult choices that will satisfy some, but not all, in the community. 6. What are the current issues facing the Planning & Transportation Commission? The commission is currently reviewing a number of matters which I should not discuss specifically iirthjs application. However, in general terms, the current challenges facing the commission today include (1) wor1<ing with the community to identify for Council the best solutions to the par1<ing challenges facing specific neighborhoods, (2) wor1<ing with Council to develop a precise articulation of the definition of "public benefif' in an effort to facilitate a more consistent and satisfactory Planned Community process, and (3) working with the Planning Department to complete the update to the Comprehensive Plan and lay the ground work for the timely completion of the next update. 7. If appointed, what specific goals would you like to see the Planning & Transportation Commission achieve? I would like to see the PTC achieve greater clarity in the Planned Community zoning process. This issue is discussed in much greater detail in a Colleague's Memo I co..,authored and I believe that addressing the challenges identified in that Memo would be a monumental success for Palo Alto and lead to a significantly more satisfying result for both developers and community members. I would like to see the PTC take an even more active role in the realization of a par1<ing solution for those specific neighborhoods where parking has become such a divisive problem. The PTC is ultimately responsible for facilitating the conversation between our City's residents and their government on this very issue and I believe achieving a solution is within reach. I San Jose, CA Eduardo Martinez Architects was asked by elected officials and the community to study the opportunities for housing, open space and commercial development along the Alum Rock Avenue corridor. As community designers, EMA looked at underutilized and vacant sites and at the potential transformation of this east- west linkage with the proposed construction of a light rail line. We studied transit stops, public spaces and new mixed use development along a six block corridor. Area community agencies and non-profits were interviewed to determine the mix of existing community resources. The final report included a resource matrix that clearly communicated the population served, ADA access, capacities and other conditions. This was used to determine a new strategy for facility sharing. SUr, Santa Cruz, Pescadero, Malibu, Tejon, CA EMA was chosen as architects for historic preservation design and the design of new facilities, as well as the project management of sixty park projects in eight California State Park Districts from Santa Cruz to San Simeon. Our work included historic preservation of 100 year old redwood log structures at Big Basin State Park in Santa Cruz, and the preservation of McWay Barn,an archaeological ruin at Julia Pfeifer Burns State Park in Big Sur. Our firm designed ADA upgrades and new park facilities at state beaches and recreational areas, and provided project management and peer review for the construction of State Park facilities. Client: State of California Department of Parks & Recreation MEXICAN HERITAGE GARDENS Community Center, Theater, Senior Housing Master Plan Design Concept Son J05e, CA Developed for the San Jose Redevelopment Agency and the Mexican Heritage Garden Board of Directors, EMA designed ninety-four units of senior housing and community center within a Master Plan for a new Cultural Center and Theater for multi-cultural arts. Located in East San Jose, the HUD funded 202 housing is sited within an alternative site design to the master plan. In this alternative plan, the Master Plan is based on the model of the four directions of the Universe -a concept common to many of the Native American peoples of Meso-America.
