APPROVAL OF RESOLU~ON REQUESTING THE BOARD OF THE
PUBLIC EMPLOYEES’ RETIREMENT SYSTEM (PERS) TO ALLOW
EXTENSION OF EMPLOYMENT BEYOND 960 HOURS IN
CALENDAR YEAR 2001 FOR INTERIM DIRECTOR OF PLANNING
AND COMMUNITY ENVIRONMENT

RECOMMENDATION
This report recommends the adoption of a resolution to allow the extension of employment
beyond 960 hours in calendar year 2001 for Les White, to enable him to take the position of
Interim Director of Planning and Community Development.
BACKGROUND
On September 7, 2001, Ed Gawf, the former director of Planning and Community
Development resigned to take another position. Efforts are underway to recruit a permanent
replacement for this position. During the recruitment process and until a permanent
appointment is made, Les White has agreed to serve as interim Director of Planning and
Community Environment.
DISCUSSION
Mr. White is a well-respected municipal manager and a PERS retiree. He has and is
currently working for several other PERS agencies. Mr. White’s work for other PERS
agencies, combined with the work he is to perform for the City of Palo Alto, could amount
to more than 960 hours of work in a calendar year, the maximum allowed by PERS without
reinstating the retiree to active status.
Section 21221 (h) of the California Government Code provides that that a public agency may
request that the PERS Board allow a PERS retiree working on a temporary basis to exceed
the 960 hour maximum in a calendar year without reinstatement of the employee to active
status. Staff expects the PERS Board to approve this request.
RESOURCE IMPACT
No additional funding is requested as funds are available in the 2001-2002 operating budget
