APPROVAL FOR AMENDMENT TO CONTRACT AMOUNT BY
$15,000 FOR BACKGROUND INVESTIGATIONS
RECOMMENDATIONS
Staffrecommends that Council approve an amendment in the amount of $15,000 to the current
contract with Elite Investigations increasing the compensation to $80,000. To allow completion
of the anticipated background investigations conducted on prospective police officer applicants.
DISCUSSION
In 1998 Elite Investigations (formerly known as Calzada & Cates) was selected through a
Request for Proposal (RFP) process to provide in depth background investigations of police
officer applicants. During the term of the three year contract that expires October, 2001, 60
backgrounds have been completed and 31 officers have been hired. In order to fill the remaining
five police officer vacancies, provide for anticipated vacancies due to retirement or disability
and increase the number of reserve officers, staff estimates that at least 10 additional
background investigations will be needed during the next three months.
Though police officer staffing is currently at 95%, medical disabilities, impending resignations
and retirements make it essential that the Police Department continues to hire and train new
officers. The services of the background investigator are needed to make timely hiring decisions
and begin the intensive 18 month training period for new officers. Staff has been very pleased
with the quality of the investigation services provided by Elite Backgrounds Inc and wish to
have uninterrupted services through the end of the contract period.
A new RFP will be developed and will be sent out to potential newvendors to meet the October
expiration of this vendor’s contract.

RESOURCE IMPACT
The average cost of a background investigation is $1200.00 to $1500.00. Funds
amendment are included with the Police Department’s 2001-2002 budget.
POLICY IMPLICATIONS
This is consistent with existing City Policy.

APPLICANTS
This amendment No. 1 to Contract No. $9108672
(~Contract") is entered into August 6,2001, by and between
the CITY OF PALO ALTO, a chartered city and a municipal
corporation of the State of California (~CITY"), and ELITE
BACKGROUNDS, a California Corporation, located at 39680
Mission Blvd, Fremont, CA 94596 (~ELITE") .
RECITALS
WHEREAS, the contract was entered into between
the parties for the provision of background investigation
services; and
WHEREAS, the parties wish to amend the Contract;
NOW THEREFORE, in consideration of the covenants,
terms conditions and provisions, of this amendment, the
parties agree to extend the contract for an additional
three month period, through and including October 30,2001.
WHEREAS EXCEPT as herein modified, all other
provisions of the contract, including any exhibits and
subsequent amendments thereto, shall remain in full force
and effect.
IN WITNESS WHEREOF, the parties hereto have by
their daily authorized representatives executed this
contract on the date first above written.
