BACKGROUND: The election for the Executive Committee for the Peninsula Division of the League of California Cities will be held on Friday, October 18, 2019 at the Division’s annual election luncheon during the League of California Cities Annual Conference in Long Beach, CA. The Peninsula Division Nominating Committee’s Division President and City of East Palo Alto Council Member Larry Moody, and Division Vice President and City of Los Gatos Council Member Marico Sayoc, submit the following candidates for the Peninsula Division’s Executive Committee for the 2019-20 Ballot. Each city is entitled to one vote for each office on the ballot and only one person has been nominated for each position. It is the aim of the Nominating Committee to support broad based participation among cities throughout the Division and this year's ballot includes representation from as far south as Morgan Hill and as far north as South San Francisco! Each city is entitled to one vote for each position on the ballot and with only one person nominated for each slot it is a perfunctory process this year, but it is still important that all cities submit their ballot. The swearing -in ceremony for the Executive Committee of the Peninsula Division Officers will be held on Friday, October 18th, 2019 at the League's Annual Conference in Long Beach. Elected officials and staff from member cities are encouraged to attend! The ballots should be mailed back to Seth Miller in the enclosed envelope by Friday, October 4t. During my tenure with the Peninsula Division, I have come to appreciate that effectiveness in local government requires a stronger understanding and partnership with our regional counterparts and our state government. I would like to work with the Executive Committee and all members of the Peninsula Division to strengthen those partnerships so that all our towns and cities are working effectively to serve our residents. Bio I have been a Council Member since 2014 and served as Mayor of the Town of Los Gatos in 2017. I am active with the Peninsula Division, serving as Vice President this year and Secretary the year prior. I am also 2nd Vice President of the Cities Association of Santa Clara County, one of the three counties in the Peninsula Division. Application for the Position of: VICE-PRESIDENT Shelly Masur, Councilmember, Redwood City Statement of Intent to Serve It has been my honor to serve on the Peninsula Division Executive Board for the past 3 years, most recently as the Treasurer. In addition, this year, I served on the League of California Cities Housing Community and Economic Development and Community Services Policy Committees. The prior year I served on the Governance, Labor Relations & Transparency Policy Committee along with Community Services. I also serve on various regional committees, including C/CAG's Legislative Committee and the Local Policy Makers Group for CalTrain and High Speed Rail. I look forward to helping lead the Peninsula Division this coming year as we provide education and connections to city councilmembers across the Division. Bio Councilwoman Masur has been a leader in women's health and education for over 20 years. Inspired to get her Masters in Public Health as the result of her organizing to protect women's access to health care and abortion services, Shelly has led youth -serving non -profits, and held women's health and education -related leadership roles, most as the CEO of Californians Dedicated to Education Foundation. Shelly was elected to the City Council in 2015. Shelly was appointed to fill a vacant seat on the Redwood City School Board where she was elected 3 times and served for 10 years. She served as an elected delegate for the California School Boards Association, and on the Education Advisory Committees for Assembly Member Rich Gordon and Kevin Mullin. Shelly was voted as one of the 100 Most Influential Women by the Silicon Valley Business Journal for her work in education. She has lived in Redwood City for almost 15 years with her husband and three children. PENISULA DIVISION OF THE LEAGUE OF CALIFORNIA CITIES EXECUTIVE COMMITTEE ELECTION PACKET: AUGUST, 2019 PAGE 1 Application for the Position of: TREASURER Nancy Smith, Councilmember, Sunnyvale Statement of Intent to Serve I have served on the League's Housing, Community and Economic Development and the Community Services policy committees and as a member of the Women's Caucus Board. Applying for the Treasurer position on the Peninsula Division Board is a natural next step to help the League fulfill its goals. I have served over a year on both the Silicon Valley Clean Energy Legislative Action Committee and Executive Committee. !sponsor multiple high school interns each summer. Last year, the interns planned a town hall focusing on Sunnyvale's efforts to achieve zero waste through a curbside food cycling program. This year, the interns are planning a teen mental health discussion to include parents, students, mental health providers for a community -wide discussion. I would be honored if selected to serve on the leadership of the League's Peninsula Division as treasurer. Bio Nancy Smith works as a program manager for the global information technology department at NVIDIA Corporation where she oversees forecasts, budgets, and site upgrades, the world leader in visual computing technologies. She started out in public service by serving on various non-profit boards and eventually shifted her focus to serving the community on boards and commissions. During her term as chair of the Santa Clara County Water District Environmental and Water Resources Committee, she set up an innovative system of independent working groups to enable commissioners to explore policy issues and community concerns. Her focus as an elected is around transportation, housing, and environmental sustainability and water use. Application for the Position of: SECRETARY Neysa Fligor, Councilmember, Los Altos Statement of Intent to Serve I would be honored to continue serving as Secretary for the Peninsula Division. I was fortunate to be appointed in April 2019 to fill a vacant seat and serve on the Executive Committee the last few months. As a result, I understand the role of the Secretary and demonstrated that I could effectively represent the Peninsula Division in that capacity. As Secretary, I have worked on different items with my colleagues on the Executive Committee, including revising and updating the Peninsula Division's Bylaws. The Peninsula Division plays a very important role in our community and I believe it's important for us to work together to ensure that we promote, preserve and protect our Peninsula values and priorities. I look forward to doing so as your Secretary. Thank you for your support. Bio Neysa was elected to the Los Altos City Council in 2018. Prior to her election, she served on different local boards and commissions, including the YWCA Silicon Valley Board, El Camino Healthcare District Board, and the Los Altos Parks and Recreation Commission. Neysa obtained her law degree from Georgetown Law and has experience in the private, public and tech sector, including working for Santa Clara County for over 9 years. Neysa and her husband have two children and a dog and live in Los Altos. My experience helping numerous individuals in San Mateo County and serving on various boards gives me a crucial perspective on solving our regional issues. As the former Constituent Services Director for Congresswoman Jackie Speier, and a Senior Aide to former California State Assemblymember Gene Mullin, I have worked tirelessly to help seniors, veterans, families, and children access valuable services. I am excited about the opportunity to get involved with the League of California Cities Peninsula Division. I will ensure that our concerns regarding various regional needs are always heard and addressed. Bio Mark Nagales grew up in South San Francisco and has been part of the community for over 30 years. After graduating from San Francisco State University, Nagales served as an Aide to former Assemblymember Fran Pavley, former Assemblymember Gene Mullin, and Congresswoman Jackie Speier. As Constituent Services Director for Congresswoman Speier, Nagales assisted countless seniors, veterans, and families access services, including recovering over $5 million in veterans' benefits. Prior to being elected to the city council, Nagales served South San Francisco as Parks and Recreation Commissioner and Planning Commissioner and was elected to the City Council in 2018. He is proud to be one of the first Filipinos elected in South San Francisco. Nagales and his wife Amy are the proud parents of two young children, Aidan and Josephine. Application for the Position of: Santa Clara Representative John McKay, Councilmember, Morgan Hill Statement of Intent to Serve The privilege of serving my community as a councilmember included the opportunity to get to know and appreciate the League of California Cities. The service the League provides to make sure representatives of cities are kept well informed and in turn have a strong and reasoned voice in matters at the regional and state levels is invaluable. Santa Clara County is so incredibly diverse in culture, race, economic status, industry, religious and political beliefs that it will take a high level of commitment to represent, I feel I have that commitment. I would feel honored and humbled to be allowed to make a difference in the Peninsula Division's work as representative of Santa Clara County. Bio John McKay has seen the Santa Clara Valley transition from a top producer of goods from the earth to the pinnacle of hi -technology innovation and manufacturing. From the vantage point of managing construction projects for all sectors of the commercial construction market he has witnessed the evolution of Silicon Valley into the economic driver it is today, with the associated positive and negative impacts. Commitment to community led to seven years on the Morgan Hill Planning Commission, five years on the Morgan Hill Downtown Association Board of Directors (most recent two years as president), election to the Morgan Hill City Council, and appointment to the Board of Directors of the Morgan Hill Rotary Club. Residing in Morgan Hill for the last nineteen years with Michelle, his wife of twenty-three years, he enjoys caring for two unpredictable dogs and motorcycle trips across when not promoting the wineries of Santa Clara Valley and city of Morgan Hill. PENISULA DIVISION OF THE LEAGUE OF CALIFORNIA CITIES EXECUTIVE COMMITTEE ELECTION PACKET: AUGUST, 2019 PAGE 3 Application for the Position of: Santa Clara Legislative Action Committee Representative Charles "Chappie" Jones, Councilmember, San Jose Statement of Intent to Serve I am grateful to have had the opportunity to serve our community as the Representative for the Santa Clara County for the past year. Leading the League has been an honor, and an experience that I hope to continue through the Legislative Action Committee in the Peninsula Division of the League of California Cities. If selected to serve, I will continue to lead the committee with genuine dedication and passion for the policy issues at hand. I am drawn to this position because of the opportunity to advocate for the public interest, a great privilege that I would be honored to carry out this upcoming year as a member of the committee. Bio Vice Mayor Jones (a.k.a. Chappie) was elected to the San Jose City Council in November of 2014. He represents City Council District 1, the region of West San Jose (west of Hwy. 17 & 880) that borders the cities of Campbell, Cupertino, Santa Clara and Saratoga. Prior to his election, Chappie worked in the private sector where he held sales management positions with Apple, AT&T and Cornerstone Consulting. Chappie has a Bachelor's Degree in Economics from UC Davis and a MBA from the Haas School of Business, UC Berkeley. Chappie has been married for over 20 years to Kelli Jones, a high-tech sales and marketing consultant. Together they have two grown children and live in the Murdock neighborhood of District 1. Application for the Position of: San Mateo Legislative Action Committee Representative Julia Mates, Councilmember, Belmont Statement of Intent to Serve I have served on the City Council of Belmont since 2018 and am eager to be a part the League of California Cities Peninsula Division and the important work the League does. I am looking forward to the opportunity to represent significant policy priorities and standards for our region. I would be honored to serve the League as the San Mateo Legislative Action Committee representative. Bio Julia Mates has lived in Belmont for 13 years. She was appointed to the City Council in January 2018, elected in November 2018, and served on the Planning Commission. Julia was a leader in the community prior to joining the council, serving as a school parent volunteer, scout leader, and PTA board member. Currently, Julia serves on the Belmont Community Center Committee, Belmont Redwood Shores School District (BRSSD) 2+2+2, is Liaison to the Belmont Chamber of Commerce, and Alternate for the Peninsula Clean Energy (PCE) Board. A native of San Francisco, Julia obtained her B.A. from UCLA and has a Master's degree in History/Public History from CSU Sacramento. Julia works as a Historian and Cultural Resources Specialist consultant. PENISULA DIVISION OF THE LEAGUE OF CALIFORNIA CITIES EXECUTIVE COMMITTEE ELECTION PACKET: AUGUST, 2019 PAGE 4 I Application for the Position of: Board Liaison Alicia Aguirre, Councilmember, Redwood City Statement of Intent to Serve I have served on the Redwood City Council since January 2005. Since then I have been involved and participated with the League in various capacities. I have attended Lobby Days with my colleagues from the Peninsula. I attend the League's Annual Conference every year. I am also the past President of the Latino Caucus of the League. The Peninsula Division is a very important and influential organization that brings together Mayors and Council Members together to address the issues and concerns of particular importance to this region. I would be honored to serve as the Board Liaison of the Peninsula Division of the League. Bio Alicia is a former Mayor of the City of Redwood City and a serving member of the City Council. She is the first Latina/o Mayor in the history of Redwood City. She was first appointed in January, 2005 and was elected in November, 2005, 2007, 2011, and 2015. She also served as a Trustee and the President of the Redwood City Elementary School Board. As an active community member, she has served on numerous community boards in San Mateo County and the State of California. Application for the Position of: Past President Larry Moody, Council Member, East Palo Alto Statement of Intent to Serve I have had the honor to serve as the President of the Peninsula Division of League of Cities for the past year. I will continue to support the League (and its members) in legislative advocacy through education, outreach, collaboration and civic engagement as Past President throughout the duration of my term on City Council. Bio Larry Moody was appointed by the City of East Palo Alto to the Board of Directors of the Bay Area Water Supply and Conservation Agency in April of 2016. Mr. Moody was elected to the City Council in 2012 and was appointed as Vice -Mayor in 2015. He serves on the Council Ad Hoc Committees for Education, Housing, and Infrastructure, and is actively involved with the League of California Cities where he serves on the Community Services Policy Committee, and was a member of the Housing Community and Economic Development. Mr. Moody is currently serving on the Peninsula League Executive Committee, and the San Mateo County Task Force on Jobs and Housing. Mr. Moody was a member of the Ravenswood City School Board from 2006 - 2010. Mr. Moody is married with four adult sons. He is a Veteran of the United States Air Force. PENISULA DIVISION OF THE LEAGUE OF CALIFORNIA CITIES EXECUTIVE COMMITTEE ELECTION PACKET: AUGUST, 2019 PAGE 5 Application for the Position of: Board Director Emily Beach, Council Member, Burlingame Statement of Intent to Serve I would be honored to continue my first year of service as the Peninsula Division's Representative on the League of California Cities State Board of Directors. It takes significant time and commitment to attend multi -day meetings throughout the state five times each year, learn organizational processes and responsibilities, and develop relationships and influence on our geographically diverse 50+ member Board. I strive to represent our Peninsula Division well, and keep you informed with written and verbal updates. I recognize it's also important for me to stay engaged back home in our Division so that I understand and represent our views effectively at the State level. I've been an active member of the Peninsula Division for the past three years attending Executive Board meetings, Quarterly programs, and our annual Bocce Ball tournament. I've represented us at Legislative Action Day for the past three years in Sacramento, and served on the League's Environmental Quality Policy Committee since 2018. I admire and appreciate the League's advocacy and educational work, and I recognize how important it is for Councilmembers to participate in Sacramento's legislative process so that we influence policy decisions that impact our cities. I can't imagine small and medium size cities succeeding without the League advocating for our interests in Sacramento. Bio I was elected to Burlingame City Council in 2015. In addition to the League of California Cities, my other regional work focuses on transportation and environmental policy. I am currently the Vice Chair of the San Mateo County Transportation Authority, Commute.org, and Caltrain's Local Policy Makers Group. I'm also a member of C/CAG's Bicycle Pedestrian Advisory Committee and C/CAG's Congestion Management and Environmental Quality Committee. My prior professional experience spans nonprofit, public, and private sectors. After graduating from the University of Notre Dame (B.A. Government and Spanish) I served as a U.S. Army officer in Saudi Arabia, South Korea, and Texas. I later worked as a business executive in Silicon Valley, non-profit leader, and community volunteer. Most importantly, I'm Kate and Matthew's mom.
