2001-02 AND 2002-03 CONSULTANT
RECOMMENDATION
Staff recommends that the Finance Committee and the Policy and Services Committee
review Attachment A, a list of fiscal year 2001-02 proposed consultant service agreements
greater than $65,000, and select those in which they choose to participate in the review of the
draft scope of services.
DISCUSSION
Each year, staffprovides the two Council Committees with a list of General Fund budgeted
projects for which consultant services costs will be greater than a specified level, currently
$65,000. Attachment A to this report lists those agreements meeting those criteria. During
the recent budget hearings, Council members also expressed an interest in receiving an
informational list of other proposed consultant agreements for the adopted 2001-02 budget
and the adopted-in-concept 2002-03 budget. Attachment B to this report lists lower dollar-
cost agreements for fiscal year 2001-02, all consultant agreements for the Enterprise Funds,
and consultant agreements proposed for 2002-03. Each Council Committee is asked to
identify those consultant agreements in Attachment A that are of special interest, in order to
review the draft scope of services of the related request for proposals. To assist the
Committees in this selection process, staff has included suggestions of which Committee
may be more appropriate to review each individual consulting services request. Staff used
Sections 2.04.250 and 2.04.260 of the Palo Alto Municipal Code as guidelines for suggesting

assignments to the Committees. The two sections describe the duties of the Committees.
The Finance Committee’s responsibilities include finance, budget, audits, capital planning
and debt. The Policy and Services Committee’s responsibilities include intergovernmental
relations, personnel policies, planning and zoning, traffic and parking, public works and
community and human services.
The referenced consultant services are not meant to include recurring, routine service-related
agreements such as testing or maintenance contracts. The consultant agreements listed in this
report are, therefore, of a non-recurring nature. Environmental assessments paid by
developers are also not included in this report.
Should there be additional qualifying agreements developed during the year, staff will place
the item on the consent Calendar of a Council agenda, recommending either no review by
Committee, or the option of referral to one of the Standing Committees. Council could
remove the item from the consent calendar and direct either: a) referral to the other Standing
Committee; or b) participation of the full Council in review of the draft request for proposals.
