SUBJECT: COUNCIL "TOP 5" PRIORITIES
BACKGROUND
On November 29, 2000, the City Council reaffirmed its commitment to its "Top 5"
priorities - Joint Master Planning of City/School Facilities and Services, Infrastructure
Master Plan, Long Range Financial Planning, Zoning Ordinance Update and Traffic
Calming and Alternative Transportation - while clarifying somewhat its intent for each of
the priorities.
DISCUSSION
staff has prepared detailed workplans, including key success factors and timelines, for
each of the Top 5 priorities (Attachment 1). In order to heighten visibility for the
priorities, staff also intends to do the following:
Present the workplans for the Top 5 priorities at tonight’s City Council meeting.
Present quarterly reports on progress on the Top 5 priorities at a Council meeting,
beginning in July, 2001.
Prepare posters that will graphically present the Top 5 priorities; these have now been
mounted in the Council Chambers.
Prepare periodic displays in the area between the City Hall lobby and the Council
Chambers coordinated with the City Manager’s reports. The current display, on the
Cityworks Infrastructure Rehabilitation Plan, will be up until the end of June, 2001.

¯Place a Top 5 logo on staff reports or items in the City Manager’s Weekly Memo to
highlight progress on the priorities, beginning immediately.
Use CityPages and the employee newsletter "In the Loop" to publicize the Top 5
priorities, beginning with the August issue of CityPages and the July issue of "In the
Loop."
¯Prepare a briefing booklet for Council Members on the Top 5 priorities, which can be
used at community meetings, to be completed by September 1.
Create a "speaker’s bureau" of City staff who can go to neighborhood association
meetings, service clubs, League of Women Voters and other meetings to talk about
the Top 5 priorities and the work that is being done on them; Council Members are
also invited to join the speaker’s bureau, which will be implemented by September 1.
¯On an ongoing basis, promote the Top 5 priorities at the Managers Forums hosted
several times a year by the City Manager.
