SUBJECT:ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 2000-01 TO
ACCEPT GRANTS AND TO .PROVIDE AN ADDITIONAL
APPROPRIATION IN THE AMOUNT OF $12,i39 FROM THE
CALIFORNIA ARTS COUNCIL AND $6,000 FROM THE PALO
ALTO ART CENTER FOUNDATION
RECOMMENDATION
Staff recommends that the City Council adopt the attached Budget Amendment
Ordinance to accept and expend grant revenue of $12,139 from the California Arts
Council and $6,000 from the Palo Alto Art Center Foundation into the 2000-01 Arts and
Culture Division’s Visual Arts Program budget.
DISCUSSION
Every year since 1987, the Palo Alto Art Center has applied to the California Arts
Council’s Organizational Support Program and has been awarded grants for the Visual
Arts Program in support of exhibitions and related arts programming.
The Palo Alto Art Center Foundation is a private, nonprofit 501 c (3) organization
founded in 1973 to enhance and support the Palo Alto Art Center (PAAC) through
memberships, fundraising activities, and community relations. The Foundation’s 19-
member board of directors works with the PAAC to enhance programs and expand non-
City sources of funding. The Art Center Foundation directly supports Project LOOK!;
the Art & Tech Studio Program; Cultural Kaleidoscope, an .outreach program of the
Foundation; and a master planning process for the Art Center.
Grant funds have been designated for general operating support in the areas of cultural
presentations, exhibitions, publications, and public relations. The $12,139 received from
the California Arts Council supports the fall, winter, and spring exhibitions and
¯ educational programming at the Art Center. The aim of the grant funding will be to

strengthen the quality and visibility of the exhibition and education program, thereby
increasing the audience .for the visual arts~
The $6,000 from the Palo Alto Art Center Foundation has been designated for the support
of an internship in the Children’s Art Education Program, which includes Project LOOK!
and the Children’s Class Program. Funds support the internship through June 30, 2001.
.The aim of the funding will be to strengthen the quality of the children’s art education
program.
RESOURCE IMPACT
The attached BAO has no impact on the Budget Stabilization Reserve and no future
year General Fund ongoing costs are anticipated. The California Arts Council Grant
provides matching funds for exhibitions, equitable artists; and lecture fees, outreach and
public relations materials, and exhibition and workshop/studio supplies and materials.
The funds necessary to match the grant have been budgeted in the Visual Arts major
activity budget for 2000-01.
POLICY IMPLICATIONS
These recommendations are consistent with existing City policies.
ENVIRONMENTAL REVIEW
This program is not a project as defined by the California Environmental Quality Act and
is not subject to CEQA requirements.

AMENDING THE BUDGET FOR T~E FISCAL YEAR 2000-01 TO ACCEPT
A $12,139 GRANT FROM THE CALIFORNIA ARTS COUNCIL AND A
$6,000 GRANT FROM THE PALO ALTO ART CENTER FOUNDATION AND
TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE COMMUNITY
SERVICES DEPARTMENT OF $18,139
WHEREAS, pursuant to the provisions of Section 12 of Article
III of~the Charter of the City of Palo Alto, the Council on June 19,
2000 did adopt a budget for fiscal year 2000-01~; and
WHEREAS, the California Arts CoUncil has awarded a matching
grant of $12,139 to the City of Palo Alto to support the fall,
winter, and spring exhibitiQns and educational programming at the
Arts Center; and
WHEREAS, the Palo Alto Art Center Foundation has awarded a
grant of $6,000 to the City of Palo Alto to support an internship
in the Children’s Art Education Program; and
WHEREAS, the funds necessary to match the California Arts
Council grant have been included in the Arts and Culture functional
area budget for 2000-01; and
WHEREAS, City Council authorization is needed to accept and
expend the grant receipts; and
WHEREAS, the additional appropriation of funds is for one-time
expenditures and no future year General Fund ongoing costs are
anticipated; and
WHEREAS, City Council authorization is needed to amend the
2000-01 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
S2~LT_I~IN~_. Grant revenue in the VisualArts Functional Area
of the Community Services Department is increased by Eighteen
Thousand One Hundred Thirty Nine Dollars ($18,139) for receipt of
funds from the California Arts Council and the Palo Alto Art Center
Foundation.
~2~. The sum of $18,139 is hereby appropriated to non-
salary expenses in the Visual Arts Functional Area in the Community
Services Department.
This transaction will have no impact on reserves.
~T.~Q~I_~. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
S~_LQ~_~. The Council of the City of Palo Alto hereby finds
that this is not a project under the California Environmental
Quality Act and, therefore, no environmental impact assessment is
necessary.
S~LT_LQ~K. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
