RECOMMENDATION
Staff recommends that the Finance Committee and the Policy and Services Committee
review the attached list of 2000-01 proposed consultant, service agreements and select those
in which they choose to participate in the review of the draft scope of services.
DISCUSSION
At the Council meeting of March 12, 2001, Council members discussed proposed options for
streamlining procedures. One of the suggestions considered was related to the Council
Committees’ involvement in the selection of consultants. The policy has been that staff
provide the two Council Committees with a list of budgeted projects for which consultant
services costs will be greater than $25,000. Council decided to raise the threshold of Council
Committee review of proposal scopes from $25,000 to $65,000, and asked staff to return
with a list of projects. The attachment to this report lists anticipated consultant agreements
over $65,000 for the remainder of the current fiscal year, 2000-01.
Each Council Committee is asked to identify those consultant agreements that are of special
interest, specifying any for which they would !ike to review the draft scope of services of the
related request for proposals. To assist the Committees in this selection process, staff has
included suggestions of which Committee may be more appropriate to review each individual
consulting services request. The Finance Committee typically considers projects related to
finance, budget, audits, capital planning and debt. The Policy and Services Committee

considers those: covering intergovernmental relations, personnel policies, plarming and
.zoning, traffic arid parking,, public works ~d community and human services.
The agreements listed in this report are of a non-recurring nature, and exclude routine
.service-related agreements such as testing or maintenance contracts.. Developer-funded
contracts with consultantsfor preparation of environmental assessments are also not
included.
Any additional qualifying agreements that .develop during the year will be placed on the
consent calendar of a Council agenda, recommending either no review by Committee, or the
option of referral to one of the Standing Committees. Council could remove the item from
the consent calendar and direct either: a) referral to the other Standing Committee; or b)
participation of the full Council in review of the draft request for proposals. All contracts
greater than $65,000 will continue to be submitted to Council for approval.
